The Board of Trustees of the City of Azusa do ordain as follows: SECTION 1. The word "dog" shall be deemed to mean a female as well as a male dog. The term "unenclosed lot or premises" as used in this Ordinance is hereby defined to be any lot, land or premises not enclosed in such manner as to prevent any dog confined therein or thereupon from escaping therefrom. SECTION 2. It shall be the duty of the said Health Officer and of every Peace Officer, of the City of Azusa to take up or shoot every dog not muzzled as required by this ordinance found going free or running at large in or upon any public street, alley or other public place, or in or upon any unenclosed lot of premise within the said city. SECTION 3. Every dog within the confines of the City of Azusa shall be required to be muzzled in such a way as to permit his drinking and in such a way as to prevent his biting unless Such dog shall be confined in a Geeure enclosure or shall us tied or fastened in such a manner as to securely prevent his running at large. SECTION 4, It shall be unlawful for any person in the City of Azusa to keep or maintain or harbor or own any dog which shall not be either muzzled as aforesaid, or secured as aforesaid, or kept within an enclosure as aforesaid. SECTION 5. It shall be the duty of the said Health Officer and of'.eveiyr Peace Officer and special officer of the City of Azus to kill any dog found in or upon any public street, alley or other public place, or in or upon any lot or premises, known to have rabies or hydrophobia, or known to have been bitten by any dog having rabies or hydrophobia. SECTION 6. It shall be unlawful for any person to interfere with, oppose or resist the City Health Officer or any Peace Officer or any Special Officer of the said city while engaged in the per- formance of the duties prescribed by provisions of this ordinance. SECTION 7. The said Health Officer is hereby empowerea•to enter upon private property for the purpose of ascertaining whether any dog kept or harbored thereon is afflicted with rabies or hydro- phobia. SECTION 8. That any person, firm or corporation vi:alating any of the provisions of this ordinance shall be deemed guilty of a misdemeanor, and upon conviction thereof shall be punishable by a fine of not more than five hundred ($500) dollars, or by imprisonment in the city jail for a period of not more than six months, or by both such fine and imprisonment. SECTION 9. This ordinance is urgently required for the immediate preservation of the public health and safety and the following is a specific statement showing the urgency of this ordinance: That there is an epidemic of rabies or hydrophobia in the City of Azusa and it is feared that the said disease or diseases may spread through the medium of dogs permitted to run at large or unmuzzled in said city; that this ordinance is, therefore, urgently required as a means for the stopping and prevention of such menance to the health and safety of the citizens of this community. SECTION 10. The City Clerk shall certify to the passage of this ordinance by a vote of four-fifths of all the members of the Board of Trustees of the City of Azusa and its approval by the President of said Board, and shall cause the same to be published by one insertion in the Pomotropic, a weekly newspaper published and circulated in the City of Azusa, and thereupon and thereafter the same shall be in full force and effect.
