A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF AZUSA AMENDING THE PERSONNEL RULES AND
REGULATIONS AS ADOPTED BY RESOLUTION NO. 3914
PERTAINING TO RECRUITMENT.
The City Council of the City of Azusa does resolve as
follows:
SECTION 1. After recommendation to the City Council
by the Personnel Board of the City of Azusa, Section 55 of the
Personnel Rules and Regulations as adopted by Resolution No. 3914,
is hereby amended to read as follows:

Sec. 55 Types of Examinations and Weights: Examinations

physical, ability test, or any combination thereof, or any
other form which will test fairly the qualifications of
applicants. Different subjects in an examination or types
of examinations may be given weights in order to represent
their relative value in ascertaining qualifications of
,applicants. Applicants for positions in all departments
shall have weights of 50 per cent and 50 per cent, respec-
tively, assigned to the written and oral examinations
when no other examinations are given. The decision as
to the types of examinations to be used and the weights
to be assigned shall be made by the Personnel Board which
may utilize the advice of the person or organization
employed for that purpose. The types of examinations to
.be used shall be specified in the bulletin announcing
the examination and,
(1) Written: A written test may be used to measure
e nowledges, abilities, judgments, aptitudes,
or alertness of candidates insofar as such
traits are related to ability to perform the
work in a class or career service.
(2) Oral: An oral test may be used to evaluate
Tge—personal fitness, the experience and train-
ing, and the knowledge, 'capacity, interest, and
judgment.of candidates. In -considering personal
fitness it shall be -appropriate to evaluate
pertinent personality traits, but the evaluation
shall be done on a basis which is as -competitive
as possible. The Board may limit the number of
applicants interviewed to a ratio of five appli-
cants for each position open with the understand-
ing that if more than one person receives the
lowest grade accepted, they will be interviewed
also. The remaining applicants who passed the
examinations but,were not called for interviews
would be subjected to call for an oral interview
by the Board at a later date, if necessary. This
limitation should be announced in the bulletins
announcing examinations to be held.
(3) Performance: A performance test may consist of
giving cand dates samples of the work of the
class and rating their work results, speed and
accuracy.

(4) P sical Ability A physical ability test
may consisompetitive or qualifying
exercises or events designed to measure agility,
strength, coordination, or fitness. It is
given in addition to the medical examination
made by physicians.
(5) Experience and Training: Competitive evaluation
may be made or the relevance., level, recency,
progression, and quality of experience and educa-
tion offered by candidates. This may be done in
an oral or an unassembled manner. Reports of
former employers, superiors, and educational
institutions may be considered in this process.
(6) Medical: Within a period of 30 days before
proUETTonary appointment to a position in the
classified service, the appointee must pass a
satisfactory medical examination by a physician
designated by the City. If he shall fail to
pass such an examination, his name shall be
removed from the eligible list. (11-6-61 Resol.

If such applicant is able to pass a subsequent
medical examination satisfactorily (at his own
expense) while the eligible list is still in
existence, his name shall be restored to such
list or he may be reinstated to his former
position if it is still open. Such reinstate-
ment or restoration shall not affect any
appointments made while such applicant's name
was not on the eligible list."
SECTION 2. After recommendation to the City Council by
the Personnel Board of the City of Azusa, Paragraph 1 of Section
60 of the Personnel Rules and Regulations as adopted by Resolution
No. 3914, is hereby amended to read as follows:
"Sec. 60 Inspection of Examination Paper:
Par. 1 Examination papers: Written scores are not
to be released until after oral interviews have been held
and the list certified. A period of 72 hours shall elapse
before certification of the eligibility list becomes
effective during which time the examination papers may be
inspected by the applicant provided written application
to inspect the paper has been made. The certification
will be null and void in the event that errors are found
which would change the order of names placed on the
eligibility list. These papers are not sub Pct to inspec-
tion by the public nor by other applicants.
SECTION 3. After recommendation to the City Council by
the Personnel Board of the City of Azusa, Section 61 of the
Personnel Rules and Regulations as adopted by Resolution No. 3914,

be and it hereby is deleted therefrom.
SECTION 4. The City Clerk shall certify to the adoption
of this resolution.
