RESOLUTION NO. 5089
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA AMENDING RESOLUTID N NO. 4693 BY CHANGING
THE CLASSIFICATION SCHEDULES FOR CERTAIN POSITIONS
IN THE PUBLIC WORKS DEPARTMENT.
The City Council of the City of Azusa does resolve as
follows:
SECTION 1. The classification schedules attached to Reso-
lution No. 4693, adopted July 20, 1964, as amended, are hereby amended
by substituting the classification schedules for Public Works Foreman,
Maintenance Leadman, Senior Maintenance Man, Maintenance Man, General
Building Maintenance Man, Park Foreman, Head Custodian, and Street
Crew Foreman, which are attached hereto and made a part hereof, in place
and stead of the classification schedules for Street and Maintenance
Foreman, Street and Parkway Leadman, Street Maintenance Man, Groundsman,
General Building Maintenance Man, Park Foreman, Head Custodian, and
Street Crew Foreman, respectively, as now attached to said resolution.
SECTION 2. The City Clerk shall certify to the adoption of
this resolution.
Adopted and approved this 15th day of August , 1966.
I hereby certify that the foregoing resolution was duly
adopted by the City Council of the City of Azusa at a regular meeting
thereof held on the 15th day of August 1966, by the

PUBLIC WORKS FOREMAN
Job Summary
Under general direction, organizes, lays out, assigns and
supervises crews engaged in street construction, street
maintenance, park maintenance, and in the general mainten-
ance and cleaning of City buildings; and does related work
as required.
Representative Duties
Lays out a schedule of work, organizes crews and assigns
work; supervises and inspects all types of street, park and
building maintenance, such as asphalt patching, sewer and cul-
vert cleaning and repairing, the installation and renewal of
sidewalks, curbs,'gutters and other public works installations,
smaller street painting jobs, planting of turf, shrubs and trees,
tree trimming and removal, park maintenance work, and, street
sweeping; reviews plans and specifications of a wide variety of
work to be done; inspects work in progress and upon completion;
inspects tools and equipment for proper use and care; directs
the maintenance, repair and additions to the public buildings
of the City; supervises general cleanup; instructs and assists
in work involving.the more difficult and skilled tasks; maintains
records of projects, time and materials; enforces safety regula-
tions and investigates accidents and equipment failures; requisi-
tions materials and supplies; trains and instructs crew leaders;
develops new work methods; advises with the Public Works Super-
intendent and/or Director of Public Works and as assigned, acts
for him in his absence.
Organizational Relationships
Public Works Foreman is a one -position class. Seven to ten crews
of two to six men each are organized to do the work of the Public
Works Department and the Public Works Foreman directly supervises
the crews and men. An employee in this class reports to the Public
Works Superintendent and/or Director of Public Wbrks and directly
supervises the operation of the Foremen, Leadmen, Street Sweeper,
General Building Maintenance Men and yard personnel and, through
them, a number of Maintenance Men and Custodians and such other
t regular or part-time personnel as may be, from time to time,
assigned to him.

PUBLIC WORKS FOREMAN
QUALIFICATIONS GUIDE
Training and Experience
0
Minimum Requirements: Graduation from high school or equiva-
lent and five years experience in varied and skilled public
works maintenance activities, including at least three years
at the skilled supervisory level.
Knowledge and Abilities
Knowledge of the methods, equipment, materials and working
practices involved in public works maintenance and construc-
tion activities, including those concerned with streets, storm
drains, sewers and parks, construction of sidewalks, curbs and
culverts; knowledge of public building maintenance and construc-
tion; ability to plan and lay out a work program; ability to esti-
mate personnel, equipment and materials required for a work pro-
gram; ability to read engineering drawings relating to all types
of public works construction, repair and maintenance; ability to
supervise the.operation of heavy and light equipment; ability to
supervise the work of skilled, semi -skilled, and unskilled workers;
ability to establish and maintain effective working relationships
with other city departments and with the public; ability to inspect
public works projects; ability to follow difficult written and oral
directions; ability and willingness to assume responsibility for
efficient crew operations and work programs.
License
Possession of a valid motor vehicle operator's license from the
State of California.
MAINTENANCE LEADMAN
Job Summary
•
Under general supervision, leads and assists a small crew
in the construction and maintenance of street paving sur-
faces, trimming and pruning trees, planting, cultivating
and maintaining lawns, plants, shrubs and landscaped grounds
and gardens in parks or landscaped areas; and does related
work as required.
Representative Duties
Takes the lead in the work of a small crew engaged in patch-
ing streets with asphalt and concrete materials and in main-
taining sewers and storm drains; supervises or leads a small
crew in renewing curbs, gutters, driveways, aprons, sidewalks
drains and culverts; does cement finishing; assists in setting
forms to grade and in mixing and pouring concrete; may operate
heavy trucks, rollers and graders.
Waters lawns, trees and shrubs; leads and assists a small crew
in pruning, trimming, planting and removing trees and shrubs;
controls weeds; leads and assists a small crew engaged in pick-
ing up rubbish and paper and general grounds cleaning; cleans
and maintains dirt and surfaced paths; makes minor repairs to
sprinkler systems; operates roto -Tiller; cleans restrooms;
paints benches and fences.
Organizational Relationships
Maintenance Leadman is a skilled class found in the Public
Works Department. An employee in this class reports to the
Park Foreman or Street Foreman and leads a small crew of
Maintenance Men.
MAINTENANCE LEADMAN
QUALIFICATIONS GUIDE
Training and Experience
Minimum Requirements: Graduation from High School or
equivalent and two years of experience in skilled street
construction and maintenance work, or gardening, nursery
and grounds maintenance work.
Knowledge and Abilities
Knowledge of street and alley construction and patching
work; knowledge of sewer maintenance methods and tools;
knowledge of the methods, tools, materials and practices
used in gardening work; knowledge of common plants used
in park and parkway areas; knowledge of cultivating,
fertilizing, watering and spraying of trees, shrubs,
flowers and turf; ability to lead the work of a small
crew; ability to follow simple blueprints and sketches;
ability to operate street construction and maintenance
equipment; ability to follow written and oral directions;
ability to recognize common species of plant pests and to
use insecticides and other methods for their control;
ability to maintain simple records.
Skills
Skill in operating tree trimming equipment; skill in
operating rollers, trucks and other heavy equipment.
License
Possession of a valid motor vehicle operator's license
from the State of California.
SENIOR MAINTENANCE MAN
Job Summary
Under supervision, performs a variety of semi -skilled
maintenance and construction tasks; operates light trucks
and other light equipment and does related work as required.
Representative Duties
Drives a light truck or other light equipment; patches street
holes with pre -mix; operates a small skip loader; assists in
rough cement, pipe fitting, carpentry or painting work; oper-
ates a jack hammer; assists in the planting, trimming and re-
moval of trees; assists in cleaning and repair work on storm .
drains, streets and alleys, and in building and repainting
retaining walls; paints traffic lines; warnings and curbs;
paints and installs street name posts and other signs; cleans
and burns on empty lots; prunes trees and shrubs; performs
minor maintenance work on motorized equipment; waters plants. ..
and pulls weeds.
Organizational Relationships
Senior Maintenance Man is a promotional level class in the
Parks and Street Maintenance Divisions of the Public Works
Department. An employee in this class works under the super-
vision of a Crew Foreman or Leadman.

SENIOR MAINTENANCE MAN
QUALIFICATIONS GUIDE
Training and Experience
Minimum Requirements: Completion of the tenth grade and one
year of experience in construction, maintenance or grounds
maintenance work, including some semi -skilled assignments.
Providing however, that the requirement of a tenth grade edu-
cation shall not apply to any employee, otherwise qualified,
who was employed prior to July 1, 1966.
Knowledge and Abilities
Knowledge of the common tools and materials used in public
works and grounds maintenance; knowledge of the basic opera-
tion of gasoline motors; ability to operate light motorized
equipment; mechanical ability and comprehension; ability to
understand and follow oral and written directions and rough
working diagrams; ability to work effectively in a small group
or alone and without continuous supervision; ability to get
along well with the public; physical strength and ability.
License
Possession of a valid motor vehicle operator's license from
the State of California.

MAINTENANCE MAN
Job Summary
Under supervision, performs routine maintenance work on
streets and assigned ground areas; performs basic garden-
ing in the maintenance of lawns and shrubs; and does re-
lated work as required.
Representative Duties
Waters lawns, trees and shrubs; does simple pruning of
trees and shrubs; controls weeds; rakes stones, leaves
and lawns; sweeps sidewalks; pick up rubbish and paper
and does general grounds cleaning; spades and otherwise
prepares ground around plants and shrubs, including the
mixing of fertilizers; cleans and maintains dirt and
surfaced paths; operates lawn mowers and edgers; oper-
ates roto -tiller; makes minor repairs to sprinkler heads;
assists in planting trees, flowers and shrubs; cleans
restrooms; paints benches and fences; cleans and repairs
street, storm drains, alleys and public buildings; paints
traffic lines; paints and installs street name posts and
other signs; performs minor repairs to motorized equipment.
Organizational Relationships
Maintenance Man is the entering level class in the Parks
and Street Maintenance Divisions of the Public Works De-
partment. An employee of this class is supervised by a
Senior Maintenance Man or a Maintenance Leadman.
MAINTENANCE NAN
QUALIFICATIONS GUIDE
Training and Eamerience
Minimum Requirements: Completion of the tenth grade and one
year of experience in groundskeeping, grounds maintenance or
construction and maintenance work. Providing however, that
the requirement of a tenth grade education shall not apply to
any employee, otherwise qualified, who was employed prior to
July 1, 1966.
Knowledge and Abilities
Knowledge of groundskeeping; knowledge of watering, spading
and lawn cutting procedures; knowledge of simple pruning;
knowledge of common varieties of flowers and weeds; knowledge
of and ability to use simple hand tools, power mowers, power
edgers and similar equipment; ability to do manual work;
ability to follow oral and written instructions; ability to
get along well with fellow employees and the public.
License
Possession of a valid motor vehicle operator's license issued
by the State of California.

QENERAL BUILDING MAINTENANCE MAN
Job Summary
Under direction, performs a variety of maintenance tasks req-
uiring skill, initiative and independent judgement in the build-
ing trades; and does related work as required.
Representative Duties
Installs or moves light fixtures; checks and makes minor repairs
to air conditioning equipment; installs or repairs electric motors;
repairs fixtures, desks, cabinets, and other miscellaneous mech-
anical apparatus; hangs doors, builds cabinets and other carpentry
work; makes sketches or works from blueprints; does plumbing main-
tenance and installation; keeps records and makes reports; may be
subject to emergency calls.
Paints and refinishes buildings, equipment, and other public areas;
repairs roofs; patches and replaaters walls and ceilings; installs
acoustical and ceramic tile; lays tile floors and floor coverings;
makes sketches or works from blueprints; keeps records and makes
reports; may be subject to emergency calls.
Organizational Relationships
General Building Maintenance Man is the skilled level of mainten-
ance man in the Public Works Department. An employee of this
class is of journeyman level, and has a Maintenance Man assigned
to him as a helper when needed. Though skilled, he is expected
to be willing to perform all phases of maintenance work within
the Public Works Department and reports to the Public Works
Foreman.

GENERAL BUILDING MAINTENANCE MAN
QUALIFICATIONS GUIDE
Training and Experience
Minimum Requirements: Graduation from high school and
two years of combined building maintenance experience.
Knowledge and Experience
Knowledge of tools and equipment used in the performance
of the usual building trades; knowledge of the more com-
mon types of construction and maintenance procedures;
ability to read blueprints; ability to make sketches and
understand line drawings; ability to understand and carry
out verbal or written instructions; ability to maintain
effective working relationships with others.
Skills
Skill in the operation of small power tools; skill in
mixing and applying paints, skill in the installation
and maintenance of electrical and plumbing fixtures.
License
Possession of a valid motor vehicle operator's license
from the State of California.
MN
Job Summary
Under general supervision, supervises and assists employees
engaged in maintenance and development of municipal parks, land-
scaped areas and recreational facilities; and does related work
as required.
Representative Duties
Assigns, supervises and assists subordinates engaged in the plant-
ing and maintenance of buildings and recreation facilities in parks
and other areas; inspects and reviews the work of subordinates;
supervises the layout and installation of lawn areas; supervises
the planting and spraying of trees, shrubs, and grass; supervises
the installation and maintenance of pipelines and sprinkler sys-.:.
tems; selects trees, shrubs, flowers and grasses to be planted;
estimates needs for tools, equipment and materials; supervises the
care and maintenance of tools and equipment; keeps records and
prepares reports.
Organizational Relationships
Park Foreman is a one -position, supervisory class within the
Public Works Department. An employee of this class reports to
the Public Works Foreman. The Park Foreman is responsible for
two crews, each headed by a Maintenance Leadman, assisted by
two or more Maintenance Men.

PARK FOREMAN
QUALIFICATIONS GUIDE
Training and Experience
Minimum Requirements; Graduation from High School supplemented
by training in ornamental horticulture and four years of in-
creasingly responsible experience in the care and maintenance
of landscaped areas and buildings.
Knowledge and Abilities
Knowledge of the propagating, planting, cultivating, pruning
and care of flowers, shrubs, lawns and trees; knowledge of the
methods of preparing soils for planting; knowledge of the kinds
of fertilizers and their proper usage; knowledge of plant diseases
and pests common to the area and the means of their control and
eradication; knowledge of the maintenance and repair of light
power equipment; ability to lay out landscaped areas; ability to
estimate time and materials needed to complete a job; ability to
keep records and prepare reports; ability to supervise a group of
employees engaged in varied activities; ability to maintain good
public relations.
License
Possession of a valid Motor Vehicle Operator's License from the
State of California

Job Summary
Under general supervision assigns and supervises the work of
Custodians engaged in cleaning public buildings; personally
performs custodial work; and does related work as required.
ReDresebtative-Duties
Assigns and schedules the work of Custodians; directs and
assists in the cleaning of public buildings and the prepara-
tion of rooms for meetings; makes routine inspections to re-
view work in.progress and upon completion; inspects buildings
and 'equipment to determine the.need for cleaning; reports the
need for building repairs; orders a'stock of supplies; directs
and assists in moving office furniture and equipment; maintains
records and makes reports; may drive a pick-up truck.
Organizational Relationships
Head Custodian is a one -position class and reports to the Public
Works Foreman or the General Building Maintenance Man. An
employee in,this class supervises two or more Custodians and is
responsible for the order and cleanliness of'assigned public
buildings.

of different tasks.

work sketches provided by engineers; maintains simple records
of materials and man-hours used and does related work as re-
quired.
Organizational Relationships
Street Crew Foreman is a one -position classification found in
the Streets and Maintenance Division of the Public Works De-
partment. An employee in this class reports to the PANMMtSM
Public Works Foreman and supervises two or three Equipment
Operators and three or four Maintenance Men.

Training and Experience
Minimum Requirements: High school graduation or equiva-
lent and four years of experience in skilled street con-
struction and maintenance work.

for curbs, gutters, sidewalks and culverts; knowledge of

and maintenance equipment; ability to follow written and
oral directions; ability to maintain simple records.
