RESOLUTION NO. 6216
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF AZUSA OPPOSING APPROVAL OF THE PROPOSED
COUNTY OF LOS ANGELES "MASTER PLAN FOR HEALTH
SERVICES, PHASE II A -I; LONG RANGE SERVICE AND
FACILITIES NEEDS", UNTIL THE INDIGENT, AMBULATORY
AND HOSPITAL PATIENTS OF THE SAN GABRIEL VALLEY
HEALTH SERVICE REGION ARE ADEQUATELY PROVIDED FOR.
WHEREAS, Los Angeles County Health Department statistics
show that the San Gabriel Valley Health Region includes 20 percent
of the population, 20 percent of the area, 20 percent of the tax-
payers, 20 percent of the patients, and 18 percent of the indigent
families of Los Angeles County ("MASTER PLAN FOR HEALTH SERVICES,
PHASE IIA: Study of Health Care Needs"); and
WHEREAS, there are no County hospitals in this region and
very inadequate County ambulatory health facilities; and
WHEREAS, this region has only 375, or less than 2 percent,
of the 24,000 Health Department employees of the County of Los
Angeles; and
WHEREAS, the County budget proposed for 1974-1975 allows
only two percent of the total health budget for the San Gabriel
Valley; and
WHEREAS, the proposed ten year capital improvements plan
of $411,400,000 as set forth in'MASTER PLAN FOR HEALTH SERVICES,
PHASE II A -I: Long Range Service and Facility Needs" by the County
of Los.Angeles Department of Health Services is primarily for
central Los Angeles and does not specify any improvements for the
San Gabriel Valley; and
WHEREAS, the San Gabriel Valley Health Region has been
identified as the area of highest need for health services based
upon fifteen variables as listed in "COUNTY OF LOS ANGELES, SHORT
DOYLE PLAN FOR MENTAL HEALTH SERVICES, 1974-75/1974-79;
NOW, THEREFORE, BE IT RESOLVED, that the City Council of
the City of Azusa endorses the following actions:
1. Respectfully requests that the Los Angeles County
Board of Supervisors not approve a budget of health
funds until a adequate provision is made for health
services in the San Gabriel Valley Health Service
Region; and
2. That the Board of Supervisors insure that the "Master
Plan for Health Services, Phase II A-1: Long Range
Service and Facility Needs" provide adequately for
the indigent, ambulatory and hospital patients of the
San Gabriel Valley Region.
AND BE IT FURTHER RESOLVED, that copies of this
resolution be forwarded to the Board of Supervisors of the
County of Los Angeles
