A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA ESTABLISHING ELECTRICAL RATE SCHEDULES,
ADOPTING RULES AND REGULATIONS FOR THE OPERATION
OF THE LIGHT AND POWER DEPARTMENT AND AMENDING
RESOLUTION NO. 3874.
The City,Council of the City of Azusa does resolve as
follows:
SECTION 1. Resolution No. 3874 adopted by the City
Council of the City of Azusa on March 20, 1959, as amended, is
further amended by amending the electric rate schedules and the
rules and regulations attached thereto as follows:
(a) Electric rate schedules A-1, General Service, A-2,
General Service, D, Domestic Service, P-1, Power -General (Connected _
Load Basis), P-2, Power -General (Demand Basis), L -S, Lighting -Street
and Highway, 0-L,Outdoor Area Lighting Service, and M -Municipal
Service are amended to read as set forth in Exhibit A attached hereto
and by this reference incorporated herein.
SECTION 2. The City Council of the City of Azusa hereby
finds and declares that the changes in electric rates effected by
this resolution are consistent with the objects and purposes of the
Federal Economic Stabilization Act of 1970, as amended, in that the
changes are required to offset increased wholesale power costs which
will be payable by the City of Azusa to the Southern California
Edison Company based upon the action of the Federal Power Commission:
SECTION 3. This resolution shall be operative commencing
with the customer billings by the City Department of Light and
Power for the month during which any increased wholesale power costs
become payable by the City of Azusa to the Southern California Edison
Company, subject, however to any limitations or restrictions upon
the Cityts right to increase electric rates which may be adopted by
the Cost of Living Council pursuant to the Economic Stabilization
Act of 1970, as amended.
SECTION 4. The City Clerk shall certify to the adoption
of this resolution.

RULES AND SPECIAL CONDITIONS:
This schedule Is subject to the Rules and to the Special Conditions following:
SPECIAL CONDITIONS:
(a) Voltage. Under Block Rate A, single-phase service will be supplied at the standard lighting voltage
and three-phase service will be supplied at 240 volts. Under Demand Rate B, one standard voltage,
lighting or power, will be supplied.
(b) Rate Selection. Where service is supplied at standard lighting voltage, single phase, or at 240 volts,
three-phase, either Block Rate A or Demand Rate B will apply at the option of the customer
(c) Connected Load. Connected power load is the sum of the rated capacities of all of the customer's
equipment, other than equipment for lighting, that It is possible to connect to the City's lines at
the same time, determined to the nearest 1/10 hp. The rated capacity of the customer's equipment
will be the rated horsepower output of standard rated motors, the rated horsepower of welders de-
termined in accordance with the section designated Welder Service in Rule No. 2, and the rated kilo-
volt -ampere input capacity of other equipment, with each kilovolt -ampere of input considered equal
to one horsepower. Normally such ratings will be based on .the manufacturer's rating as shown on
the nameplate or elsewhere but may, at the option of the City, be based on tests or other reliable in-
formation.
(d) Billing Demand. Billing demand shall be the kilowatts of measured maximum demand but not less
than 50/, of the highest maximum demand established in the preceding eleven months nor less than
the diversified resistance welder load computed in accordance with the section designated Welder
Service in Rule No. 2. However, in no case shall the billing demand be less than 20 kw. Billing de-
mand shall be determined to the nearest 1/10 kw.

SPECIAL CONDITIONS:
(a) Voltage. Service will be supplied at one standard voltage. Service may be supplied under this sched-
ule at 120/203 volts four -wire wye or at 277/480 volts four -wire wye where: (1) written application
Is made for such service by the customer; (2) the Customer's load is of such size as to require an in-
dividual transformer installation of not less than 150 kva of transformer capacity for 120/203 volt
service or not less than 300 kva of transformer capacity for 277/480 volt service; and (3) the custo-
mer provides space acceptable to the City on his premises to accommodate the installation of the
City's facilities.
(b) Billing Demand. The billing demand shall be the kilowatts of measured maximum demand but not
less than 50% of the highest maximum demand established in tie preceding 11 months nor less than
the diversified resistance welder load computed in accordance with the section designated Weider
_ Service in Rule No. 2. However, in no case shall the billing demand be less tyan 75 kw. Billing de-

(c) Maximum Demand Measurement. The measured maximum demand in any month shall be the maxi-
mum average kilowatt input, indicated or recorded by instruments to be supplied by the City, dur-
ing any 15 -minute metered interval in the month, provided, however, that whenever such monthly
maximum demand has exceeded 400 kw for gree consecutive months and thereafter until it has fall-
en below 300 kw for 12 consecutive months, a 30 -minute interval v.11l be used Where the demand
Is intermittent or subject to violent fluctuations, a 5 -minute interval may be used.
(d) Voltage Discount. The charges before power Yactor adjustment will be reduced by
4% for service delivered and metered at .4v A V
(e) Power Factor Adjustment. When the billing demand has exceeded 200 kw for three consecutive
months, a kllovar-Lour meter will be installed as soon as practicable and, thereafter, until the bill-
ing demand has been less than 150 kw for 12 consecutive months, the charges will be adjusted each
month for the power factor as follows:
The charges will be decreased by 20 cents per kilowatt of measured maximum demand and will
be increased by 20 cents per kllovar of reactive demand. However, in no case shall the kilovars
used for the adjustment be less than one-fifth the number of kilowatts.
The kilovars of reactive demand shall be calculated by multiplying the kilowatts of measured
maximum demand by the ratio of the kilovar-hours to the kilowatt hours. Demands in kilowatts
and kilovars shall be determined to the nearest 1/10 (0 1) unit. A ratchet device will he installed
on the kilovar-hour meter to prevent its reverse operation on leading power factors.

ule at 120/208 volts four -wire wye or at 277/480 volts four -wire Wye where: (1) written application
is made for such service by the customer; (2) the customer's load is of such size as to require an in-

service or not less than 300 kva of transformer capacity for 277/4£0 volt service; and (3) the custo-

en below 300 kw for 12 consecutive months, a W -minute interval will be used. Where the demand
is intermittent or subject to violent fluctuations, a 5 -minute interval may be used.
(d) Voltage Discount. The charges before power factor adjustment will be reduced by 3% for service de-
livered and metered at 4 kv; by 47, for service delivered and metered at 11 kv.
(e) Power Factor Adjustment When the billing demand has exceeded 200 kw for three consecutive
months, a kilovar-hour meter will be installed as soon as practicable and, thereafter, until the bill-
ing demand has been less than 150 kw for 12 consecutive months, the charges will be adjusted each
month for the power factor as follows:

SPECIAL CONDITIONS:

A Rate Availability. The rate block for water heating is available to customers permanently installing an
electric water heating installation which conforms to Section B hereof and which is used exclusively for
all regular water heating for each single-family accommodation served from the water heating installa-
tion.
B. Specification Covering Electric Water Heaters. Water heater shall be provided with an efficiently insulat-
ed storage tank and shall be equipped with two heating units each separately controlled by an individual
thermostat. The thermostat control circuits shall be interconnected to cause the lower beating unit to be
cut off when the upper heating unit is on. The lower heating unit with Its thermostat shall be located
near the bottom of the tank, and the upper heating unit with its thermostat shall be located within the
top one-third (1/3) of tank capacity.
Watttage ratings per gallon of tank capacity shall not exceed 25 watts for the lower heating unit and 50
watts for the upper heating unit.
The temperature setting of the thermostat for the upper heating unit shall be at least 20°F. below the
temperature setting of the -thermostat for the lower heating unit.
C. Waiver of Water Heater Specification. Section B hereof is waived for water heater installations connected
to the City's system on the effective date of this Schedule. If any such water heater is replaced, the re-
placement water heater must conform to Section B. If only a part of such a water heater is replaced, the
specifications of the replacement part must correspond to those of the replaced part, or thereafter the
water heater must conform to Section B.
D. Regulation of Water Heating. The City, at its election and expense, may regulate the hours of service to
the water heating installation after giving notice to the customer.

SPECIAL CONDITIONS:
(a) Voltage. Service w.11 be supplied at one standard power voltage.
(b) Connected Load. Connected load is the sum of the rated capacities of all of the customers equipment
that it Is pus,ible to connect to the City's lines at the same time, dctermmed to the nearest 1/10
hp. In no case will charges be based on less than 2 hp. The rated capacity of the customer's equip-
ment will be the rated horsepower output of standard rated motors, the rated horsepower of ilveld-
der's determined in accordance with the section designated Welder Set -vice in Rule No. 2, and the
rated kilovolt -ampere input capacity of other equipment, with each kilovolt-ainpere of input consid-
ered equal to one horsepower. Normally such ratings wilt be based on the manufacturer's rating as
shown on the name -plate or elsewhere but may, at the option of the City, be based on tests or other
reliable information.
(c) Overloaded Motor,. Whenever, upon test, any motor under normal operating conditions is found to be
delivering more than 115 per cent of its Capacity as indicated by its nameplate rating, the City may
disregard the nameplate rating and base its charges upon the output as calculated from test. Any
motor which is billed on u basis in excess of is nameplate rating in accordance with this special
condition shall be tested each year thereafter or upon notification by the customer of a permanent
change in opei sting conditions.
(d) Guarantee of larger Connected Load. Any customer may obtain the rates for a larger connected load
by guaranteeing the service charges and energy charges applicable to the larger connected load.
(e) Temporary Reduction of Cnnnected Load. Where the use of energy is seasonal or intermittent, no
adjustment will be made for any temporary reduction of connected load. Any customer resuming
service on such connected load within twelve months after It was disconnected, will be required to
pay all charges which would have been billed if the temporary reduction of connected load had not
been made.
(1) X-ray Installatimis. While a medical X-ray installation iq served from transformer capacity required
to serve other load, the rated capacity of the X-ray Installation will be 3 hp. 'Where the City installs
the transformer capacity requested by a customer to setvc separately an X-ray installation, the
rated capacity of the X-ray installation will be that of the transformer installed. Each kilovolt -amp-
ere of such ti'autformer capacity will be considered equal to one horsepower.

(a) Voltage. Service will be supplied at one standard power voltage

(b) Connected Load. Connected load is the sum of the rated capacities of all of the customer's equipment
that it is possible to connect to the City's lines at the same time, determined to the nearest 1/30
hp. In no case will charges be based on less than 2 hp. The rated capacity of the customer's equip-
ment will be the rated horsepower output of standard rated motors, the rated horsepower of weld-
der's determined in accordance with the section designated Welder Service in Rule No. 2, and the
rated kilovolt -ampere input capacity of other equipment, with each kilovolt -ampere of input consid-
ered equal to one horsepower. Normally such ratings will be based on the manufacturer's rating as
shown on the name -plate or elsewhere but may, at the option of the City, be based on tests or other
reliable information.
(c) Overloaded Motors. Whenever, upon test, any motor under normal operating conditions Is found to be
