HomeMy WebLinkAboutResolution No. 48980 0 RESOLUTION NO. 4898 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, REQUESTING THE PRESIDENT AND THE CONGRESS OF THE UNITED STATES TO STRENGTHEN AND RENDER ASSISTANCE TO THE FALLOUT SHELTER PROGRAM. WHEREAS, a basic objective of the national civil defense program is to provide protection for the public against radioactive fallout that would result from nuclear attack, and WHEREAS, the provision of a sound and effective nation-wide fallout shelter system is vital to the survival of our nation in the event of nuclear attack, and the national civil defense program is based on such a system, and WHEREAS, the present National Fallout Shelter Program provides protection largely in highly developed downtown areas but fails to provide protection for extended residential sections and rural areas, and WHEREAS, the present National Fallout Shelter Program offers no appreciable solution to this disproportionate distribution of available shelter space, and WHEREAS, an expansion of the nation-wide shelter program clearly is necessary to provide protection for people in most residential sections and rural areas, and WHEREAS, schools, generally located within walking distance of homes, offer a natural base for an expansion of the National Fallout Shelter Program into areas now largely devoid of shelter protection, and WHEREAS, additional school facilities are constantly required and are being constructed across the nation for the rapidly expanding school population and can be designed and constructed for dual-purpose utilization, including fallout shelter protection for the occupants and the general public in the event of nuclear attack. NOW, THEREFORE, BE IT RESOLVED by the City Council of Azusa, California, as follows: 1. That the President of the United States, Congress and the Department of Defense re-evaluate and strengthen the National Fallout Shelter Program, and 2. That a Federal incentive financing program for school construction meeting fallout criteria be provided in order that people in residential sections and rural areas will have fallout shelter protection against nuclear attack. 3. That the City Clerk certify to the adoption of this resolution and transmit certified copies thereof to the President, the Secretary of Defense, to Senators Kuchel and Murphy, and to Congressmen Lipscomb and Cameron.
