State of California Civil Defense and Disaster Plan as an intermediate
unit of the State of California Civil Defense Organization for a
WAR -CAUSED STATE OF EXTREME EMERGENCY, consisting of a county govern-
ment and all the city governments in the county area, for the purpose
of coordinating emergency operations conducted by the several local
governments in the area and to serve as a wartime link in the system
of communication and coordination between the State's regional operating
center and the operating centers of the local governments comprising
the Operational Area; and

the request of the Los Angeles County and Cities Disaster and Civil
