HomeMy WebLinkAboutResolution No. 5680RESOLUTION NO. 5680 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, CALLING AND GIVING NOTICE OF THE HOLDING OF A GENERAL MUNICIPAL ELECTION TO BE HELD,IN SAID CITY ON TUESDAY, THE 14TH DAY OF APRIL, 1970, FOR THE ELECTION OF CERTAIN OFFICERS OF SAID CITY AS REQUIRED BY THE PROVISIONS OF THE LAWS OF THE STATE OF CALIFORNIA RELATING TO GENERAL LAW CITIES AND FOR THE SUBMISSION TO THE QUALIFIED ELECTORS OF SAID CITY OF A CERTAIN QUESTION, PROPOSITION OR MEASURE RELATING TO COMPENSA- TION FOR MEMBERS OF THE PERSONNEL BOARD. WHEREAS, under the provisions of the laws relating to general law cities in the State of California a regular general municipal election shall,be.held on the 14th day of April, 1970, for the election of three (3) members of the City Council of said City for the full term of four years; WHEREAS, the City Council of the City of Azusa also desires to submit to the qualified electors of said City at said election the question, proposition or measure relating to compensation for members of the Personnel Board hereinafter set forth: "ORDINANCE NO. 986' AN ORDINANCE AMENDING THE AZUSA MUNICIPAL CODE PROVIDING FOR COMPENSATION OF THE PERSONNEL BOARD AS THE CITY COUNCIL MAY DETERMINE BY ORDINANCE. The people of the City of Azusa do ordain as follows: SECTION 1. Section 2503 of the Azusa Municipal Code is hereby amended to read in full as follows: "Section 2503. QUALIFICATIONS. COMPENSATION. The members of the Personnel Board shall be residents of the City for a continuous period of at least one year immediately preceding appoint- ment to said Board, shall be qualified electors of said City, and shall receive such compensation as the City Council may determine from time to time by ordinance. No person shall be eligible to be appointed to said Board who holds any salaried public office or employment in the ser- vice of the City, nor shall any member, while a member of the Board or for a period of one year after he has ceased for any reason to be a member, be eligible for appointment to any classified position in the service of the City." SECTION 2. This Ordinance shall be submitted to vote of the people at the municipal election scheduled for April 14, 1970, shall become valid and binding if a majority of the voters voting thereon vote in its favor at said election, shall be considered as adopted upon the date that the vote is declared by the City Council, and shall go into effect ten (10) days after adoption." -1- 0 0 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, DOES HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS: SECTION 1. That pursuant to the requirements of the laws of the State of California relating to General Law Cities within said State, there shall be, and there is hereby called and ordered, held in the City of Azusa County of Los Angeles, State of California, on Tuesday, the 14th day of April, 1970, a regular general municipal election of the qualified electors of said City for the purpose of electing three (3) members of the City Council of said City for the full term of four years. SECTION 2. That said City Council, pursuant to its right and authority so to do, does hereby determine that there shall be and there is.hereby ordered submitted to the qualified electors of said City at said regular general municipal elec- tion the following question, to wit: -Shalle Ordinance designated: :No. 986, submitted by the City: :Council for adoption by the YES :people, amending Section 2 of :the Civil Service Ordinance, :now codified as Section2503 :of the Azusa Municipal Code., :to provide for compensation :of members of the Personnel NO :Board as the City Council may :determine, be adopted? SECTION 3. That the ballots to be used at said elec- tion shall be, both as to form and matter contained therein, such as may be required by law to be used thereat. SECTION 4. That the City Clerk of said City is hereby authorized, instructed and directed to procure and fur- nish any and all official ballots, notices, printed matter and all supplies equipment and paraphernalia that may be necessary in order to properly and lawfully conduct said election. SECTION 5. That for the purpose of holding said regular general municipal election, there shall be and are hereby established nineteen (19) voting precincts in the City of Azusa established for the holding of state and county elec- tions, as said regular election precincts exist on the date of adoption of this resolution; that the polling places for the respective precincts shall be the places hereinafter designated; that the persons hereinafter named, being competent and qualified electors and residents of said City and of their respective vot- ing precincts, are hereby appointed officers of election for their respective voting precincts and they shall hold said elec- tion and make return thereof in the manner provided by law. -2- E Voting Precinct 1. That the compensation of the persons hereinabove named as election officers is hereby fixed at the sum of Twenty-one ($21.00) Dollars for each Inspector and Eighteen ($18.00) Dollars for each Judge and Clerk, for said election. The rental for each of such polling places where a charge is made shall be the sum of Fifteen ($15.00) Dollars for said election. When required,the compensation of the Custodian of a building shall be Ten ($10.00) Dollars for said election. SECTION 7. That the polls for said election shall be open at seven o'clock A.M. of the day of said election and shall remain open continuously from said time until seven o'clock P.M. of the same day, when said polls shall be closed, except as provided in Section 14436 of the Elections Code of the State of California. SECTION 8. That in all particulars not recited in this resolution, said election shall be', eld and conducted as provided by law for holding municipal elections in said City. SECTION 9. That notice of the time and place of holding said election is hereby given and the City Clerk is hereby authorized, instructed and directed to give such further or additional notice of said election in time, form and manner as required by law. SECTION 10. That the City Clerk shall certify to the passage and adoption of this resolution; shall enter the same in the book of original Resolutions of said City, and shall make a minute of the passage and adoption thereof in the records of the proceedings of the City Council of said City in the minutes of the meeting at which the same is passed and adopted. SECTION 11. That this resolution shall take effect immediately. PASSED, APPROVED AND ADOPTED this 2nd day of February, 1970.
