ORDINANCE NO. ,
AN ORDINANCE ESTABLISHING WATER RATES TO BE CHARGED BY THE
CITY OF AZUSA, AND PRESCRIBING RULES AND REGULATIONS
CONCERNING THE USE OF WATER AND FIXING A PENALTY FOR:THE
VIOLATION THEREOF, AND REPEALING ALL ORDINANCES OR PARTS
OF ORDINANCES IN CONFLICT THEREWITH.
The Board of Trustees of the City of Azusa do ordain as
follows:
SECTION I: That the monthly rates to be charged and
collected by the City of Azusa for water supplied from its
water works to consimers shall be as follows:
I. Tenement occupied by a single f;,tmily .............#.75
( A tenement shall be constyiied to mean any person
or persons or family who are living together under
the same roof, and boarding at one and the same
table
2. For stores of less than 360 square feet norhaving
bath, toilet, urinal, sink, or. stationary wash -stand in use, the
Monthly rate shall be for the first 500 cubic feet or less, ..$.501
for each additional I00 cubic feet up to Io00 cubic feet in all,

3. For butcher shops, stores, ware -houses, public halls,
photograph galleries, offices, blacksmith shops, fruit packing
houses, carpenter shops, shoemaker shops, tailor shops, doctorts)
Offices, dentists, offices, lawyers, offices, and for every Othor
purpose not above nor hereinafter mentioned, where no family
resides....................................................#.75
( Where a person or persons reside in a place of
business family rates shall be changed}.;
4. Provided, that the City shall have the right and option
of installing a water meter for any consumer, ;lrhereupon meter

rates will be charged as follows: For any quantity used each
nonth up to I000 cubic feet:................................$.75
except as above mentioned.
For each I00 cubic feet or fraction thereof over the first
I000cubic feet............................................#.05
5. There shall be no charge less than fifty cents.
That where a meter fails to r-131-ster during any period,
a charge shall be made upon an estimate, based on an average
of the preceding three months, or where a meter has not been
set for three months, then during such period as such meter
shall have registered.
SECTION 2: The charge for each tap or attachment made
with its system of water works, shall be as follows:
For each I/2-1-nch corporation stop using 1/2 -inch serviao
pipe......................................................#I0.00
For each 5/8 -inch corporation stop using 3/4-ineh service
pipe.....................................................#I0.00
For each 3/4 -inch corporation stop using I -inch service
pipe....................I.................................#22.00
The City reserves the right, at any time without notice,
to shut off the water in its mains or services, for the purpose
of making repairs or extensions, or for other necessary pur-
poses; and all persons having boiler,; on their premises are
hereby cautioned against direct connection with the main.
All pipes or extensions connecting with the City mains
and laid by any person on any Public Street, place or alley
shall at onne become the property of the City and such person
shall not have any gurisdiction over them nor may such pipes
or extensions be removed by such person.

And there shall be a stop cock in every attachment on the
sidewalk just inside of the curb at a Point to be designated by
said City, which said stop cook and its shall be supplied
by the City and shall be for its exclusive use and under its
eAclusive control.
The City will not be responsible for damages to any '
buildings or their contents from any break beyond the street
service box or meter; and water consumers are hereby required
to provide at their own expense another stop cock to be placed
at the first suitable point beyond the stop or meter of the
City.
When more than one service pipe is supplied from one
attachment, there shall be as many protection stop cocks
as there are service pipes.

SECTION 3: No consumer of Water from the City, or any other
person, shall under any circumstances min or convey by any
Imeans any water from his service on any lot or property, or
across any street or alley or supply water to other persons or
families for which he is not paying the rate or rates prescribed
by said City, and all water furnished to consumers in the City
of Azusa shall be charged to the owner of the premises upon
which the water shall have been used, and the owner of
said premises shall be held responsible for the payment of
the water rates for the water used upon the promises owned by
him.
Provided, that the Tater superintendent may permit more
than one tenement .or person to connect on to a single tap
leading from the main with the proper stop cooks at such point
on any public street or alleys as he may deem prover, and the
City may contract with each or with one for all in such oases,
each party so connected to pay not less than $.50 per month,

and in case any one of much persons fail to pay the rate
provided, one or all of such persons or tenants in common
shall be out off as may be deemed right by the water Superin-
tendent.
A consumer, in the meaning of this Ordinance, is one who
has the privilege or opportunity to use water from a pipe
or service on the premises ocoupied by him or ( by permission
a
from the Water Superintendent) from some line or tap on property
near him.
And in all cases the City will assume that water has
been used where any person or persons or tenants in common
have had the opportunity to use the same, and even though
such person or persons may not have used any water during
any month, they will not be entitled to any rebate from the
regular rate provided in such cases unless they have notified
the City Clerk in writing to out off such service, and where
it is not practical to turn off said service or person, either
owner or accupant must provide a line on the street or allay
with service cocks so that such service may be out off, other-
wise water will be charged to all said tenants in common
or persons until the whole service is cut off.
The Water Superintendent shall out or cause the water
to be out off in all cases where this Ordinance has been,
violated and it shall not be turned on again until all charges
,due the City up to the time the water was shut off including
the penalty for delinquency and the further sum of one dollar
are paid.
SECTION 4: All rates for water used in any month are due
and payable on the third day of the succeeding month-

All water rates are payable at the office of the Collector
of Revenues; and if not so paid by the IOth of the month, there
shall be added ten per cent penalty for delinquency, and the
Collector of R --venues shall give notice to the delinquent
by mailing to him a statement of the amount due and the penalty
thereon. If the said water rate and penalty for delinquency
is not paid within five days thereafter, the Collector of
Revenues shall notify the Water Superintendent who shall
immediately, without further notice, shut off the water from
the premises of the delinquent, and the water shall not again
be turned on for them,, or any subsequent occupant, except upon
the payment of the whole amount due to the City for water used
up to the time the water is so shut off, including the penalty
for delinquncy, and the further sum of one dollar.

SECTION 5: The Water Superintendent or any other authorized
officer of the City shall be admitted at all reasonable hours
to all parts of the premises supplied with water to see that
the regulations are observed.
No one except the Water Superintendent or someone expressly
authorized by him shall turn the water on or off from any
building or premises.
No person shall tap any water main, or in any manner what-
ever meddle or interfere with any part of the said water works
without written permission of the Water Superintendent.
Consumers shall prevent all waste of water and no Water
faucet or hydrant shall be allowed to remain out of repair,
or water be allowed to run therefrom when not in actual use
for irrigation or domestic purposes.
SECTION 6: Water rates will be charged for premises vacated
in every instance until the City shall have been notified by

the owner or his agent in writing, filed with the City Clerk, of
the discontinuance of the use of water and to turn the water off.
SECTION 7: All fauoets,hydrants, hose, sprinklers,
nozzles, irrigation heads or other continuous streams nu st be
shut off promptly upon the alarm of fire, the water not again to
be turned on until the fire is known to be extinguished.
SECTION 8: Any person, firm or corporation violating
any of the provisions of this Ordinance shall be deemed guilty
of a misdemeanor and upon conviction in a nourt of competent
jurisdiction shall be fined not less than five or More than
fifty dollars, or punished by imprisonment in the City Jail not
exceeding twenty-five days, or by both such fine and imprisonment.
SECTION 9: The office of water Superintendent shall be and
Is hereby created and all appointments to such office shall be
made by revolution of the Board of Trustees of said City of
Azusa, duly passed at a re. -ii -lar meeting thereof, which said
resolution shall also fix the salary or compensati_nn to be paidt
the appointee therein named and such appointee shall hold office
during the pleasure of said Board of Trustees.
SECTION I0: That such water Superintendent before entering
upon the discharge of the duties of such office shall take and
subscribe to the con^t�t onal oath of office.
SECTION 11: That such water Surerintendent shall have,
subject to the control of the Board of Trustees, general charge
25 supervision and control of the water works system of. the City
26 Of Azusa, and he shall read or cause to be read all the meters

as may be required, and report the readings to the City Clerk .
He shall have general supervision over all repairs, tappings and
additions'to the system, and cut off or cause to be out off the

water from any consumer upon the written report of the Collector
of Revenues or upon the violation of any of the provisions of
this Ordinance, and upon so doing report the same to the City
Clerk, and generally to do and perform every duty, as Water
Superintendent, required of him by law or any Ordinance of said
City or. the Board of Trustees.
SECTION 12: It shall be the duty of the City Clerk to
keep all accounts relating to said water works system and make
out and deliver for collection; to the Collector of Revenues on
the third day of each month, receipts, with stubs numbered the
same as the receipts, for all unpaid water rates for the current
month, and charge him therewith.
SECTION I3: The Collector of Revenues shall then proceed
at once to collect all such water rates; and if the same are
not paid by the IOth of the month, he shall report the sane to
the City Clerk, who shall thereupon add ten per cent penalty
for delinquency to all rnoe*ipts then in the hands of the Coll-
eetor of Revenues and charge him therewith. And the Collector
of Revenues shall thereupon proceed as directed in Section 4
horeof.
It shall also be the duty of the Collector of Revenues to
Pay over to the City Tre.surer on or before Saturday of :ach
week all water rates collected by him, taking the City Treasurerts
receipt therefor, which he shall file with the City Clerk and
the Collector of Revenues shall report the amount thereof, to-
gether with the amount delinquent, to the Roard of Trustees
at the first regular meeting of said Board in each month.
SECTION 14: The City Treasurer shall keep all moneys
paid into the treasury from the water rates in a separate fund
to be known as the Water Fund.
SECTION 15: Ordinance No. 95 of the City of Azusa

entitled, " AN ORDINANCE ESTABLISHING WATER RATES" e.to;,
and any Ordinances or parts of ordinances in conflict herewith
are hereby repealed.
SECTION 16: The City Clerk shall certify to the passage
of this Hrdinance and shall cause the same to be published once
in the Pomotropic, a weekly newspaper of general circulation,
Published and circulated in the said City of Azusa, and there
upon and thereafter the same shall be in frill force and effect.
