A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF AZUSA ENDORSING SENATE BILL 3311,
H.R. No. 12461 AND H.R. No. 12608 RELATING
TO ELECTRICAL UTILITY RATE SETTING REFORM
AND REGULATORY PROCEDURES
WHEREAS, Senate Bill 3311 and House of Representative
Bill No. 12461 and House of Representative Bill No. 12608 have
been introduced in the current session of Congress for the
purpose of effecting needed reforms in the procedures followed
by the Federal Power Commission in the setting of electric
utility rates; and
WHEREAS, the Legislation, if enacted, will substantially
improve the rate setting and administrative procedures of the
Federal Power Commission and will:
1. Prevent the imposition of wholesale electrical
rate increases without hearing by the Federal
Power Commission and before a final rate order
has been issued by the Commission; and
2. Prevent a price squeeze being placed on
municipal systems whereby the wholesale rate
to cities is higher than the rate charged by
private utilities; and
WHEREAS, the users of electricity within the City of
Azusa are now paying for three separate wholesale rate increases
which are still under review by the Federal Power Commission; and
WHEREAS, the electrical rates presently being charged
by the City of Azusa exceed the rates being charged by the
Southern California Edison in the immediate vicinities of the
City.
NOW, THEREFORE, be it resolved by the City Council of
the City of Azusa, as follows:
SECTION 1. The City Council hereby endorses and urges
the Congress of the United States to pass at the earliest
possible time Senate Bill 3311 by Senator Moss, H.R. Bill
No. 12461 authored by Congressman Dingell and a number of other
members of the House of Representatives and H. R. Bill No.
12608 authored by Congressmen McFall and Edwards.
SECTION 2. The City Clerk shall certify to the adoption
of this resolution and is directed to send copies to the authors
of the legislation, to Congressman John H. Rousselot and to
the United States Senators for California.
