RESOLUTION N0. 6173
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA REQUESTING THAT SENATE BILL 716, CHAPTER
1166 OF THE STATUTES OF 1973 BE AMENDED OR
REPEALED.
WHEREAS, the Legislature passed and the Governor signed
Senate Bill 716 authored by Senator Moscone during the 1973 Session
of the Legislature prohibiting certain public officials from having
economic conflicts of interest in the performance of official duty
and requiring the disclosure by certain public officers of sources
of income in excess of $250.00, and
WHEREAS, for many years California laws have prohibited
public officials from being financially interested in contracts
entered into by them in their official capacity and from being
financially interested in other action taken by them in their
official capacities, and
WHEREAS, the 1973 legislation, without foundation in
fact, makes the assumption that pre-existing legislation was not
adequate and that public officials as a class are self-seeking
and corrupt. Because of the stigma which the legislation casts
upon all public officials, many respected members of city councils
and planning commissions have resigned from office, and
WHEREAS, the legislation discriminates between public
officials and unfairly penalizes the public official who operates
his own business or profession;
NOW, THEREFORE, the City Council of the City of Azusa
does resolve as follows:
SECTION 1. The Legislature and the Governor are res-
pectfully requested to amend Senate Bill 716, Chapter 1166, to
make it apply uniformly to all public officials including State
constitutional officers and that the inequities and the loopholes
in the law be eliminated. If such amendments are not passed, the
statute should be repealed.
SECTION 2. The City Clerk shall certify to the adoption
of this resolution and transmit copies thereof to Senator Moscone,
to the members of the Senate and the Assembly who represent the
City of Azusa, to the Governor, and to the League of California Cities.

RESOLUTION NO. 6172
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA AMENDING RESOLUTION NO. 5,396 DESIGNATING
STOP INTERSECTIONS.
The City Council of the City of Azusa does resolve as
follows:
SECTION 1. Resolution No. 5396 adopted by the City
Council of the City of Azusa on May 6, 1968, is hereby amended by
adding the following intersections and entrances to intersections
at which the driver of any vehicle shall be required to stop when
signs are erected giving notice thereof:
"(kkkk) Armstead Street at Fairvale Avenue."
SECTION 2. The City Clerk shall certify to the adoption
of this resolution.
