HomeMy WebLinkAboutResolution No. 5337RESOLUTION NO. 5337 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING RESOLUTION NO. 4693 BY CHANGING THE CLASSIFICATION SCHEDULES FOR PUBLIC WORKS GENERAL FOREMAN TO PUBLIC WORKS SUPERINTENDENT, FOR ASSISTANT CITY ENGINEER, FOR PARK SUPERIN- TENDENT, AND AMENDING EXHIBIT A ATTACHED THERETO. The City Council of the City of Azusa does resolve as follows: SECTIOx 1. The classification schedules attached to Resolution No. 4693, adopted July 20, 1964, as amended, are hereby amended by substituting the classification schedule for Public Works Superintendent, which is attached hereto and made a part hereof, in place and stead of the classification schedule for Public Works General Foreman, as now attached to said Resolution. SECTION 2. The classification schedules attached to Reso- lution No. 4693, adopted July 20, 1964, as amended, are hereby amended by substituting the classification schedules for Assistant City Engin- eer and Park Superintendent, which are attached hereto and made a part hereof, in place and stead of the respective classification schedules for Assistant City Engineer and Park Superintendent, as now attached to said resolution. SECTION 3. That portion of Exhibit A attached to said Resolution No. 4693, relating to the Public Works Department, Park Division reading: "1 Public Works General Foreman 38" is amended to read: "1 Public Works Superintendent 38" SECTION 4. The City Clerk shall certify to the adoption of this resolution. Adopted and approved this 15th day of January, 1968. mayor I hereby certify that the foregoing resolution was duly adopted by the City Council of the City of Azusa at a regular meeting thereof held on thel5th day of January, 1968, by the following vote of the Council: AYES: Councilmen: Rubio, Calvert, Solem, McLees, Cooney NOES: Councilmen: None ABSENT: Councilmen: None city clerk \ r� J-2 PUBLIC WORKS SUPERINTENDENT Job Summary Under general direction, organizes, lays out, assigns and supervises crews engaged in street construction, street maintenance, park plunge and park equipment maintenance, and in the general maintenance and cleaning of City buildings; and does related work as required. Representative Duties Lays out a schedule of work, organizes crews and assigns work; super- vises and inspects all types of street, park equipment and plunge, and building maintenance, such as asphalt patching, sewer culvert cleaning and repairing, the installation and renewal of sidewalks, curbs, gutters and other public works installations, smaller street painting jobs, and street sweeping; reviews plans and specifications of a wide variety of work to be done; inspects work in progress by City forces, and upon completion; inspects tools and equipment for proper use and care; directs the maintenance, repair and additions to the public buildings of the City; supervises general cleanup; instructs and assists in work involving the more difficult and skilled tasks; main- tains records of projects, time and materials; enforces safety regu- lations and investigates accidents and equipment failures; requisitions materials and supplies; trains and instructs crew leaders; develops new work methods; advises with the Director of Public Works and acts for him in his absence with regard to Public Works functions. J Organizational Relationships Public Works Superintendent is a one -position class. Seven to ten crews of two to six men each are organized to do the work of the Public Works Department and Public Works Superintendent directly supervises the crews and men. An employee in this class reports to the Director of Public Works and directly supervises the operation of Foremen, Leadmen, Street Sweepers, General Building Maintenance Men and yard personnel, and through them, a number of Maintenance Men and Custodians and such other regular or part-time personnel as may be, from time to time, assigned to him. J-2 PUBLIC WORKS SUPERINTENDENT QUALIFICATIONS GUIDE Training and Experience Minimum Requirements: Graduation from high school or equivalent and five years experience in varied and skilled public works main- tenance activities, including at least three years at the skilled supervisory level. Knowledge and'Abilities Knowledge of the methods, equipment, materials and,working prac- tices involved in.public works maintenance and construction acti- vities, including those concerned with streets, storm.drains, sewers and construction of sidewalks, curbs and culverts; knowledge of public building maintenance and construction; ability to plan and lay out a work program; ability to estimate personnel, equipment and•materials required for a work program; ability to read engineer- ing drawings relating to all types of public works construction, repair and maintenance; ability to supervise the operation of heavy and light equipment;•ability to supervise the work of skilled, semi- skilled, and unskilled workers; ability.to.establish and maintain effective working relationships with other city dfpartments and with the public; ability to inspect public works pro;i'cte; agility to follow difficult written and oral directions; ability and willingness to assume responsibility for efficient crew operations and work programs. Rev. 1/68 C� Job Summary ASSISTANT CITY ENGINEER • U6.2 Under administrative direction, assists in supervising the planning, designing, and inspecting of the Engineering Depart- ment; and does related work as required. Reureeentative Duties Supervises the preparation of plans and specifications for 'public"works projects such as streets, sewers, storm drains, water system projects and structures; assigns design jobs, reviews work in progress, approves completed designs and specifications and submits them to the Director of Public Works for signature; supervises field surveying, engineering and inspection work; coordinates major construction project York with the requirements of public utility companies, other public ageabies and private property owners; participates in difficult right=of-way acquisition proceedings; receives and settles difficult and unusual public complaints and requests relating to street openings, driveways and sewers; prepares engineering studies and reports on future project plans, changes in engineering departmental methods and procedures and similar matter's; attends and participates in conferences aad`meetings;"assumes the duties of the Director of Public Works in his absence, with regard to Engineering department functions. Organizational Relationships Assistant City Engineer is a one -position class in the Engineering Department ranking above the level of Civil Engineering Associate and below the level of City Engineer. An employee in this class reports directly to the Director of Public Works and supervises all lower level engineering personnel. Rev. 1/68 0 ASSISTANT CITY ENGINEER QUALIFICATIONS GUIDE Training and Experience L D-2 Minimum Requirements: Graduation from a college or univer- sity with major work in civil engineering and throe yeare'-ot' responsible civil engineering experience, part of which is in hydraulics, including one year in a supervisory capacity. Knowledge and Abilities A thorough knowledge of municipal engineering planning, design, and administration; a working knowledge of civil and structural engineering; a knowledge of hydraulic engineering as it is re- lated to water systems and drainage systema; the ability to plan and coordinate the work of engineering and technical personnel; the ability to prepare and review and approve comprehensive reports, plans and estimates; the ability to maintain effective workiag relationships with administrative personael,.public officials and the public; the ability to prepare contract docu- ments and to supervise and coordinate the administration of such contracts. - License Registration as a civil engineer in the State of California. PARK SUPERINTENDENT QUALIFICATIONS GUIDE • J -1I Training and Experience Minimum Requirements: Graduation from High School with equivalent of two years college level courses in landscape architecture, horti- culture, or related fields, and four years increasingly responsible experience in the care and maintenance of landscaped.areas and buildings, including two at a supervisory level or responsibility. Knowledge and Abilities Knowledge of the propagating, planting,.cultivatinpruning and care of flowers, shrubs, lawns and trees;.knowlede of the methods of preparing soils for planting; knowledge of the kinds of ferti- lizers and their proper usage; knowledGe of plant diseases and pests common to the area and the mesas of their control and eradication; knowledge of the maintenance and repair of light power equipment; knowledge of the operation of sprinkler systems; ability to design and lay out landscaped areas; ability to schedule time and materials needed to complete a project; ability to keep records and prepare reports; ability to supervise a group of employees unpaged in varied activities; ability to maintain good public relations. License Possession of a valid Motor Vehicle Operator's License from the State of California. 0 5 Q go 5 1 HIM Job Summary • A,2 ..x33'1 J+ll Under general direction, plans, assigns and supervises the work of several crews engaged in the planting, care and maintenance of park and -parkway trees, parks, parkways, landscaped areas and recreational facilities; prepares landscape designs and lists of materials for various landscaped areas; does related work as required. Representative Duties Plans and makes work assignments for subordinates engaged'in the main- tenance and landscaping of park grounds and municipal landscaped areas and the maintenance of buildings and recreational facilities in parks; inspects and reviews the work of subordinates; prepares basic land- scape plans for new park areas, athletic fields and recreation areas for review and approval of superiors; checks playground equipment for safety requirements; plans and supervises park and parkway tree plant- ing, trimming, spraying and removal; maintains records for all park and parkway trees; plans and supervises the planting and spraying of shrubs, flower beds and grass; designs and supervises the installation and maintenance of automatic sprinkler systems; inspects to insure that parks and other landscaped areas are kept clean; selects trees, flowers, shrubs and grasses to be planted; estimates needs for and requisitions tools, equipment and materials; purchases supplies and materials; obtains bids for special items and work; supervises the care and main- tenance of tools and equipment; keeps records; prepares reports; pre- pares budget for the Park Division, Organizational Relationships Park Superintendent is a one -position, supervisory class within the Public Works Department. An employee of this class reports to the Director of Public Works. The Park Superintendent is responsible for three crews, each headed by a Maintenance Leadman, assisted by two or more Maintenance Men or Senior Maintenance Men. Rev. 1/68
