RESOLUTION NO. 5476
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA AMENDING RESOLUTION N0. 4693 BY CHANGING
THE CLASSIFICATION SCHEDULES FOR CERTAIN POSI-
TIONS IN THE LIGHT, POWER AND WATER DEPARTMENT,
AND AMENDING EXHIBIT "A" ATTACHED THERETO.
The City Council of the City of Azusa does resolve as
follows:
SECTION 1. The classification schedules attached to
Resolution No. 4693, adopted AYm 2s 1964, as amended, are hereby
amended by substituting the,1c asalf`?cation schedules for Pump
Operator Repairman, Water Maintenance Leadman, Welder, Welder's
Helper, Equipment Operator, Consumers Serviceman, Meter Reader -
Maintenance Man, and Maintenance Man, in place and stead of the
classification schedule for said positions as now attached to
said Resolution.
SECTION 2. The City Clerk shall certify to the adoption
of this resolution.
1968. Adopted and approved this 7th day of October ,
I hereby certify that the foregoing resolution was duly
adopted by the City Council of the City of Azusa at a regular
meeting thereof held on the 7th day of October , 1968,
by the following vote of theZouncil:

PUHP OP RATOR - REPAIRMAN
Job Summary
Under direction, repairs, adjusts, services and
tests water pumps and water meters; and does re-
lated work as required.
• Representative Duties
Disassembles meters, water.pumps, boosters, and
other mechanical devices used in.me£ering, pump-
ing and controlling the flow of water; cleans and
examines the mechanism and chambers for "breaks and
wearing; repairs or replaces damaged or worn parts;
reassembles meters; paints casings;.tests new and
rebuilt pumps and meters; makes field tests'.o-Pumps,
and meters in place; exchanges pumps and meters in
the field; makes repairs to special recording "regis-
ters in the field; repacks pumps; may make repairs
to pumping station buildings; checks on pumping sta-
tions at night and during off -days and holidays.
Organizational Relationships
• Pump Operator -Repairman is a skilled level class in
the t-at'er Division of the Light, Power and Water De-
partment.

PUMP OPERATOR - REPAIRMAN
QUALIFICATIONS GUIDE
Training and Experience
Minimum Requirements; Graduation from high school and •
two years of experience in machine or electrical work
requiring a high degree of precision and responsibility.
Two years of experience in the Azusa Water -Department
may be substituted for one year of high school with a
maximum of four years of highschool credit.
Knowledqe and Abilities
Knowledge of the materials, methods and tools used .in
the repair. of meters and pumps; knowledge.of the prin-
ciples of pump and meter operation; ability to under-
stand and carry out oral and written directions; ability
to maintain good relationships with others; mechanical
aptitude.

WATER MAINTENANCE LEADMAN
Job Summary
Under direction, leads and works with a small crew in
the maintenance of water system mains, services and
equipment; and does related work as required.
Representative Duties
• Takes the lead in a small work crew engaged in instal-
ling water services, mains, meters, and equipment; does
tapping, pipe fitting and caulking; operates light equip-
ment and trucks; repairs broken water lines, water main
valves and services; relocates meters and services;
changes and raises meters; installs plumbing; cuts pave-
ment; sees that safe and proper work practices are fol-
lowed by the members of the crew; cleans pump houses and
reservoirs and surrounding grounds; maintains records of
work performed; acts for his Supervisor in his absence
or at.his direction.
Organizational Relationships
Water Maintenance Leadman is a one -position working leadman
• class in the Water Division of the Light, Power and Water
Department. An employee of this class, under directicn,
supervises the wort; of three or four (dater Mainteii�nce Men,
one Welder, and one Welder's Helper.

Job Summary
Under direction, does skilled electric and acety-
lene welding in fabricating and joining pipe and
other metal objects; and does related work as re-
quired.
Representative Duties
Lays out, marks and welds pipelines and fittings;,
does brazing, hard facing, cutting,and welding of
machinery and equipment; forms and fabricates metal
parts and members; forges, dresses, tempers and
sharpens tools; operates power.and shop tools;
reads and interprets blueprints; assists in pipe-
laying and repair work; occasionally supervises the
work of helpers; checks and charges out damaged
meters and leaky fittings; may stand a regular ache-
duled:stand-by watch.

Welder is a one -position skilled class in the Water
Division of the Light, Power and Water Department.
An employee in this class althouJh under supervision
may d°hpervise a'Welderts Helper.

WELDER
QUALIFICATIONS GUIDE
Training and Experience
Minimum Requirements; Graduation from high school and
completion of an apprenticeship or recognition as a
journeyman welder.
Two years of experience in the Azusa Water Department may
be substituted for one 'year of high school with a maximum of
four years of high school credit.
Knowledge and Abilities
Knowledge of the methods, materials, equipment and prac-
tices used in electric and acetylene welding; knowledge
of the working properties of metals; skill- in operating
electric and acetylene welding equipment; ability to read
and interpret plans and specifications; ability to maintain
good relationships with other people.
Skills
Skill in operating electric and acetylene welding equipment.
License
Possession of a valid motor vehicle operator's license from
the State of California.

WZZER I S HELPER
Job Summary
Under immediate supervision, assists in skilled
electric and acetylene welding in fabrication and
joining'of pipe and other metal objects; performs
semi=skilled work in the installation of water
mains and-aervices and related facilities; and
does related work aa:required.
Representative Duties -
Assists a journeyman welder in making fittings for
water mains, fire hydrants, and fittings from mains
to valves and fire hydrants;'peiforms a variety of
semi -skilled work in the maintenance and installation
of pipelines, valves, meters, hydrants and pumps,'
threads and -fits pipe; assists in the'repair of.bro-
ken water lines using pneumatic and hand tools -"drives
a light or medium truck; and does related work as re-
quired.
Organizational Relationships
Welder's Helper is a one -position assistant class in
the Water Division of the Light, Power and.Water De-
partment. An employee in this class is supervised by
a Water Maintenance Leadman or other supervision and '
assists a Welder, 'This class'is differentiated;:from*
Water Maintenance Man by the -high degree of skill req.

including some experience in welding pipes.

EQUIPMENT OPERATOR
Job Summary

Under supervision, operates road and construction equip-
ment; performs skilled and semi -skilled work in the con-
struction and maintenance of streets and sewers; and does
related work as required.
Representative Duties
Operates a bulldozer, roller, front-end loader, and light
grader,as a regular assignment; may operate a motorized
street'sweeper as regular relief assignment; cuts, grades
and move's earth; spreads asphalt materials, lays concrete,
and prepares sub -grades; loads and drives trucks and trans-
ports materials; trenches with mechanical ditch diggers;
may take the lead over a small crew in semi -skilled street
and sewer maintenance and construction work; lubricates and
makes minor mechanical repairs to equipment; and does rela-
ted work as assigned.
Operates a tractor with hydraulic backhoe in digging ditches,
holes and other projects; works with a variety of motorized
and pneumatic tools in the construction and maintenance of
electric and water facilities.
Organizational Relationships
Equipment Operator is a skilled class in the Streets and
Maintenance Division of the Department of Public Works or
in the Water Division of the Light, Power and Water Depart-
ment. An employee in this class regularly operates heavy
and light equipment and may be assigned as relief street
sweeper operator or as a member of a street maintenance and
construction crew. An employee in this class usually reports
to the Street Crew Foreman, the Public Works Superintendantj
the Water Maintenance Leadman or other designated supervisor.

CONSUMERS' SERVICEMAN
Job Summary

Under general supervision, turns on and shuts off utility
services; personally reviews customer.complaints and con-
tacts delinquent accounts; reads light and water meters
when required to do so; and does related work as required.
Representative Duties ,
Receives reports of utility services which should be turned
on, or turned off; turns on. services new consumers or to
consumers paying delinquent. bills; turns off services; reads
meters where there have been complaints of high bills or
meters that have not been read by the regular meter readers;
checks consumer complaints on high bills, leaks and other
difficulties; cleans and changes dials on water meters;
drives a pick-up truck; may use a variety of hand tools;
delivers mail for the utility office; calls on delinquent
accounts to remind them of over -due payments; reads light
and water meters when required to do so.
Organizational Relationships
Consumer Serviceman is a semi -skilled position, more skilled
than the Meter Reader - Maintenance Man, and differentiated
from that class by the increased public and consumer contact
and the level of.work.done. The Consumers' Serviceman re-
ports to the Utilities Business Manager..

Job Summary

Under supervision, reads electric and water meters; computes
copsumptions; observes and reports defects; assists in the
maintenance and construction of water lines and related ap-
purtenances; and does related work as required.
Representative Duties'
Working alone, on an assigned route; reads consumers'. water
and electric meters; subtracts previous reading to determine
consumption; notes readings which appear low or high and re-
ports need for testing; notes the need for repairs when mal-
functioning is observed; re -checks entries in meter book;
hears and reports consumer complaints; occasionally drives
a -pick-up truck; replaces broken meter boxes and lids; assists
in the maintenance and construction of water lines and ser-
vices by using pneumatic and hand tools; assists in laying
and.installing pipe; assists in repairing gate valves and
hydrants; may relieve Consumers' Serviceman when assigned.
Organizational Relationships
Meter Reader Maintenance Man is a semi -skilled position.
Reporting to the Utilities Business Manager, an employee
in the class may be assigned to another supervisor
for installation and repair duties. ..

METER READER MAINTENANCE MAN
QUALIFICATIONS GUIDE
Training'and Experience
Minimum Requirements; Graduation from high school and six
months'of experience'in reading water, electric -or gas meters,
or other experience involving similar duties and responsibilities.
Two years of experience in the Azusa Water Department may be
substituted for one year of high school with a maximum of four
years of highschool credit.
Knowledge and Abilities
Ability to read'gauges and record figures accurately; ability
to make simple calculations rapidly and accurately; ability to
win the'confidence of -the public', to understand their questions
and complaints -and to provide satisfactory answers; ability to
to understand and carry out oral and written directions; meth-
` ' anical aptitude; knowledge of the tools, methods'and materials
used in installing water lines and services and in repairing
meters and valves; physical fitness; ability to get along well
with others.
License -

skilled -tasks in the maintenance, construction and repair

Performs a variety of semi -skilled work in the maintenance
and installation of pipelines, valves, hydrants and pumps;

pair of water lines using pneumatic and hand tools; locates
water lines; may assist in performing acetylene and,..electric.
welding and cutting of pipes; drives a light or medium truck;
assists in raising valve boxes; cleans pump houses and grounds

Water Division of the Light, Power and Water Department. An
employee in this class is supervised by the Water Maintenance
Leadman or other supervision.
