RESOLUTION NO. 5959
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF AZUSA AMENDING RESOLUTION NO. 5872, RELATING
TO THE TABLE OF ORGANIZATION, COMPENSATION AND
CLASSIFICATION SCHEDULE FOR THE SEVERAL DEPART-
MENTS OF THE CITY, AND AMENDING EXHIBIT "A"
ATTACHED THERETO.
The City Council of the City of Azusa does resolve as
follows:
SECTION 1. Exhibit "A" attached to Resolution No.
5872 shall be amended by the addition of a Table of Organization
for Azusa Project Divert, a new and separate activity of the City
of Azusa, to read as follows:
"108.5 Project Secretary 1
123.5 Therapist -Team Leader 3
112.0 Community Worker 3
PART-TIME
$1,336.66 Project Supervisor 1
per month
$3.00 Youth Worker 3"
per hour
SECTION 2. The class specifications for each of
said classifications are attached hereto marked Exhibit I and by
this reference incorporated herein.
SECTION 3. The positions in this activity of the
City of Azusa, being funded by the California Council on Criminal
Justice, shall cease to be effective upon termination of said funds.
SECTION 4. The City Clerk shall certify to the
adoption of this Resolution.

Job Summary
Under supervision, performs varied and responsible clerical, and office
work; does general typing, meets public and provides certain information to
clients of project; and does related work as required.
Representative Duties
Learns and applies general policies and procedures to specific situations.
Types letters, documents,. and reports from rough drafts, marginal notes, or oral
or written instructions; types statistical data; receives, distributes, and dis-
patches mail; checks columns of figures and names; checks and tabulates statis-
tical information; maintains mailing lists; checks and alphabetizes records; reads
proof; enters information on cards, forms, and maps; maintains visible and loose-
leaf files; operates duplicating, calculating, adding, addressing, and photostating
equipment; controls and keeps records of small petty cash accounts; transcribes
dictating machine records; assists or substitutes for superiors in handling more
responsible office work; answers telephone calls; receives visitors and answers
general inquiries, and makes proper referrals; schedules appointments.
Organizational Responsibilities
Project Secretary is a one position class for Azusa Project Divert, usually res-
ponsible for one or more assigned activities and related records, requiring mature
judgment and the ability to learn and apply specialized procedures. Position
operates in small office and reports to the Project Supervisor.
QUALIFICATIONS GUIDE
Training and Experience
Graduation from high school, or equivalent business school, including or supplemented
by courses in typing and office management; and two (2) years of experience in
general clerical office and typing work.
Knowledges and Abilities
Good knowledge of modern office methods, procedures, and equipment; arithmetic,
English, and record-keeping.
Ability to converse in both English and Spanish Languages pref� errable.
Ability to spell correctly and use good English.
Ability to perform a variety of clerical work; check records and make comparisons
quickly and accurately; use arithmetic and make computations rapidly and accurately;
Skill in indexing and filing; win the respect and friendship of people, understand
their problems, and give clear and satisfactory explanations to them.
Work cooperatively with others.
A high degree of clerical aptitude and the ability to learn and apply new procedures
accurately and consistently.

Job Summary
This n.osition is a working leadership position on a tears of
three persons who will be closly working with juveniles between
the ages of 10 and 18 years, old as part of a special program
sponsored by the City of Azusa and funded by the California
Council on Criminal Justice directed to•rrard early rehabilitation
of potential juvenile delinquents. The therapy team is task
oriented and will be the group directly responsible for the effec-
tiveness of the program in changing the attitudes and 'behavior of
the youth referred to.the project.
Renresentative Duties
Serve as leader Of a team consisting Of the Therapist -Team
Leader, a Community Worker., and a part-time Youth Jorker; be case
manager for each youth assigned to his team; develop and cause to
be carried out the proper treatment plan for the youth assigned co
hi_s team; carry out the counseling aspects of the program, refer
the youth to outside agencies when needed, recruit volunteers;
provide formal and informal training to members of his team, includ-
ing the volunteers. And such other duties as may arise out of the
actual work situation.
Organizational Relationships
Directly responsible to the Project Suparvisor, and will coordi-
nate and direct the efforts of the Com:�unity Worker, and Youth Worker
assigned to his team.
QUALIFTCATIONS GUIDE
Training and Ex9erience

Experience in family and individual counseling using action
techniques rather than insight only.
Knowledge and Abilities
Able to perform necessary tasks without close ir.:iediate
supervision.
Flexibility in applying counseling rules and techniques;

COMMUNITY WORKER 0
Job Summary _
This position is with a team of three persons who will be working closely
with juveniles and their families as part of a special program sponsored by the
City of Azusa and funded by the California Council on Criminal Justice directed
toward the early rehabilitation of potential juvenile delinquents. The therapy
team is task oriented and will be the group directly responsible for the effec-
tiveness of the program in changing the attitudes and behavior of the youth
referred to the protect.
Representative Duties
Assist the Therapist -Team Leader as liaison between the Azusa Police
Department and the grass -root community; search out hard to reach families and
connect them to needed services; provide tangible health and welfare services to
families in need; provide follow-up services once a family or individual is ref-
ferred to an outside agency by providing encouragement, transportation, interpre-
tation,etc., participate in community organizations and meetings; participate in
regular self -development training; identify needed services in the community;
assist in recruiting volunteers; assist case manager in all assigned duties at a
proper level. Perform such other duties as may arise From the actual s,;ork
situation.
Organizational Relationships
This position is one of a team of three, directly responsible to the
Therapist -Team Leader, and working with a part-time Youth Worker.
QUALIFICATIONS GUIDE
Traininq and Experience
Minimum of high school graduation or equivalent education.
Minimum age of 25 years old.
Must have an automobile and hold a valid California driver's license.
Experience with community work or social work preferred.
Ability to read, write and express self verbally both in the English and
Spanish Languages.
Reside within the City of Azusa.
Knowledge and Abilities
Interested in serving the community.
Exhibits high level of maturity, emotional stability.
Ability to relate to people of various social, economic, and ethnic backgrounds.
Responsible for informal type of counseling.
• PROJECT SUPERVISOR •

This position is the administrative supervisor for a special
program sponsored by the City and funded by the California Council
on Criminal Justice directed tooard early rehabilitation of potential
juvenile delinquents. The position will determine the effectiveness
of the program by carrying out the directives of the Project Board,
oAministr:a,ting the three task -force teams, and general administration
of the project.
Representative Duties
To serve as the executive administrative officer for the Project
Board. Administratively direct the Azusa Project Divert. Test
persons referred to project and assign them to the proper team.
Assist team leaders in developing proper treatment plan for youth
referred to project. Develop reliable resource directory. Suggest
institutional changes and programs as needed for the prevention of
juvenile delinquency to the appropriate community agencies, (such
as special programs for potential truants). Seer, additional funds,
if necessary, to carry out the purposes of Azusa Project Divert.
Develop resources for youth job placement. Develop proposals for
needed ,youth services in the City of Azusa. Coordinate the delin-
quency prevention efforts of the City :rith neighboring; political
jurisdictions. Maintain and promote on-going training for teams
and individual team members, such as seminars, case conferences,
literature, etc, And such other duties as may arise out of the
actual work situation.
Oranizational Relationships
This position will be directly responsible to the Project Board
of Directors. Will administer the activities of three teams, each
consisting of a Therapist -Team Leader, Comc.anity.11orker, and Youth
Glorcer. `dill supervise the activities of a Project Secretary or
Intermediate Clerk -Typist.
QUALIFICATIONS GUIDE
Training and Experience
Ph.D. in Psycholo3Y or related field, or adequate combination
of eouivalent training, formal education and experience, but holding
not less than a graduate degree.
