HomeMy WebLinkAboutResolution No. 4823i RESOLUTION NO. 4823 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA PROVIDING FOR CITY RECOGNITION OF THE LOS ANGELES COUNTY OPERATIONAL AREA ORGANIZATION. The City Council of the City of Azusa does resolve as follows: WHEREAS, Chapter 1, Division 7, California Military and Veterans Code (California Disaster Act) provides that the State of California Civil Defense and Disaster Plan shall be in effect in each political subdivision of the State, and the governing body of each such political subdivision shall take the action as may be necessary to carry out the provisions thereof; and WHEREAS, Part II of the State of California Civil Defense and Disaster Plan designates each of the fifty-eight county areas of California as an extreme emergency Operational Area and provides that local governments in each Operational Area should establish an integrated emergency organization with a coordinator responsible for coordinating the emergency operations of all the several governments in an Operational Area; and WHEREAS, the compelling need for an integrated county -wide emergency organization is derived from the concept that the coordination of emergency operations on a county -wide basis is the most efficient method of applying the available resources of the several local governments in a county area, together with resources made available by the State's mutual aid region in coping with conditions caused by an attack or warning of impending attack; and WHEREAS, an operational area organization is defined by the State of California Civil Defense and Disaster Plan as an intermediate unit of the State of California Civil Defense Organization for a WAR -CAUSED STATE OF EXTREME EMERGENCY, consisting of a county govern- ment and all the city governments in the county area, for the purpose of coordinating emergency operations conducted by the several local governments in the area and to serve as a wartime link in the system of communication and coordination between the State's regional operating center and the operating centers of the local governments comprising the Operational Area; and WHEREAS, the Los Angeles County Board of Supervisors, at the request of the Los Angeles County and Cities Disaster and Civil Defense Commission, has created, by County Ordinance No. 5582, a Los Angeles County Operational Area Organization solely for the coordination of emergency operations on a county -wide basis, applying the available resources of local governments together with those of the State, to protect lives and property during a state of extreme emergency only; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Azusa as follows: 1. This City subscribes to the creation of the Los Angeles County Operational Area Organization, as provided for in County Ordinance No. 5582. -1- 2. The powers and duties of the Los Angeles County Opera- tional Area Organization for coordinating emergency operations on a county -wide basis during a state of extreme emergency as provided in Ordinance No. 5582, are hereby recognized and confirmed. 3. During a state of extreme emergency the civil defense and disaster organization and the emergency services of this city shall cooperate fully with the Los Angeles County Operational Area Director. 4. The City Clerk shall certify to the adoption of this resolution. Adopted and approved this 19th day of April, 1965.
