The 1�oard of Trustees of the City of Azusa do ordain as I ollows: Section .That it shall be unlawful for any person to ride or drive any horse or other animal,or drive or propel any bicycle or any motorcycle,automobile or other vehicle at a rate of speed greater than twenty-five (25) miles per hour on or along any public str,�et,avenue, or lane in the City of Azusa,or at a rate of speed greater than ninet�:en (19) miles per hour,where the territory contiguous thereto is closely built up as defined in the "Motor Vehicle Act"of the State of California, as approved i::ay 31st,1913,or at a ,Treater rate of speed than fourteen (14) miles per hour on or along Centre Street between the west line of San Gabriel Avenue and the east line of Dalton Avenue or on Azusa Avenue between the north line of Sixth Street and the North line of Ninth Street,or at a rate of speed greater than nine (9) miles per hour at the intersection of Azusa Avenue and Centre Street,or to drive or pro- pel any motor. -truck (whether loaded or not) capable of carrying a load of four thousand (4000) pounds or more,at a rate of speed greater than fourteen (14) miles per hour on any public street,avenue or lane in said City of Azusa. Section 2. It shall be unlawful for any person in char -a of any vehicle by whatever means drawn or propelled,to allow the same to rem- ain standing on any street If the City of Azusa with the inside front or rear wheel more than six feet from the nearest curb line,or on 'zusa Avenue from the north line of hinjEth Street to the north line of Fifth tro-t and on Centre Street from the west line of Alameda Avernie to the Fast line of San Gabriel Avenue more than two (2) feet from the curb line or to stop the same other than with the right side of the same along the curb. Section 3. It shall be unlawful for any person to allow to stand (1) 0 n operate,ride,drive or propel,any motor vehicle with the muffler thereof open,upon or along any portion off' the public streets where the rate of speed is fixed at.either nineteen (19) or fourteen (14) miles per hour,as provided in Section one (1) of this Ordinance,or with the ex- haust from the motor in.any such vehicle ejected twoard the surface of the street. Section 4. It shall be unlawful for any person to caust or permit the motor in any vehicle ridden,driven,propelled or operated,upon any portion of the streets designated in Section 3 of this Ordinance,to emit any unnecessary noise,amsmoke,oil or other matter. Section 5. It is hereby declared to be unlawful for any person to ride drive or propel any wagon,buggy,cart or bicycle upon any of the public streets of the City of Azusa,between the hours from one hour after, sunset to one hour before sunrise of the following day,unless such vehicle shallihave attached thereto in a conspicious manner,a light, lamp,or lantern,having sufficient power to be visible under normal at- mospheric conditiond at least two hundred (200) feet,and said light, lamp or lantern shall be constructed so as to display a white lizht in the direction the vehicle to which it is attached is proceeding and to display a red light from the rear. Section 6.It shall be unlawful for any person to have standing on any of the public streets,sidewalks or other public higiirvays,in the City of Azusa,any automobile,motor-cycle,wagon,btiggy,cart or bicycle ue.tween the hours from one hour after sunset to one hour before sunrise of the following day,unless there be attached to such automobile,motor- cyele,wagon,cart or bicycle such light,lamp or lantern as provided in Section 5 of this Ordinance. Section 7. Every motor vehicle other than a motor-cycle,while in use shall carry during the period from one hour after sunset to one hour before sunrise of the following day and at all times when fog or other atmospheric conditions render the pperation of vehicles unusually dangerous to the traffic and use of the highgays,at least two lighted lamps showing white lights visible.under normal atmospheric conditions at least four hundred (466) feet in the direction twoard which said (2) motor vehicle is proceeding,and,shall also carry at the rear of each motor vehicle a lighted lamp exhibiting one red light plainly visible for a distance of four hundred (400) feet twoard the rear,and so placed that.the number carried.on the rear of,such motor vehicle,shall be ill- uminated by a white .light in such manner that such number can be plai- nly distinguished under normal atmospheric conditions at a distance not less than:forty (40) feet in the reverse direction to which such vehicle is proceeding. Every motor -cycle while in use shall carry during the period from one hour after sunset to one hour before sunrise of the following day and whenever fog,or other atmospheric conditions,render the use of the highways by vehicles unusually dangerous to the traffic and•use of the highways,at least one lighted.lamp showing a white light under normal atmospheric conditions visible at least one hundred.and ninety (190) feet in the direction twoards which the motor -cycle Is proceeding and which also shall earry.at the.rear of such motorcycle one red light Or one red reflex mirror plainly visible from the.rear. Section S.Nhile the roadway of,any street,or portion thereof,or portion of such roadway,in the City of Azusa,is being improved (whether by the City or by private contract or by special assessment),the Super- intendent.of Streets may,when in his opinion traffic thereon would in jure such improvement,order the roadway of such street,or portion the- reof,or. portion of.such roadway,which.would be so injurad,closed to tra- ffic. :When such order is made the Superintendent of Streets,or the cont- ractor with the authorization of the Superintendent of Streets,shall cause to be placed suitable barriers bearing the sign,"STRPET CLOSED FOR TRAFFIC", ....................................... Superintendent of Streets. in such a way as to indicate plainly the portion of such street so closed to traffic. It shall be unlawful for any person to drive or propel,or cause or permit to be driven or propelled,any vehicle upon the roadway of any street or portion thereof,or portion of such roadway in the City of Azusa closed to traffic,as herein in this section provided,and while (3) the barriers and signs herein provided,fnxxtmxbxxvmmmxadxayAxaa,idxxtx- x$kxik�na�tiaxaataxkaxsai��axg for. are in place. As soon as such improv- ement will bear traffic without injury thereto,the barriers and signs herein provided for are to be removed.by the Superintendent of Streets and said street thrown open to traffic. Section 9. It shall be unlawful for any person to ride or drive, or to cause to be ridden or driven,any horse or other animal,or to ride, drive,or propol.,or to cause to be ridden,driven or propelled,any wagon, bicycle,motor-eyele,autorLobile or other vehicle upon or along any public sidewalk or to permit any such animal or vehicle to stand thereon,or to permit any such anirpal or vehicle to stand upon any public street in such manner as to obstruct the free use of such street. Section 10.It shall be unlawful for any person,firm or corpora- tion to ride,drive,or propel,or to cause or permit to be ridden or dri- ven or propelled along or upon any of the paved,macadamized,oiled or clayed streets in the City of hzusa,any vehicle or traction engine,har- row,disk harrowAplow,or other implement any tire of which is not smooth, or that has a sharp or uneven surfaue,or to which is attached cleats, spikes,or any uneven surface or to have attached thereto any device or devices that will tear up,cut up or otherwise damage the surface of such highway.. Section 11. It shall be unlawful for any person,firm,or corpora- tion,riding,driving,propelling or controlling any vehicle to,when appr- oaching any street crossing within the district defined as "closely built up",or as the "busisness district",as defined in the "Motor Vehicie Actasapproved May 31st,1913,to turn to the left before crossing the center line of the street intersecting the one upon which said vehicle or vehicles are travelling. Section 12. The term "vehicle" when used in this ordinance shall, unless a contrary intent appears from the cont.ext,be deemed not to inc- lude vehicles run on rails or tracks.Unless contrary to or inconsistent with the context hereof,terms and expressions herein used shall be given the same meaning as in th8 State "Motor Vehicle Act" of 1913. Section 13. It shall be unlawful for any person to ride or drive (4) ..1 any horse or other animal,or drive or propel any bicycle,or any motorc- ,ycle,automobile,or other sAXieia motor vehicle ,or any vehicle,within Aix (61 feet of the right hand side of any street car standing upon any street in the City of Azusa,when•said street car is receiving or disc- harging passengers.If by reason of the traffic on the street or the na- rrowness of the strect,it is impossible to preserve such clearance,then the driver shall stop until the passengers have been taken on or disc- harged,and have reached the sidewalk. Section 14. all persons enuring or leaving any electric rail- way car,at or in the immediate vicinity of the intersection of Azusa _venue and Ninth Streets,or while waiting opparturit,ylto enter,iwhile near such car,shall have the right of way over vehicles on said streets. Section 15. Any person firm or corporation,either as principal, t agent,officer,clerk or employee who,or which shall violate any of the provisions of this ordinance,shall be guilty, -of a.misdemzanor,and upon conviction thereof for the violation of Section One (1) of this Ordina-+ ce shall be punishable by a fine. of not more than Three Hundred Dollars 01300.00) or lmps than Ten Dollars ('I'P7.0.00) or imprisonment for not more than three (3) months,in the City Jail of the City of Azusa,or by both such fine and imprisonment.And every violation of any other provisions of this Ordinance shall be punished by a fine of no.t more than One Hundred Dollars ($100.00) or less than Three Dollars (;3.00). Section 16. Ordinance Nuirl,or 142,of the City of Azusa,and all Ordinances and parts of Ordinances in conflict herewith,are hereby repealed,provided that any such repeals shall not affect or prevent the prosecution and imprisonment of any person for any act heretofore done or permitted to be done in violation of any Ordinance repealed he-reby,and shall not affect any prosecution or action which may be pen- ding in. any court for the violation of any ordinance repealed hereby. Section 17. The City Clerk,shall certify to the passage of this Ordinance,and shall cause the same to be published once in -the "Pomotropic",a weekly newspaper published and circulated in the City of Azusa. This Ordinance shall go into effect at midnight on the 31st, (5) day of Decembe.r,1913. , I hereby certify that the foregoing Ordinance was adopted by the Board of Trustees of the City of Azusa at.its meet- ing held. on the �f� day of.November,1913,by the following vote,to wit: Ayes: Noes: Absent: Attest _?ifil City Clerk of the City of Azusa.
