2 CITY OF AZUSA, AP:'fENDING ORDINANCE NO. 178. OF SAID
CITY ENTITLED: "AN ORDINANCE 01' THE BOARD OF
3 TRUSTEES OF THE CITY OF AZUSA ESTABLISHING TIE RATE
TO BE CHARG,' BY THE CITY OF AZUSA FOR 17ATER AND
4 WATER CONNECTIONS", etc, ADOPTED AWAY 29th, 1916,
BY AKENDING SECTIONS 1 and 2 OF SAID ORDINANCE.

The Board of Trustees of the City of Azusa do ordain
6
as follows:

SECTTION 1. That Section 1 of Ordinance No. 178 of
8
the City of Azusa, entitled: "An ordinance of the Board of Trustee
9
of the City of Azusa,establishing the rate to be charged by the
10
11 City of Azusa for water and water connections, and prescribing rule
12 and regulations concerning the use of water, and fixing a penalty
13 for the violation thereof, and repealing all former ordinances in
14 conflict with this ordinance", adopted May 29th, 1916, be and the
15 same is hereby amended to read as follows:
16 SECTION -1. That the monthly rate to be charged and
17 collected by the City of,Azusa for the water supply from its
18 water works to consumers shall be as follows:
DOLMSTIC RATE

20 1. A flat rate shall be charged where no met-er is
21 installed, for each separate tenement occupied by
22
a single family . . . . . . . . . . . . . . . . . . .75
23 (A tenement shall be construed to mean any premises
occupied by any person or persons or family who
24 are living together under the same roof and boarding
at one and the same table.i.
25 2. For stores not
26 having bath in use, the minimum monthly rate

installing a water meter for any consumer, whereupon meter
rates shall be charged, as follows:
For the first 2000 cubic feet or fractional part
thereof, used each month . . . . . . . . . . . . . . . .75
For each 1000 cubic feet or fractional part thereof
over the first 2000 cubic feet used each month . . . . .10
Provided that, if the amount of any bill shall not be an
exact multiple of five cents, such bill shall be reduced or in-
creased to the nearest multiple of five cents, as the case may
be.
There shall be no charge less than seventy-five cents
where a meter is used. That where a meter fails to register
during any period, a charge shall be made upon an estimate
based upon the reading of the preceding month, or where, a
meter has not been set for a month, then during such period as
such meter shall have registered.
IRRIGATIBIG RATE
When a person wishes to use water for irrigating or agri-
cultural purposes in the City of Azusa, he may make application
to the Board of Trustees of said city, specifying the place and
nature of said intended use; and the Board of Trustees, if
satisfied that such use is for agricultural purposes and that
such application may be granted without detriment to the domes-
tic water supply of said city, may grant the same and the rate
for such water so supplied is hereby fixed at two cents per
miner's inch per hour, as defined by the Statutes of California
Provided that the right is hereby reserved to the City of
Azusa to cancel and rescind at any time the right and privi-
lege of using such water, whenever, in the opinion of said
Board of Trustees, the water being furnished for irrigating
purposes is needed for domestic use in said city.

I
The City of Azusa may rent from time to time the use
of its water stock in water companies, or water it may be
entitled to receive from any such company, on such terms and
conditions as may be fixed by the Board of Trustees at the
time of renting the same and which shall be specified in the
minutes of said Board at the time of such rental, provided
that said City of Azusa hereby declares that all water which
it now has or may hereafter acquire shall first be held
and used for the present and future domestic water supply
for the inhabitants of said City of Azusa, but that said
city may rent such water stock or water it may be entitled
to receive from any water company, it may have from time to
time, when not required for its domestic water supply, for
limited periods only, upon terms and conditions to be pre-
scribed at the time of furnishing the same as stated herein.
SECTION 2. That Section 2 of said Ordinance No. 176
is hereby amended to read as follows:
SECTION 2. That the Board of Trustees of the
City of Azusa hereby adopt the policy of msking all water
connections ortaps in said city at actual cost of the same
plus 10 per -cent to cover overhead charges, in order

gardens in said -city and increase the food supply during the per -I
iod of great public necessity therefor.
6 written application shall be filed with the Water
Superintendent for each water connection desired under this See -
tion, and the same shall be accompanied by a cash deposit as
follows:
For each 1/2 inch corporation stop using 1/2 inch

After such water connection has been made, theuvater
Superintendent shall make out in duplicate an itemized statement
of the expense to the city of such water connection and give one
of the statements to the person for whom such connection was made
and keep the other on file in his office, and if the expense of
such connection is less than the amount of the deposit made
therefor, after the addition of said charge of 10 per -cent there-
to, then such excess shall be returned to the person making such
deposit and his receipt taken therefor and kept on file together
with a statement of such expense, in the Water Superintendent's
office.
The City reserves the right, at any time, without.notice,
to shut off the water in its mains or services, for the purpose of
making repairs or extensions, or for other necessary purposes,
and all persons having boilers on their premises are hereby cau-
tioned against direct connection with the main.
611 pipes or extensions connecting with the City mains and
laid by any person on any public street, place or alley, shall at
once become the property of the City, and such person shall not
have any jurisdiction over them, nor may such pipes or extensions
be removed by such person.

1 And there shall be a stop cock in every attachment on the
2 sidewalk, just inside of the curb, at a point to be designated by
3 said City, which said stop cock and its box shall be supplied by
4 the city and shall be for its exclusive use and under its exclu
5 sine control.
6 The city will not be responsible for damages to any building
7 or their contents from any break beyond the street service box or
8 meter; and water consumers are hereby required to provide, at
9 their own expense, another stop cock to be placed at the first
10 suitable point beyond the stop or meter of the city.
11 When more than one service pipe is supplied from one attach-
12 went, there shall be as many protection stop cocks as there are
13 service pipes.
14 SECTION 3. This ordinance is urgently required for
15 the immediate preservation of the public health, peace and safety.
16 The following is a specific statement showing the urgency of this
17 ordinance: That the reduced rate for water and water connections
18 provided for therein is urgently required in order to encourage the
19 planting of gardens and increase in food supply in order to rm et the
20 great public demand therefor and the conditions arising out of the
21 pending war, and such an ordinance is now immediately required.
22 SECTION 4., The City Clerk shall certify to the passage
23 of this ordinance by a vote of four-fifths of all the members of the
24 Board of Trustees of said City of Azusa and its approval by the
25 President of said Board, and.shall cause the same to be published by
26 one insertion in the Pomotropic, a weekly newspaper, published and
27 circulated in the said City of Azusa, and thereupon and thereafter
28 the same shall be in full force and effect.

7 President of said Board, at a regular meeting thereof, held on the
8 28th day of May, 1917, and that the same was passed by the
9 following vote:
