ORDINANCE NO. 289
AN ORDINANCE OF THE CITY OF AZUSA REQUIRING THAT MASTER
ELECTRICIANS TAKE AN EXAMINATION AND FILE A BOND, AND THAT
JOURNEYMEN ELECTRICIANS TAKE AN EXAMINATION BEFORE BEING ISSUED
A LICENSE, PROVIDING FOR AN EXAMINING BOARD, AN EXAMINING FEE,
CERTIFICATE OF COMPETENCY, AND CERTIFICATE RENEWALS, AND PENAL-
TIES FOR VIOLATION OF THIS ORDINANCE.
The Common Council of the City of Azusa ordains
as follows:_
Section 1.
That any person, firm or corporation desiring to engage in the
business of electrical contracting shall file with the City
Clerk of the City of Azusa an indemnity bond with good and suf-
ficient securities in the penal sum of Five Hundred ($500.00)
Dollars. Said Bond to be approved by the City Attorney, and
such Bond being payable to the City Treasurer of the City of
Azusa, for the use of any person, firm or corporation with whom
such applicant shall thereafter contract or agree to do electri-
cal work and to indemnify such person, firm or corporation for
damages sustained on account of the failure of such applicant
to perform the work done in accordance with the provisions and
requirements of the Ordinances of the City of Azusa relating
to the installing,operating and maintenance of electrical wires,
wiring, and apparatus.
Section 2. Examination.
No person, as agent, principal, manager or employee, shill con-
duct, manage, or carry on the trade, business or calling of a
Master Electrician or work as a Journeyman Electrician or do
any electrical work of any kind or description in the City of
Azusa for which an Electrical permit is required, without having
first submitted to a practical examination before and obtaining
from the Examining Board of Electricians of the City of Azusa a

Certificate of Competency, showing such person to have suffic
practical experience and sufficient knowledge to do electrical
work.
Any master electrician or journeyman eleetridan who fails
to pass the examination will not be allowed to appear before the
Board for further examination until the expiration of a period
of sixty (60) days from the date of such examination.
Section 3. Examining Board.
The Examining Board of Electricians of the City of Azusa shall
consist of the City Building Inspector, who is hereby and herein
known as City Electrician, one (1) Master Electrician, and one
(1) Journeyman Electrician. The master electrician and the
journeyman electrician shall be appointed by and shall serve
during the pleasure of. the City Council of the City of Azusa and
shall qualify by subscribing to the oath of office, as required
by law.
Each member of the Examining Board attending, with the
exception of the City Electrician, shall receive a. fee of fifty
(50V) cents for each applicant examined, such fee to be paid out
of the Examining Fee collected.
The City of Azusa shall provide the Examining; Board with
the necessary forms, books, blanks, tools and material to p
ly conduct the examination.
Section 4.*: Examining Fee.
The fee for examination by said Examining Board of Electricians
shall be Ten ($10.00) Dollars for each Mater Electrician and
Five ($5.00) Dollars for each Journeyman Electrician for each
examination, payable in advance to the Secretary of the Board,
and no fee shall be charged for Renewal of Certificates. Said
fee collected by the Examining Board shall be turned over to the
City Treasurer on the first day of each calendar month, after th
Examining Board have been paid for their services.

Section 5. Master Electrician.
For the purpose of this Ordinance a Master Electrician �h all be
deemed to be the person engaged in or carrying on the business
of Electrical Contracting.
Section 6. Journeyman Electrician.
For the purpose of this Ordinance a Journeyman Electrician
be deemed to be any person who is employed to do electrical
for wages or salary, but who.does not furnish any materials or
supplies in the execution or performance of electrical work.
Section 7. Certificates.
The Examining Board of Electricians shall give an examination to
every applicant for a Certificate to do Electrical Work in the
City of Azusa on the first and third Monday of each month, at
nine o1clock A. M. in the office of the City Electrician in the
City Hall, and every applicant passing such examination to the
satisfaction of such Examining Board shall receive from said
Board a Certificate of Competency as a Master Electrician or.
a Journeyman Electrician in accordance with his application and
such Certificate of Competency, together with Electrical License,
shall authorize the holder thereof to do electrical work in the
City of Azusa until the first day of January next sumeeding the
date thereof. Provided, however, a temporary working permit may
be issued to a Journeyman Electrician pending his examination.
Section B. Certificate Renewals.
All Certificates issued by the Examining Board of Electricians
shall expire on the last day,of December of each year, unless
sooner revoked. Every Master or Journeyman Electrician holding
a Certificate of Competency issued by said Examining Board of
Electricians may, during the month of December of each year,
make application to the Examining Board of Electricians for an
extension of such Certificate of Competency for an additional

year and said Examining Board of Electricians, if satisfied

that the holder of such Certificate of Competency is competent

to do electrical work, shall grant an extension of such Corti-

ficate of Competency for an additional year, without examination

No electrician failing to make such application and to obtain

such extended Certificate of Competency during said time shall
7
do any electrical work in the City of Azusa after the expira-
8
tion of the Certificate of Comptency then held, without taking
9
the examination and paying the full fee herein provided for
10
persons originally desiring to do electrical work in the City of
11
Azusa.

Section 9. Age Limit.

No person shall receive a Certificate of Competency as a blaster
14
Electrician who has not attained the age of twenty-one years.

Section 10. Registration.

The City Building Inspector, who is hereby and herein known as
18
City Electrician, shall act as Secretary of said Examining Board
19
of Electricians and shall prepare and keep the register, showing
20
the name and address of every person, firm or corporation, to-
21
,gether with the names of the members of such firm and the offi-
22
cess of such corporation carrying on the electrical business in
23
the City of Azusa, showing the name and address of every Blaster
24
Electrician., every Journeyman Electrician, and every Electri-
26
cian's apprentice licensed or permitted to do electrical work
26
in the City of Azusa, and shall keep such Register up to date
27
by the endorsement of all changes thereon and additions thereto.

Section ll. Penalty.

Every Person, as Tiinti al, agent or otherwise, violating or

failing, neglecting or refusing to comply with any of the pro-
31
visions of this Ordinance shall be deemed guilty of a misdemean-
32

exceeding Two Hundred (200.00) Dollars, or by imprisonment in
the City Jail not more than three (30 months, or by both such
fine and imprisonment; and every day during any portion of whit)
any of the provisions of this Ordinance shall be violated or
during which there shall be a failure, neglect or refusal to
comply with any thereof shall constitute a separate misdemeanor
and shall be punishable as herein provided.
Section 12.
If Any Section, Sub -Section, Clause or Phrase of this Ordinance
is for any reason held to be invalid or unconstitutional, such
decision shall not effect the validity of the remaining portions
of the Ordinance. Whe City Council of the City of Azusa hereby
declares that it would.have passed this Ordinance by section,
subsection, sentence, clause and phrase thereof, irrespective
of the fact that any one or more section, subsections, sentences
clauses or phrases be declared invalid or unconstitutional.
Section 13.
That all other ordinances or portions of ordinances in conflict
herewith are hereby repealed.
Section 14:
That the City Clerk of the City of Azusa shall certify to the
passage and adoption of this Ordinance by a unanimous vote of a
of the members of the City Council of the said City of Azusa
present and shall cause the same to be published once in the
Azusa Herald, a weekly newspaper, printed, published and circu-
lated within said City of Azusa and which is hereby designated
for that purpose.
I hereby certify that the foregoing Ordinance
was duly passed by the City Council of the City of Azusa, at a
regular meeting held March 17th , 19300 by the foil
