HomeMy WebLinkAboutResolution No. 56910 0 RESOLUTION NO. 5691 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, JOINING THE COUNTY OF LOS ANGELES AND THE CITY OF COVINA IN REQUESTING A STATE ALLOCATION OF FEDERAL -AID SECONDARY URBAN EXTENSION FUNDS FOR THE IMPROVEMENT OF ARROW HIGHWAY BETWEEN VINCENT AVENUE AND HEATHDALE AVENUE. WHEREAS, under Section 143.3 of the Streets and Highways Code, the Department of Public Works and the Califor- nia Highway Commission may include in the annual budget certain amounts for the construction of city streets or county roads which would qualify as extensions of Federal -aid Secondary Highways within urban areas; and WHEREAS, upon written request of any city or county, the Department of Public Works and the California Highway Com- mission may include an allocation for the city or county in the next succeeding budget to be used for said construction provided, however, that not more than Five Hundred Thousand Dollars ($500,000) shall be allocated for such purpose to any city or county in any one year; and WHEREAS, Arrow Highway between Vincent Avenue and Heathdale Avenue lies within the jurisdictional limits of the Cities of Azusa and Covina, and the County of Los Angeles; and WHEREAS, Arrow Highway within said limits is desig- nated a portion of FAS Route 849 on the Federal -aid Secondary Highway System between San Gabriel Boulevard (FAS 846) on the west and Central Avenue (FAS 692) on the east; and WHEREAS, the County of Los Angeles and the Cities of Azusa and Covina, hereinafter collectively referred to as "LOCAL AGENCIES", desire to improve Arrow Highway within said limits at an estimated total cost of One Million Ten Thousand Dollars $1,010,000). Said improvement is hereinafter referred to as 'PROJECT"; and WHEREAS, the County of Los Angeles and the City of Covina will request the Department of Public Works to recommend and the California Highway Commission to approve an allocation for said PROJECT pursuant to Section 143.3 of the Streets and Highways Code; and WHEREAS, that portion of Arrow Highway within said limits is part of an approved City -County System of Major Arterials integrated with the State Freeway System and is desig- nated as an Arterial Highway on the Select Systems of Highways of the County of Los Angeles and the Cities of Azusa and Covina and as a Major Highway on the Master Plan of Highways adopted by the County of Los Angeles; and -1- • WHEREAS, Federal -aid Secondary funds have been used to construct the bridge over the San Gabriel River at the Santa Fe Dam (FAS Project S-849-1), improve Arrow Highway between Glendora Avenue and Bonita Avenue (FAS Project S-849-2) and are being used to acquire right of way on Arrow Highway between 0.3 mile east of Walnut Avenue and the San Bernardino County Line (FAS Projects SU -849-3 and 4); and WHEREAS, Federal -aid Secondary Urban Extension funds have been used to improve the sections of Arrow Highway between Bonita Avenue and 0.3 mile east of Walnut Avenue (UE Project 849-1) and between Park Avenue and Orange Grove Avenue (UE Project 849-2 & 3) and have been allocated for the construction of Arrow Highway between 0.3 mile east of Walnut Avenue and Park Avenue (UE Project 849-4); and WHEREAS, the LOCAL AGENCIES have considered the effect of the financing based on the statutory formula contained in Section 188.8 of the Streets and Highways Code appertaining to apportionment of State highway construction monies among the counties; and WHEREAS, the LOCAL AGENCIES and Willing to furnish all right of way necessary for the construction of PROJECT;;and WHEREAS, the LOCAL AGENCIES desire to have the County of Los Angeles designated as the coordinating agency and the Road Commissioner of the County of Los Angeles designated as the Coordinator of PROJECT with the appropriate officials of interested agencies; and WHEREAS, the LOCAL AGENCIES desire to have all funds allocated by the California Highway Commission for PROJECT paid to the County of Los Angeles as the coordinating agency for PROJECT. NOW, THEREFORE, the City Council of the City of Azusa joins the County of Los Angeles and the City of Covina and resolves that: 1. The Department of Public Works be requested to recommend and that the California Highway Commission be requested to approve allocations equal to one-half the estimated total cost of said PROJECT within the limits of the respective LOCAL AGENCIES eligible for financ- ing under the provisions of Section 143.3 of the Streets and Highways Code as follows: City of Azusa $72,000 City of Covina $55,000 County of Los Angeles $378,000 2. The LOCAL AGENCIES agree to provide at the ap- propriate time all funds necessary to match and to supplement funds which may be allocated to LOCAL AGENCIES by the California Highway Commission toward PROJECT. -2- 0 0 3. The LOCAL AGENCIES agree to furnish all right of way necessary for the construc- tion of PROJECT. 4. The County of Los Angeles and the Road Commissioner of the County of Los Angeles be designated as coordinating agency and coordinator, respectively, of PROJECT with the appropriate officials of all in- terested agencies and to act in behalf of LOCAL AGENCIES in all negotiations in connection therewith. 5. All funds allocated by the State for PROJECT be paid to the County of Los Angeles as the coordinating agency of PROJECT. APPROVED AND ADOPTED this 16th day of February, 1970.
