HomeMy WebLinkAboutOrdinance No. 483I ORDINANCE NO. 483 2 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY 3 OF AZUSA ESTABLISHING PROCEDURE FOR THE 4 OPENING OF BIDS FOR PUBLIC PROJECTS. 5 6 THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, DOES 7 ORDAIN AS FOLLOWS: 8 SECTION 1: whenever bids are required by law for the let - 9 ting of contracts, the doing of work or the furnishing of 4 10 supplie & or materials, all of the steps, acts and proceedings 11 required by the laws of the State of California shall be fully 12 complied with, and in particular and supplementary to the said 13 acts, steps and procedures required by state law, the following 14 procedure regulating the notices inviting bids, the publication 15 and posting of said notices, and the opening of said bids is 16 hereby established: 17 (a) The notice inviting bids shall set a date for the 18 opening of bids which date shall be not more than ten days prior 19 to the meeting of the City Council at which meeting the council 20 intends to take action upon said bids, by either accepting or 21 rejecting the said bids. 22 (b) All notices, whether mailed, published, or posted, 23 shall state the date, the hour, and the place at which the bids 24 called for are to be opened and shall also state the date, the 25 hour, and place of the council meeting at which the City Council 26 intends to take action on said bids. 27 (c) All bids shall be returnable to the office of the City 28 Clerk, and at the hour and date stated in the notice, all bids 29 shall be publicly opened at the office of the City Clerk in the 30 presence of the City Clerk and City Engineer and at least one 31 member of the City Council and all other interested parties who 32 wish to attend and witness the opening of the said bids. AZUSA, CALIFORNIA FLEETWOOD 4.1204 1 bid is opened, it shall be read aloud so that all persons 2 interested in the said bidding may hear the contents thereof, 3 although no more of the bid need be read or announced than would 4 ordinarily be announced in an open council meeting for the same 5 purpose. From and after the time of their opening, the City 6 Clerk shall, upon request of any interested party, read or give 7 such further information from the said bid as may be requested. 8 (d) After they have been opened, all bids shall be examine 9 and studied by the City Attorney, City Engineer, the City Clerk 10 and any other officilas necessary for the proper analysis of the 11 bids to see if they comply with the notice inviting bids and are 12 in all other respects in good order. A report shall then be made 13 by the City Engineer and the appropriate department head to the 14 City Council announcing the results of their investigation and 15 particularly designate which bid they have found to be the lowest 16 bid, the next lowest bid, and all of the other bids in the 17 ascending order of the figure or figures quoted. 18 (e) At the meeting of the City Council at which said bids 19 are acted upon the said report shall be read publicly and the 20 same and the bid of the lowest bidder shall be publicly announced. 21 (f) After having complied with the foregoing procedure, the 22 City Council shall proceed in accordance with law either to award 23 the bid and to let the contract therein referred to, or to take 24 such other action as may be authorized by law. 25 (g) In the absence of the City Clerk, City Engineer, or 26 other official herein referred to, a duly authorized deputy may 27 act in his place. 28 SECTION 2; The City Clerk shall certify to the adoption of 29 this Ordinance and its approval by the Mayor of said City and 30 shall cause the same to be published once in the Azusa Herald & 31 Pomotropic, a newspaper of general circulation in the City of 32 Azusa within fifteen (15) days of the date of its passage, and P.
