HomeMy WebLinkAboutResolution No. 5602RESOLUTION NO. 5602 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA RELATING TO ESTABLISHMENT OF A BRONZE AND GOLD MEDALLION HOME PROGRAM. The City Council of the City of Azusa does resolve as follows: WHEREAS, The City Council has heretofore authorized the Municipal Light and Water Department to operate a local Medallion Home Program in conjuction with the National Electric Manufacturing Association; and WHEREAS, The City Council has heretofore and does hereby find said program promotes the use of electricity and thus is of public benefit to the City of Azusa and its citizens due to municipal ownership of facilities for the retail sale of electrical energy. BE IT RESOLVED, that any developer of real property whose specifications comply with the requirements for the Gold Medallion home or apartment, which requirements are set forth in Exhibit "A" attached hereto and incorporated herein by reference, be reimbursed by the City in the amount of $200.00 per unit for each such home or apartment. BE IT FURTHER RESOLVED, that any developer of real property whose specifications comply with the requirements for the Bronze Medallion home or apartment which requirements are set forth in Exhibit "B" attached hereto and incorporated herein by reference, be reimbursed by the City in the amount of $50.00 per unit for each such home or apartment. BE IT FURTHER RESOLVED, that the Director of Utilities is hereby authorized to determine whether or not each such home or apartment described above has complied with said requirements, and the reimbursements described above shall not be so made until satisfaction of said requirements have been certified to by the Director of Utilities. The City Clerk shall certify to the adoption of this resolution. Adopted and approved this 22nd day of July, 1969. Electric Range, built-in or free-standing. ( If built-in, shall include oven and counter top units). 2. At least three additional major appliances selected from the following list shall be furnished and installed: a. Electric refrigerator b. Electric freezer c. Electric clothes dryer d. Electric dishwasher e. Electric waste disposer f. Electronic oven in addition to No. 1 g. Electric barbecue, built-in h. Electric air conditioning - properly engineered for the entire home 3. Electric Water Heater - tank drain cock and accessible for service without removal - suitable heat trap. 4. Electric heating (Electricity to provide the sole source of energy for space heating and air conditioning ). a. Electric resistance heat - properly engineered for the entire home. b. Electric heat pump - properly engineered for the entire home. * A heat pump may also be counted as a major appliance under section 2-h as listed above. These appliances shall be installed by the building contractor for the owner or by the owner. * Ceiling or ceiling and wall insulation shall limit the calculated maximum heat loss of the home to 30 BTUH per square foot. Calculations shall be based on the following: (a ) Entire area heated to 70o F (b) Exterior dimensions ( c ) Infiltration losses of air change per hour (d) Local outdoor design temperature per ASHRAE, February 1960, however, no less than 200 F. Wiring: The minimum requirements for wiring are: Service Entrance a. 100 Ampere b. 1-1/2 inch service conduit (as required by local Code, Section 18 paragraph (c)) c. No. 1 wire or local code for 100 Ampere d. 20 circuit distribution panel r GOLD MEDALLION ALL -ELECTRIC Exhibit "A" HOME OR APARTMENT (continued) Electrical Requirements 2. A 240 volt dryer circuit, complete with receptacle. 3. Special purpose branch circuits of specified rating, adequate for the purpose, are to be provided for all appliances indicated in the mandatory list and for those appliances to be installed as selected from the optional list. 4. Space for a spore two -pole circuit, and a 3/4 inch raceway or its equivalent stubbed out to a readily accessible location. 5. One outdoor convenience outlet. 6. Kitchens must have at least two duplex convenience outlets accessible to work counters. Each unbroken counter work surface of over 24 inches requires a duplex convenience outlet (this outlet can be one of the two required above). Island work surfaces must have a convenience outlet. 7. Laundry receptacle outlet. Each receptacle outlet installed adjacent to a laundry troy or other plumbing suitable for a washing machine shall be supplied by an individual branch circuit of not less than 20 amperes in rating. ( Required by local Code ) 8. Wall switches are required to control all fixed lights in major rooms or spaces except in attics, closets, and basements. Multiple switch control is required in any room which has two or more commonly used entrances which are 15 feet or more apart. Multiple switch control is required for stairways connecting finished rooms. Note: All other wiring requirements of NEMA not specifically spelled out ore provided for -6y Section 21 (c)-1, sub -paragraph a; Section 21 (c)-2, sub -paragraphs a, b, and c; and Section 21 (e)-3 of the City of Azusa and Los Angeles County Electrical Codes. Lighting: The minimum requirements for lighting are: Living Areas: ( Living Room, Family Room, Recreation Room, or Den ) a. One of the following methods of general lighting shall be .used: ( 1 ) Structural lighting (valance, cove, or cornice) (2) Recessed fixtures (3) Ceiling fixtures (4) Wall -switch controlled convenience outlets b. General lighting must be wall -switch controlled from each main entry into room. c. If convenience outlets are used, the lower half of at least two convenience outlets must be switched. General Illumination: Wall -switched ceiling light, 150 watt incandescent or equivalent fluorescent or equivalent specialized lighting. b. Sink Area: Wall -switched light over sink, 75 watt incandescent or equivalent fluorescent or other specialized lighting to provide shadowless lighting at sink area. c. Cooking Area: Where a hood is provided over range, a light must be included. d. Eating Area: Wall -switch ceiling light, 120 watt incandescent or equivalent fluorescent or equivalent specialized lighting. 3. Dining Area: One of the following methods of table lighting must be installed: a. At least one wall -switch controlled ceiling fixture to accommodate either one 150 watt; two 75 watt; or three 60 watt lamp bulbs. b. Recessed "Pin -Point" lighting over the dining table in addition to structural lighting (valance, cove or cornice) in the room. 4. Bedrooms: One of the following methods of general lighting must be installed: a. A wall -switch controlled ceiling fixture to accommodate either one 100 watt; two 60 watt; or three or more 40 watt lamp bulbs. b. Wall -switch controlled structural lighting (valance, cove or cornice). c. A wall -switch controlled wall bracket to accommodate at least one 100 watt lamp bulb. d. Wall -switch control of the lower half of at least two convenience outlets. 5. Halls - Passageways: a. For each hall or passageway use a minimum of one lighting fixture for every ten ( 10) linear feet. This can be done by using either a surface mounted ceiling fixture, wall bracket or recessed type fixture. b. A wall -switch control is required at each main entry into the hall if entries are more than ten ( 10) feet apart. MW 0 GOLD MEDALLION ALL -ELECTRIC HOME OR APARTMENT (continued ) 6. Bathrooms: Exhibit "A" Electrical Requirements a. Wall -switched center light, 120 watts incandescent or equivalent fluorescent plus shadowless mirror lighting. b. A vapor -proof fixture shall be installed in any totally enclosed shower. c. Bathrooms under 60 square feet may qualify with one 2 -lamp fixture, 120 watts minimum. 7. Laundry -Utility -Workshop -Basement: a. General Lighting: A minimum of one 100 -watt incandescent, or equivalent fluorescent ceiling fixture, wall -switch controlled. b. It is suggested that each principal work area be considered for specific lighting in addition to the general room lighting. 8. Stairways: a. A wall or ceiling fixture shall be installed at top and bottom of each stair flight and must be wall -switch controlled from each access to stairway. 9. Closets: a. A minimum of one lamp fixture for each full -door closet where shelving or other conditions permit. Can be either pull -switch, door -switch or wall -switch controlled. 10. Accessible Unfinished Attic & Storage Areas: a. A minimum of one fixture. Manner of switch control is optional. 11. Garage or Carport: a. Interior - A minimum of one 100 -watt lamp receptacle or fixture wall -switch controlled. b. Exterior - If garage or carport has no direct entry into the house, it is recommended that one exterior lighting outlet, multiple -switch controlled from the garage and house, be provided. - 4 - GOLD MEDALLION ALL -ELECTRIC HOME OR APARTMENT (continued) 12. Outdoor Lighting: 0 Exhibit "A" Electrical Requirements a. A minimum of one or more fixtures at each entrance of the residence. b. It is recommended that the application of outdoor lighting to enhance the beauty of the patio, garden or drive area be installed. Also, consideration should be given to protective yard lighting. - 5 - 0 Exhibit "B" BRONZE MEDALLION HOME January, 1966 OR APARTMENT Electrical Requirements Appliances: The minimum requirements for appliances are: 1 . Electric range, built-in or free-standing. 2. At least four additional major electrical appliances selected and installed from the following list: a. Electric refrigerator b. Electric freezer c. Electric clothes dryer d. Electric dishwasher e. Electric waste disposer f. Electronic oven in addition to electric range g. Electric broiler, built-in h. Electric air conditioning - properly engineered for entire home or apartment i. Electric resistance heat - properly engineered for entire home or apartment i. Electric heat pump (counts as 2 appliances) properly engineered for the entire home k. Electric water heater Lighting: The minimum requirements for lighting are: 1. Kitchen: a. General illumination: Wall -switched ceiling light, 150 watt incandescent or equivalent fluorescent or equivalent specialized lighting. b.
