HomeMy WebLinkAboutResolution No. 52290 RESOLUTION NO. 5229 0 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING RESOLUTION NO. 4693 BY CHANGING THE CLASSIFICATION SCHEDULE FOR ACCOUNTING DIRECTOR AND AMENDING THE SALARY FOR SAID POSITION. The City Council of the City of Azusa does resolve as follows: SECTION 1. The classification schedules attached to Reso- lution No. 4693, adopted July 20, 1964, as amended, are hereby amended by substituting the classification schedule for Accounting Director which is attached hereto and made a part hereof, in place and stead of the classification schedule for Accounting Director as now attached to said resolution. SECTION 2. The following portion of Exhibit A attached to said Resolution No. 4693, as amended, relating to the Accounting Depart- ment is hereby amended, effective August 1 , 1967, as follows: That portion reading: "1 Accounting Director **(29) 24-a" is amended to read "1 Accounting Director 31" SECTION 3. The City Clerk shall certify to the adoption of this resolution. Adopted and approved this 5th day of June , 1967. i1 Mayor `,- I hereby certify that the foregoing resolution was duly adopted by the City Council of the City of Azusa at a regular meeting thereof held on the 5th day of June , 1967, by the following vote of the Council: AYES: Councilmen: Rubio, Cooney, Solem, Mc Lees, Memmesheimer NOES: Councilmen: None ABSENT:Councilmen: None Cl • A-1 Job Summary ACCOUNTING DIRECTOR Under administrative direction, organizes and supervises the accounting and auditing activities of the City; assists and coordinates the,preparation of the City Budget; assists on special administrative problems; prepares monthly and annual statements of the financial conditon of the City; and does related work as required. Representative Duties Supervises the general accounting system of the City; supervises and is responsible for the disbursement of all monies; audits all expenditures as to budget or Council authorization; audits and approves for payment of all bills, invoices, payrolls, and demands; prepares and submits to the City Council periodically a register of audited demands in conformance with state law; sets up and maintains cost accounting records for the utilities department and/or other departments; supervises the keeping of current inventories of all city property; compiles the budget expense and income estimates for the City Administrator; consults with the City Administrator on problems of financing city operations; recommends revisions in pro- posed expenditures; makes special expenditure and cost analyses and prepares reports; analyzes revenue returns and reports significant variations to the City Administrator; administers the operation of the central electronic data processing facility or such data proc- essing facility which may be utilized; supervises and trains sub- ordinate employees. Distinguishing Characteristics This is a one -position class established to perform and supervise designated functions of a centralized city accounting system; to coordinate and maintain harmonious working relationships with all department heads. Rev. 5/67 �"4e. _/� 0 F-1 L A-1 .J QUALIFICATIONS GUIDE Training and Experience Graduation from an accredited college majoring in accounting and including the preparation and analysis of financial statements and reports, cost accounting, public financing or administration. Four years of professional experience in accounting or finance administration preferably including municipal finance; and with at least two years at a broad administrative level encompassing subordinate personnel supervision. Knowledge and Abilities Thorough knowledge of the modern principles and practices of accounting systems and financial record keeping as applied to municipal government; thorough knowledge of and the ability to prepare financial and budgetary statements and reports; famil- iarity with governmental budgeting principles and procedures; familiarity with public financing; knowledge of the uses and adaptations of machine accounting and data processing equipment to municipal finance and administrative functions. Ability to make accurate revenue estimates; ability to interpret a wide variety of laws and ordinances with application to varying situations which may arise; ability to devise improvements in fin- ancial record keeping procedures. Ability to plan, coordinate and control the work of accounting and clerical personnel, to supervise their training; ability to estab- lish and maintain effective working relationships with other offi- cials, subordinates and the public.
