HomeMy WebLinkAboutResolution No. 4951RESOLUTION NO. 4951 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING RESOLUTION N0. 4693 BY CHANGING THE CLASSIFICATION SCHEDULES FOR POLICE OFFICER AND UTILITIES COMMERCIAL CLERK, AND ADDING A CLASSIFICATION SCHEDULE FOR SENIOR UTILITIES COMMERCIAL CLERK. The City Council of the City of Azusa does resolve as follows: SECTION 1. The classification schedules attached to Reso- lution No. 4693, adopted July 20, 1964, as amended, are hereby amended by substituting the classification schedules for police officer and utilities commercial clerk which are attached hereto and made a part hereof, in place and stead of the classification schedules for police officer, utilities commercial clerk, respectively, as now attached to said resolution, and by adding to said classification schedules the classification schedule for senior utilities commercial clerk which is attached hereto and made a part hereof. SECTION 2. The City Clerk shall certify to the adoption of this resolution. Adopted and approved this 4th day of January , 1966. I hereby certify that the foregoing resolution waa adopted by the City Council of the City of Azusa at a regula , thereof held on the 4th day of January , 19660 by the following vote of the Council: AYES: Councilmen: Rubio, Cooney, Solem, McLees, Memmesheimer NOES: Councilmen: None ABSENT: Councilmen: None 1-5 Job Summary Under supervision, patrols as assigned beat in the prevention of crime and the enforcement of law and order; carries out special assignments in the Pro- tection of life and property in investigative work; and does related work as required. Representative Duties Operates an automobile in patrolling an assigned area for the prevention of crime and the enforcement of laws and regulations; responds to radio messages or telephone instructions and appears at scenes of disorder or crime; notes and reports traffic hazards; investigates and pre- pares reports on accidents, offenses and damages to pro- perty; gives directions and information; makes arrests; issues citations; gives verbal warnings; prepares re- ports an arrests and property impounded; directs traffic; intervenes in private or public disputes to protect the public and maintain order; appears in court, whether on or off duty, as the arresting officer; transports prison- ers; investigates complaints; interrogates persons whose actions are suspicious, writes case reports an a log of activities; occasionally relieves a superior officer and acts for him; serves on the desk, answering telephone, taking complainta, and operating a radia telephone in dispatching patrol cars; fingerprints prisoners, appli- cnate, and salesmen; takes photographs of prisoners; accepts bail and gives receipts. As assigned to the Motorcycle Patrol, operates a two - wheel motorcycle in patrolling streets and highways within the city and intersections for the enforcement of traffic violations; investigates traffic accidents; controls traffic at the scene of accidents. As assigned to the Detective Division, receives assign- ments to investigate violations of state and local laws; collects and preserves evidence; apprehends and arrests law violators-, reviews general police bulletins; makes reports of cases handled and action taken; interrogates witnesses and prisoners; appears in court and presents evidence. OrAanizatienal RelationahiDs Police Officer is the entering level class in the Police Department. An employee of this class works under the direct supervision of a Police Sergeant. N �`^0 POLICE OFFICER QUALIFICATIONS GUIDE Training and Experience Minimum Requirements: High school graduation OR O.E.D. Certi- ficate reflecting an average score of 45 with no score less than 35, and with a minimum of 12 college units from an accredited college. After appointment, an employee should be willing to attend col- lege level classes in police science and related fields during off -hours in order to qualify and meet the requirements for ad- vancement. Knowledge and Abilities A high degree of general intelligence, verbal facility, memory and adaptability are required of all Police Officers. Ability to understand departmental policies, rules, instructions, laws, regulations and police literature, together with an aptitude for law enforcement work; ability to analyze situations and to adopt a quick, effective and reasonable course of action; ability to write clear and accurate reports; ability to use good English and a good vocabulary; ability to understand and follow oral directions; ability to learn the use and care of automobiles, motorcycles and small firearms; keen observation and ability to remember names, faces and details of incidents; ability to most weight, height and other physical standards established by the City Council and to perform duties requiring physical endurance and agility. License Possession of a valid motor vehicle operator's license from the State of California. Minimum Physical Requirements Applicants must be at least 5 feet 8 inches in height, 150 lbs. in weight, have no removable dentures and at least 20 natural teeth; uncorrected vision with no color blindness, must possess normal visual functions and visual acuity and, without correction not less than 20-20 vision in the better eye and not less than 20-25 vision in the lesser eye. Applicant must pass a physical examination prior to probationary appointment. 1-5 Y v ' • ' • F-4 UTILITIES COMMERCIaL CLERIC Job Summers Under supervision, performs a wide variety of clerical tasks in preparing water and electric bills and processing customer accounts; operates a variety of office machines; and does re- lated work as required. Representative Duties Operates a variety of office machines including graphotype, addressograph, NCR billing machine and adding machine, in the preparation of utility bills; receives payments at cashier's window or by mail; interviews new customers and obtains appli- cation information; takes applications, receives deposits and makes appropriate entries in light and water ledgers; may process closing bills, prepare bank deposits; answer telephone taking orders, receiving complaints, or giving information; prepares service cards for consumer's servicemen; processes meter books in billing procedure, checking for possible stopped meters or high reads; applies charges either from a pre -determined schedule or by individually computing special accounts; may com- pute manually calculated bills for demand; power factor, voltage discount, and street lighting accounts and multiple water rates when needed; hand poste daily receipts to individual customer accounts; accumulates posting tabulation by meter book number, balances daily posting to cash receipts; processes delinquent accounts either by carrying forward the amount to the next bill or preparing them for collection by a private agency; operates a radio telephone to contact personnel and furnish them informa- tion; takes receipts to bank for deposit. Organizational Relationships Utilities Commercial Clerk is an experienced level class found in the Utilities Commercial office. An employee in this class reports to the Utilities Business Manager. F-4 UTILITIi.S CO& ERCIAL CILM QUALIFICATIONS GUIDE Training and Experience Minimum Requirements: High school graduation, in- cluding or supplemented by courses in typing and the operation of office machines and one year of clerical experience involving use of a wide variety of office machines. Knowledge and Abilities Knowledge of office methods and equipment; ability to operate a billing or bookkeeping machine with speed, neatness, and accuracy; ability to type 25 words per minute; ability to compare names and numbers and to make arithmetical calculations with speed and accuracy; ability to follow oral and written directions; ability to use an adding/calculating machine; ability to meet and conduct business with the public; ability to main- tain cooperative working relations with fellow employees. Skill in operating billing, bookkeeping, adding/calcu- lator, addressograph and graphotype machines. Skill in typing from clear copy at a rate of not less than 25 words per minute. SENIOR UTILITIES COMMERCIAL CLERK Job Summary: Under general supervision, to perform the more difficult clerical tasks in preparing electric and water billings and processing accounts; to operate a variety of office machines; and to do related work as required. Representative Duties: Prepares specialized commercial billings, industrial electrical billings and water billings; handles special problem calls in connection with commercial and industrial customer billings; computes manually, following established schedules and proced- ures, electrical bills involving special demand, power factor, voltage discount; computes street lighting accounts; acts as lead clerk in the front reception office in handling customer service and new business requests; processes closing bills. Qualifications: Any combination of training and experience equivalent to graduation from high school and three years of responsible clerical experience in a public utility commercial office. Good knowledge of office methods and equipment used in utility commercial office; good knowledge of NCR billing machine and other office equipment; good knowledge of basic functions of arithmetic; ability to operate calculators, adding machines and billing machines quickly and accurately; ability to meet the public and handle complaints effectively; ability to main- tain cooperative working relationships.
