A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA EXPRESSING SUPPORT FOR A CERTAIN ROUTE FOR
THE SAN GABRIEL VALLEY CORRIDOR RAPID TRANSIT
LINE.
WHEREAS, the Southern California Rapid Transit District was
created by the Legislature in 1964 to plan and establish a comprehensive
mass rapid transit system in the Southern California area; and
WHEREAS, the State Legislature granted in 1966, 3.9 million
dollars to RTD for the preliminary planning and engineering of such a
rapid transit system pursuant to Section 30636 of the Public Utilities
Code; and
WHEREAS, RTD, on October 30, 1967 distributed a copy of its
Preliminary Report setting forth the proposed first -phase plan of its
comprehensive mass rapid transit system including information relating
to the design of structures, terminals and facilities, rolling stock and
routes of said system; and
WHEREAS, said San Gabriel Valley Corridor route has been
explained in meetings and conferences with the representatives of the RTD,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Azusa, that we support and affirm the route for the San Gabriel
Valley Corridor Rapid Transit Line being located in the railroad right of
way of the Baldwin Park line of the Southern Pacific Company from Mission
Road in the City of Los Angeles easterly, including the median strip of
the San Bernardino Freeway, to the City of E1 Monte as being in the
public interest and necessity based upon:
- the benefits of a high-speed, smog -free transit system
- the Master Plans for the cities
- community and economic development
- the relief of traffic congestion on the San Bernardino
Freeway
- traffic planning on arterial roads
- the maintenance of property values
- the prevention of home and business dislocations due
to condemnation of property
- the loss of real property taxes by local governments
- lower construction costs
and that such route will best permit the development in the future of the
other rapid transit lines and services in other parts of the Corridor as
set forth in the RTD Master Plan.
RESOLVED FURTHER, that we oppose Application No. 49251 filed
by the Southern Pacific Company, which is contrary to Application No. 49751,
and would permit Southern Pacific Company to build a railroad crossing in
the City of E1 Monte and to use the Baldwin Park right of way from Mission
Road in the City of Los Angeles, including the median strip of the San
Bernardino Freeway, easterly to the City of El Monte as a double track
main line railroad for freight purposes.
RESOLVED FURTHER, that a copy of this resolution be forwarded
to the Public Utilities Commission of the State of California, and that
officers, both elective and appointive, appear before the Public Utilities
Commission of the State of California in support of Application No. 49751
filed by the RTD before the Public Utilities Commission seeking the
approval of the Public Utilities Commission for the right to use the
Baldwin Park line of the Southern Pacific Company as above described for
the San Gabriel Valley Corridor Rapid Transit line as proposed in the RTD
Preliminary Report and in opposition to Southern Pacific Company Application
No. 49251.

I hereby certify that the foregoing resolution was duly
adopted by the City Council of the City of Azusa at a regular meeting
thereof held on the 15th day of January, 1968, by the following vote of
the Council:
