A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF AZUSA CONCERNING
PROTECTION OF WATER QUALITY OF THE
SAN GABRIEL RIVER BASIN IN ANY
MANAGEMENT PLAN
WHEREAS, the City of Azusa was a founding member of the San Gabriel Valley Municipal
Water District, sometimes hereinafter called SGVMWD, and participated in its formation
for the purpose of importing supplemental water from the State of California; and
WHEREAS, a majority of the voters of the City of Azusa voted in favor of formation of the
district for such purpose; and
WHEREAS, a majority of the voters of the City of Azusa voted in favor of the issuance and
sale of $17.5 million in general obligation bonds for construction of necessary facilities to
deliver said water to the basin; and
WHEREAS, a proposed basin management plan for the San Gabriel River Basin authorizes a
Watermaster to spread and add supplemental water to the common supply of the basin to
replace excessive overpumping by producers in the basin and for replenishment; and
WHEREAS, the sources of supplemental water available for spreading in the basin are State
Project Water from the SGVMWD and supplies from the Upper San Gabriel Valley Municipal
Water District, which is a member public agency of the Metropolitan Water District of Southern
California; and
WHEREAS, the proposed basin management plan does not require the Watermaster to use and
spread only the highest quality supplemental water available whenever necessary for replace-
ment or replenishment of the basin supply; and
WHEREAS, it is essential for any basin management plan to preserve and protect the public
interest and particularly the health, safety and welfare of the People of Azusa and of the
San Gabriel Volley by maintaining the highest quality water resources, and to avoid any
lessening of the quality of local supplies that would result from the addition of water of worse
quality; and
WHEREAS, the Watermaster should purchase and use only the best supplemental water available
for replenishment of the basin, and if water from one source is of superior quality, such
higher quality water must be used first;
NOW, THEREFORE, BE IT HEREBY RESOLVED by the City Council of the City of
Azusa:
SECTION ONE: That the City of Azusa cannot support any basin management plan
for the San Gabriel River that does not provide for the use of the highest quality supplemental
water available at any time for spreading, replenishment and replacement purposes.

SECTION TWO: That State Project water from the SGVMWD shall be used as the
initial and prior source of any water for supplemental water whenever such water is of a
quality superior to that from any other source available to the Watermaster.
SECTION THREE: That the San Gabriel Valley Municipal Water District should
adopt the position expressed in this resolution, and require that any basin management plan
for the San Gabriel Valley shall use only the highest quality of supplemental water to
implement such a plan.
SECTION FOUR: The City Clerk shall certify to the adoption of this resolution.
