HomeMy WebLinkAboutResolution No. 6426L RESOLUTION NO. 6426 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA CALLING FOR THE BOARD OF SUPERVISORS OF LOS ANGELES COUNTY TO RE- AFFIRM THE EAST SAN GABRIEL VALLEY PLANNING COMMITTEE'S ROLE IN THE COUNTYWIDE GENERAL PLAN PROCESS. WHEREAS, the East San Gabriel Valley Planning Committee was established in 1954, making it the oldest area -wide planning group in the County; and WHEREAS, the East San Gabriel Valley Planning Committee was established through the joint efforts of the Los Angeles County Regional Planning Commission and the cities of the East San Gabriel Valley; and WHEREAS, the East San Gabriel Valley subregional area has been defined by the Regional Planning Commission as bounded on the north by the Foothills of the San Gabriel mountains; on the east by the County boundary; on the south by the County boundary, and the Puente Hills on the west by the San Gabriel River; and WHEREAS, among purposes of the East San Gabriel Valley Planning Committee are: To act as an organized voice for the area in matters of area -wide interest dealing with County, Regional, State and Federal Agencies; To coordinate area plans with the Regional Planning Commission; To advise the comprehensive, long range General Plans of the cities and unincorporated territory within the area; and WHEREAS, since the Committee's founding, the County of Los Angeles has maintained active membership and participation in the East San Gabriel Valley Planning Committee; and WHEREAS, the East San Gabriel Valley Planning Committee's composition represents the entire subregion; and WHEREAS, the East San Gabriel Valley Planning Committee has for over twenty (20) years coordinated local plans as well as reviewed county -wide plans affecting the East San Gabriel Valley subregion; and WHEREAS, the Work Program for Updating the Countywide General Plan dated October 21, 1975., states: "Cities will participate in the review process through the established area Planning Councils and the Los Angeles County Association of Planning Officials. 0 NOW, THEREFORE, the City of Azusa that the be re -affirmed by the Los area Planning Council and initiating recommendation as it pertains to the East 0 BE IT RESOLVED, by the City Council of East San Gabriel Valley Planning Committee Angeles County Board of Supervisors as the the agency with the responsibility for s for development of and reviewing said plan San Gabriel Valley. Adopted and approved this 29th day of June, 1976. County General Plan. The East San Gabriel Valley Planning Committee, of which Azusa is a member, was established in 1954 to, among other things, coordinate plans with the Regional Planning Commission and advise the comprehensive long-range general plans of the cities and unincorporated territory within the East San Gabriel Valley area. Los Angeles County is presently in the process of preparing and updating the County -wide General Plan. As a part of the work program for the update, on October 21st, 1975, the County adopted the policy that the cities would par- ticipate in the review process through the established area planning councils and the Los Angeles Association of Planning Officials. The attached Resolution requests that the Board of Supervisors reaffirm that the East San Gabriel Valley Planning Committee is the area planning council and the agency with the responsibility for initiating recommendations for development and reviewing the proposed L.A. County General Plan as it pertains to the East San Gabriel Valley. Since the entire East San Gabriel Valley has been placed to local ''spheres of influence'', and will ultimately be annexed to the local communities, it is felt that the local jurisdictions should have direct input for development of the County's General Plan for this area. This matter was considered by the Planning Commission during their regular meeting of June 23rd and it is their recommendation that the City Council adopt the attached Resolution and forward same to the City of Covina Planning Department with a cover letter signed by the Mayor, reaffirming our support of the East San Gabriel Valley Planning Committee as spokepersons for the East San Gabriel Valley. xe,000 42_57_�� Ralph L. County mona '.n Dim" ',6t Covina Dear Member: 0 June 16, 1976 At the final meeting of the E.S.G.V.P.C. for the 1975-76 year, held on Thursday, May 27, 1976, a resolution was introduced by the Planning Directors' Subcommittee urging the committee to present the resolution to their respective City Councils and asking the Councils' support on the resolution. The resolution, which is attached, states that the cities should have direct input into the County General Plan and that the City Councils reaffirm their support to the effect that the E.S.G.V.P.C. acts as spokes- person for the East San Gabriel Valley. We ask that the resolutions be sent to the City of Covina Planning Department, with a cover letter from the appropriate mayor, asking that Chairman Bob Fryke send the resolutions, together,as a show of support to the five members of the Board of Supervisors and the County Planning Director.
