HomeMy WebLinkAboutOrdinance No. 02-O40 0 ORDINANCE NO. - 02-04 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING ZONING MAP AMENDMENT NO. Z-2001-01 TO CHANGE THE ZONING DESIGNATION OF 633 NORTH ANGELENO AVENUE FROM C-2 (RESTRICTED COMMERCIAL) TO R3-1600 (MULTI -FAMILY RESIDENTIAL) WHEREAS, the Planning Commission for the City of Azusa held a duly noticed public hearing on January 16, 2002 and, after fully considering all oral and written testimony offered at the aforementioned public hearing, adopted Resolution No. 2002-01, recommending to the CityCouncil the adoption of this ordinance, and WHEREAS, the City Council of the City of Azusa held a duly noticed public hearing on February 19, 2002, concerning this zone change and fully and carefully considered all oral and written testimony offered therein prior to acting on this ordinance. NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA HEREBY ORDAINS AS FOLLOWS: SECTION 1. The City Council of the City of Azusa determines and declares the following Findings of Fact: A. The amendment is consistent with the goals, policies and objectives of the Azusa General Plan. The amendment meets the General Plan Land Use Goals by providing a well-balanced variety ofhousing arrangements, opportunities and densities. [Azusa General Plan, Residential Land Use Goal 42, page III -3]. B. The amendment will not adversely affect surrounding properties. The amendment changes the commercial zoning (C2) to residential (R3-1,600) which is consistent with the residentially zoned properties to the east, south and west of the subject property. A residential use at the project site will be a less intensive use than a commercial use in this location and will be more compatible with the adjacent residential uses. SECTION 2. Pursuant to the City of Azusa California Environmental Quality Act (CEQA) implementing procedures and the State of California's CEQA guidelines, aNegative Declaration has been prepared, noticed, and reviewed, finding that the project will not have a significant impact on the environment. The City Council hereby certifies said Negative Declaration. SECTION 3. The City Council hereby approves the amendment to the Azusa Zoning Map to reflect the change in zoning for 633 North Angeleno from C-2 (Restricted Commercial) to R3- 1600 (Multi -family Residential) as designated in Exhibit "A" attached to this ordinance. SECTION 4. The City Clerk shall certify to the passage of this ordinance and shall cause the same to ;be published in compliance with Chapter 88, Article III, Division 5 of the Azusa Ordinance No.: 02-04 Page 2 of 2 Municipal Code.
