AN ORDIIIA14CE OF THE CITY COUNCIL OF THE CITY OF
AZUSA ESTABLISHING All AUXILIARY FIRE FORCE AND
PROVIDING FOR ITS DUTIES A14D CONTROL.
The City Council of the City of Azusa does ordain as
SECTION 1. An Auxiliary Fire Force is hereby
established, the same to be a volunteer organi-
zation separate and distinct from the Fire
Department of this City, but headed by the Chief
of the Fire Department.
SECTION 2. The Chief of the Fire Department of
this City shall have complete authority, control
and command over the Auxiliary Fire Force sub-
ject to the provisions of this ordinance and to
any other lawful directions of the City Council
or of the Azusa Defense Council or of the Co-
ordinator. The Chief of the Fire Department
may appoint such members of said Auxiliary Fire
Force as die may deem to be qualified and may
provide for their training.
SECTION 3. No person shall be deemed a member of
the Auxiliary Fire Force until he has been regis-
tered as such in a roster to be kept by the
Chief of the Fire Department, and until he has
taken his oath that he will observe and obey the
Constitution of the United States, the Constitution
Of this State, and the laws of this Nation, this
State and this City, and that he will carry out
the duties of a member of the Auxiliary Fire Force
of this City to the best of his ability. The
oath may be administered by the Chief of the Fire
Department, or by any subordinate officer thereof
designated by him.
SECTION 4. The duties of the Auxiliary Fire Force,
subject at all times to the direction, supervision
and control of the Chief of the Fire Department,
shall be to assist the regular members of the Fire
Department of this City in the prevention, control
and extinguishing of fires during the present
emergency of war, to aid in the functions of
civilian defense, and to perform such related
duties as the Chief may by order prescribe.
The Chief may prescribe other duties
than those mentioned herein to be performed by
the Auxiliary Fire Force.

SECTION 5, An identification card and such
other insignia; or evidence of identity as the Chief
may prescribe shall be issued to each member, who
must carry the card and other identification at all
times while on duty, and he must surrender them upon
the termination of his membership.
SECTION 6. The membership of any person may
be terminated by the Chief of the Fire Department at
any time, and any member may resign from the Auxiliary
Fire Force at any time, but it shall be his duty to
notify the Chief of his resignation.
SECTION 7, The Chief of the Fire Department may
by order diminish or expand the membership of the
Auxiliary Fire Force as exigency may require, within
however any limits prescribed by the Azusa City Council.
SECTION g. In addition to the penalties provided
by law, any violation of law under color of the perfor-
mance of his duties as a member of the Auxiliary Fire
Force, and any breach of the Rules and Regulations
established by the Chief shall subject any member to
summary expulsion and the fact thereof may be published
at the order of the Chief. This provision shall not be
deemed a limitation upon the.Chief's authority to dis-
miss any person from membership.
SECTION g. It shall be a misdemeanor punishable
by a fine of not to exceed $300.00 or by imprisonment
in the City Jail or in the County Jail not exceeding
three months, or by both such fine and imprisonment,
for any person to wear, carry or display an Auxiliary
Fire Force identification card or insignia or otherwise
force,�unless represent
e is at that time actually a er member thereof.
SECTION 10. This ordinance is declared to be an
emergency measure necessary for the immediate preser-
vation of the public peace, health and safety and shall
take effect and be in force from and after its passage
and publication as required by law. A declaration of
and the facts constituting the urgency of this measure
is that the United States is at war and this city is in
great and continuing danger of attack by the enemy,
that the exigencies of war and the imminence of great
public peril have thrown unprecedented burdens upon
the employees of this city and the danger to the city
is such as to admit of no delay in providing the
volunteer support and aid of the citizenry in the
maintenance of public health and safety.

SECTION 11. The Mayor shall sign this
ordinance and the City Clerk shall attest the same
and certify to the passage, adoption and Uublica-
tion thereof and shall cause the same to be
published once, within 15 days after its passage,
in the Azusa Herald & Pomotroplc, a weekly newspaper
of general circulation printed, published and cir-
culated in the City of Azusa, which said newspaper
is hereby designated for that purpose and thence-
forth and thereafter this ordinance shall be in full
force and effect.

I, ra. A. HYNES, City Clerk of the City of Azusa,
Los Angeles County, California, do hereby certify that the fore-
going Ordinance was duly introduced,placed upon its first reading
and fully read at a special meeting of the City Council of the
City of Azusa held. on April 3, 1942, in the regular Council Chambers
of said City Council in said City; that thereafter said ordinance
was duly and regularly passed and adopted by said Council, signed
and approved by the Mayor and attested by the City Clerk of said
City, at a regular adjourned meeting of said Council so held in
the regular Council Chambers of said City Council on April 9, 1942,
and that the same was passed and adopted by the following vote of
the Council:
Ayes: Councilmen: Jumper, Malone, Arnold, Otiiens.
Noe s: None
Absent: Councilmen: Bradshaw W
I DO FURTHER CERTIFY that I caused said ordinance
to be published prior to the expiration of fifteen days from the
passage thereof in the Azusa Herald & Pomotropic on April 9,
1942, a newspaper of general circulation, printed, published and
circulated in said City of Azusa, and that the same was published
in accordance with law.
