The City Council of the City of Azusa does resolve as follows: WHEREAS, the City of Azusa, as well as many other cities in Los Angeles County maintains and operates its own parks on a neighborhood and/or regional basis; and WHEREAS, the City of Azusa desires to maintain the local character and retain the local control of its city parks; and WHEREAS, the requirements of parks and recreation programs can best be determined by the local jurisdictions immediately responsive to the citizens in the area it serves; and WHEREAS, the County of Los Angeles already maintains many acres of park lands throughout the County involving finan- cing, staffing and administration of considerable proportions; and WHEREAS, County government in general is already overburdened by a rather broad span of control in relation to efficiency and economy in the utilization of available funds; and WHEREAS, the County of Los Angeles has once again found it necessary to increase the general government tax rate this time by 93¢ per $100 of assessed valuation to perform the service it currently offers; and WHEREAS, it is difficult to envision, therefore, the County government's feasibility to assume added responsi- bilities of operating all the regional parks in the County, without benefit of another substantial increase in the tax rate; and WHEREAS, in contrast, the City of Azusa has found it possible to maintain an increasingly comprehensive parks and recreation program; and WHEREAS, the City of Azusa feels it is best qualified to determine the level and kinds of park and recreational services needed in the community, NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Azusa indicates its opposition to the consolida- tion of local or regional parks operated by local jurisdictions into the County system of parks, as recently considered by the County Board of Supervisors.
