HomeMy WebLinkAboutResolution No. 56820 0 RESOLUTION NO. 5682 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA URGING PROMPT IMPLEMENTATION OF "911" AS A UNIVERSAL EMERGENCY TELEPHONE REPORTING NUMBER WHEREAS, President Lyndon B. Johnson, in his State of the Union message in January, 1968, reported that the telephone companies had offered the use of number "911" as a universal emergency telephone reporting number through- out the United States; and WHEREAS, the Federal Communications Commission has requested that this number be used by all emergency ser- vices in the United States; and WHEREAS, the United States Senate and Congress have passed a concurrent resolution endorsing the use of number "911" as a universal emergency telephone number; .,and WHEREAS, the League of California Cities, at its 1968 convention in Los Angeles, by resolution, endorsed the use of the emergency communications number "911"; and WHEREAS, the Los Angeles Division of the League of California Cities has appointed an Emergency Communications Committee to study the use of the number "911"; and WHEREAS, said Committee has reported there is no technical or jurisdictional reason to preclude the imple- mentation -of the use of "911" in Los Angeles County; and WHEREAS twenty-seven jurisdictions have already commenced use of 1911", including New York; Jackson, Missis- sippi; Springfield, Massachusetts; Suffolk County, New York; Buffalo, New York; Sierra Vista, Arizona; Bountiful City, Utah- and others; and a number of communities are scheduled for ?1911" service in the years, 1969 and 1970; and WHEREAS, due to the widespread use of "911" as an emergency number elsewhere in the United States, the Pacific Telephone Company in the Los Angeles area has found it neces- sary to equip this emergency number with a recording which tells the dialer that he must call the emergency service through the operator or the regular emergency seven -digit number; and WHEREAS, there are now two test areas in Los Angeles County, including the cities of Inglewood, Lomita, Rolling Hills and certain unincorporated County territory, and covering two of the 128 telephone exchanges, which test areas are testing the actual working conditions and feasi- bility of the use of 11911"; and WHEREAS., experience in cities where "911" is in effect has shown an increase of 10% in reported crime over a period of 90 days, and has further shown that 95% of the residents in said areas know the emergency number "911" DIM 0 0 and can call it without referring to any directory service, as compared to less than 1% of the citizens who know by memory the seven -digit number of their respective local police departments; and WHEREAS, the use of "911" connects the citizen making the report directly with the police agency receiving the call, rather than with a telephone company operator; and' WHEREAS, the high mobility of persons in the greater Los Angeles area and the multiplicity of police and fire agencies therein is confusing to the person in need of emergency assistance, and the use of "911" as proposed would enable him to obtain a sense of security and assure to him the availability of emergency assistance at any time and place within the County of Los Angeles; and WHEREAS, the Board of Supervisors of the County of Los Angeles has established a committee to implement the in- ception and use of "911" within the County; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA DOES RESOLVE as follows: Section 1. All cities in the Los Angeles area are urged o avail hemselves as soon as possible of the ad- vantages of the "911" emergency telephone number system. Section 2. Such cities are urged to act now, utilizing facilities presently available and resisting appeals for delay, in the light of the continuing local population growth and the probability that present jurisdictional pro- blems may, in the future, well be more complex than they are today. Section 3. The Board of Supervisors of the County of Los Angeles and the City Councils of the various cities in said county are further urged to initiate programs to action toward the implementation of the "911" system, so that such implementation may become a reality at the earliest pos- sible date. The. City Clerk shall certify to the adoption of this Resolution.
