The City Council of the City of Azusa does resolve as SECTION 1. The City Council hereby finds and determines: (a) That the County of Los Angeles exceeds, in popula- tion and area, a size necessary to function efficiently as a govern- mental subdivision of this State, and that the Board of Supervisors of said County, by reason of such size, does not and cannot respond effectively to the diverse needs of the various residents and com- munities located in said County, particularly those residents and communities located within or near the area of the San Gabriel Valley; and (b) That various efforts have been made to reform the structure and procedures of the County of Los Angeles to make the government thereof more responsive to local necessities, but such efforts of reform have been unavailing and unproductive, and will, in the foreseeable future, continue to be unproductive; and (c) That State Senator H. L. Richardson has proposed to introduce legislation in the State Legislature, which, if en- acted, would amend the provisions of Chapter 3, Division I of Title 3 of the Government Code of the State of California relating to the creation of new counties, thereby facilitating the formation of a new county within the area now constituting the County of Los Angeles; and (d) That an effort is presently being conducted by a representative group of officials of cities located within or near the San Gabriel Valley to form a new County in such area to be known as "San Gabriel County" or by some other suitable name, the proposed boundaries of which are delineated on the map attached hereto as Exhibit "A" and incorporated herein by this reference; and (e) That the formation of the proposed new county, as hereinabove described, and the inclusion of the City of Azusa therein, would be in the best interests of the City of Azusa and its residents, and would further the public health, safety and wel- fare thereof. SECTION 2. Based upon the foregoing findings and determi- nations, the City Council of the City of Azusa hereby resolves and declares: (a) That the City Council of the City of Azusa urges the adoption, as expeditiously as possible, of the proposed legis- lation above referred to; and (b) That the City Council of the City of Azusa expresses its interest in the proposal to form a new county in or near the San Gabriel Valley, and its desire to be included therein; and (c) That the City Council declares its intent to share with other cities within the boundaries of the proposed new county the effort and expenditures which may be required to determine the feasibility to accomplish the above stated purpose. -1- SECTION 3. The City Clerk is hereby directed to forward a copy of this Resolution to the Governor of the State of California, to each Assemblyman and State Senator whose district includes the City of Azusa, to each city located within the provisional boundaries of the proposed new county, and to each local newspaper. SECTION 4. The City Clerk shall certify to the adoption of this Resolution. Adopted and Approved this 20th day of September, 1971.
