A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA, CALIFORNIA, EXPRESSING OPPOSITION TO SENATE
BILL 723 PROPOSING THAT THE OFFICE OF CITY TREASURER
SHALL BE APPOINTIVE.
WHEREAS, Senator Randolph Collier has introduced Senate
Bill 723 which proposes that, notwithstanding any other provision
of law, the city council may by ordinance provide that the office
of City Treasurer shall be appointive, and further that said appointee
is not required to be a resident or elector of the city; and
WHEREAS, the proposed bill, if enacted into law, would
destroy the present "checks and balances" system of local govern-
ment, under which the City Treasurer is an independent city official,
elected by the voters and responsible to them for any and all actions,
taken; and
WHEREAS, public funds should not be entrusted to a non-
resident who would not have the same civic and personal interest
in their proper administration; and
WHEREAS, this City Council is of the opinion that the
office of the independent City Treasurer should be continued, and
that the duties of the Treasurer as collector and custodian of public
funds should be kept separate and apart from the municipal accounting
function; and
WHEREAS, it is the feeling of this Council that this
legislation constitutes another threat to the concept of "home rule"
government in the State of California, and that other cities should
join in urging the defeat of this measure;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA,
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That this City Council does hereby express its
opposition to Senate Bill 723 which would, if enacted into law, provide
that the office of City Treasurer shall be appointive upon the adoption
of an ordinance by the city council so stating, and urges other cities
in the State of California to adopt similar resolutions expressing
opposition to this proposed legislation.
SECTION 2. That the City Clerk is hereby directed to
forward a copy of this Resolution to the Honorable H. L. Richardson,
State Senator of the 19th District and the Honorable Alfred H. Song,
State Senator of the 28th District, and to the Honorable Clark L.
Bradley, Chairman of the Senate Committee on Local Government.
