AId ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
AZUSA ESTABLISHING AN AUXILIARY POLICE FORCE AND
PROVIDING FOR ITS USE AND CONTROL.
follows:The City Council of the City of Azusa does ordain as
SECTION 1. An Auxiliary Police Force is
hereby established, the same to be a volunteer
organization separate and distinct from the
Police Department of this City but headed by
the Chief of Police.
SECTION 2. The Chief of Police of this city
shall have complete authority, control and command
over the Auxiliary Police Force, subject to the
provisions of this ordinance and to any other law-
ful directions of the City Council or of the Azusa
Defense Council or of the Co-ordinator. The Chief
of Police may appoint such members of said Auyi-
liary Police Force as he may deem to be qualified
and may provide for their training.
SECTION'3. No person shall be deemed a member
of the Auxiliary Police Force until he has been
registered as such in a roster to be kept by the
Chief of Police, and until, he has taken his oath
that he will observe and obey the Constitution
of the United States, the Constitution of this State,
and the laws of this Nation, this State and this
City, and that he will carry out the duties of a
member of the Auxiliary Police Force of this City
to the best of his ability.
SECTION 4. The duties of the Auxiliary Police
Force, subject at all times to the direction,
supervision and control of the Chief Of police, shall
be to assist the regular members of the Police Depart-
ment of this City in the enforcement of law and the
maintenance of peace and order during the emergency
of war and great common peril. The Chief may by order
establish rules and regulations to govern the Auxi-
liary Police Force, to fix the specific duties of its
members, and to provide fot the maintenance of
discipline. He may change such orders from time to
time, and he may command members of the auxiliary.•force
to obey the instructions of regular police officers
in carrying out their duties.

SECTION -5 An identification card and such
other insignia or evidence of identity as the Chief
may prescribe shall be issued to each member, who
must carry the card and other identification at all
times while on duty, and he must surrender them
upon the termination of his membership.
SECTION 6. The membership of any person may be
terminated by the Chief of Police at any time, and
any member may resign from the Auxiliary Police Force
at any time, but it shall be his duty to notify the
Chief of his resignation.
SECTION 7. No member of the Auxiliary Police
Force shall. while on duty carry or use any firearm
except upon the express written order of the Chief
of Police.
SECTION 8. No member of the Auxiliary Police
Force shall break into or otherwise forcibly enter
upon any private property or enter the dwelling
or habitation of another without the consent of the
owner or occupant, except when immediately accom-
panied by a regular member of the Police Department
of this City who then and there requests his aid
in the enforcement of the law.
SECTIOid '9. A member of the Auxiliary Police
Force shall have the following powers of arrest and
none other:
1. He may arrest for a public offense committed in
his presence;
2. He may arrest a person who has in fact committed
a felony, although not in his presence;
3. When a felony has in fact been committed, he
may make an arrest when he has reasonable cause
for believing the person arrested to have com-
mitted it.
Provided, however, that the Chief of Police may make
it the duty of any member of the Auxiliary Police
Force to lend physic&& aid to any regular member of
the Police Department in making 4n' lawful arrest.
SECTION 10, The Chief of Police may by order diminish
or expand the membership of the Auxiliary Police Force
as exigency may require, within however any limits
prescribed by the City Council of the City of Azusa.

SECTION 11. In addition to the penalties
provided by law, any violation of law under color
Of the performance of his duties as a member of
the Auxiliary Police Force, and any breach of the
Rules and Regulations established by the Chief
shall subject any member to summary expulsion and
the fact thereof may be published at the order of
the Chief.
SECTION 12. It shall be a misdemeanor punish-
able by a fine of not to exceed $300.00 or by
Imprisonment in the City Jail or in the County Jail
not exceeding three months, or by both such fine and
imprisonment, for any person to wear, carry or
display an Auxiliary Police Force identification
card or insignia or otherwise to W1:Vx represent
himself to be a member of that force, unless he is at
that time actually a member thereof.
SECTION 13. This ordinance is declared, to be
an emergency measure necessary for the immediate
preservation of the public peace, health and safety
and shall take effect and be in force from and after
its passage and publication as required by law. A
declaration of and the facts consituting the urgency
of this measure is that the United States is at war
and this city is in great and continuing danger of
attack by the enemy, that the exigencies of war
and the imminence of great public peril have thrown
unprecedented burdens upon the employees of this
city and the danger to the city is such as to admit
of no delay in providing the volunteer support and
aid of the citizenry in the maintenance of public
health and safety.
SECTIO14 14 The Mayor shall sign this ordinance
and the amity Clerk shall attest the same and certify
to the passage, adoption and publication thereof and
shall cause the same to be published once, within 15
days after its passage, in the Azusa Herald & Pomotropic
a weekly newspaper of general circulation printed,
published and circulated in the City of Azusa, 1411ch
said newspaper is hereby debignated for that purpose
and thenceforth and thereafter this ordinance shall
be in ::full force and effect.

I, 11. A. HYNES, City Clerk of the City of Azusa,
Los Angeles County, California, do hereby certify that the fore-
going Ordinance was duly introduced,placed upon its first reading
and fully read at a special meeting of the City Council of the
City of Azusa held on April 3, 1942, in the regular Council Chambers
of said City Council in said City; that thereafter said ordinance
was duly and regularly passed and adopted by said Council, signed
and approved by the Tlayor and attested by the City Clerk of said
City, at a regular adjourned meeting of said Council so held in
the regular Council Chambers of said City Council on April 92
1942, and that the same was passed and adopted by the following
vote of the Council:
Ayes: Councilmen: Jumper, Malone, Arnold, Owens
Noes: None
Absent: Councilman: Bradshaw
I UO IMTHER CERTIFY that I caused said ordinance
to be published prior to the expiration of fifteen days from the
passage thereof in the Azusa Herald & Pomotropic on April 9,
1942, a newspaper of general circulation, printed, published and
circulated in said City of Azusa, and that the same was published
in accordance with law.
