HomeMy WebLinkAboutResolution No. 54640 0 RESOLUTION NO. 5464 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA OPPOSING THE CALIFORNIA INITIATIVE AMEND- MENT ON PROPERTY TAX LIMITATION ("WATSON AMEND- MENT"). WHEREAS, the voters of the State of California will be asked at the November 1968, general election to approve or dis- approve an initiative amendment to the State Constitution, which amendment would unrealistically limit the power of public agencies to levy property taxes and create indebtedness for the benefit of their respective citizenries; and WHEREAS, it is the opinion of the Azusa City Council that the proposed amendment is an irresponsible approach to the problem of tax reform because, in part, it misleads the public into believing there will be a tax decrease when, in fact, a massive tax shift requiring significant State tax increase will result; it causes further erosion to home rule by the probable shifting of financial support and concomitant control of such local functions as schools to the State and, by virtue of its restrictions on bonding powers, it seriously jeopardizes the ability of most communities in the State to plan and pay for an orderly growth; and WHEREAS, the Azusa City Council considers the proposed amendment excessively vague in its provisions and further considers the results of its passage highly uncertain because of its in- adequate definitions and lack of concrete provisions for admin- istration; NOW, THEREFORE, the City Cournil of the City of Azusa does resolve as follows: Section 1. That the Council opposes the adoption of the initiative amendment on property tax limitation and urges its defeat by the citizens and civic groups of the City of Azusa. Section 2. That the City Clerk be and he is hereby directed to furnish copies of this resolution to the Board of Trustees of the Azusa Unified School District; the president of the P.T.A. Council in the City; the Azusa Chamber of Commerce; the Editor of the Azusa Herald; the Board of Supervisors of Los Angeles County; and the League of California Cities, Hotel Claremont, Berkeley, California. Section 3. The City Clerk shall certify to the adoption of this resolution. Adopted and approved this 16th day of September, 1968.
