HomeMy WebLinkAboutResolution No. 6367RESOLUTION NO. 6357 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA STRONGLY URGING THE LOS ANGELES COUNTY BOARD OF SUPERVISORS TO CONTINUE THE PRESENT AID -TO -CITY PROGRAM FOR THE MAINTENANCE OF THAT PORTION OF THE HIGHWAYS INCLUDED IN THE MASTER PLAN OF HIGHWAYS WITHIN THE CITIES OF LOS ANGELES COUNTY. WHEREAS, a portion of the Gas Tax Funds are annually allocated for the maintenance and/or construction of the highways noted on the County's Master Plan of Highways; and WHEREAS, a portion of the County's Master Plan of Highways passes through various cities within the County of Los Angeles; and WHEREAS, these funds are presently equitably apportioned to these cities; and WHEREAS, these funds are urgently needed and required to protect the existing County Master Plan of Highway system which represents an investment worth billions of dollars and many years of construction; and WHEREAS, to neglect the maintenance of this highway system would not be fiscally sound; and WHEREAS, the diversion of Gas Tax Funds for Rapid Transit is a worthy program providing that existing public facilities are not jeopardized; and WHEREAS, the Aid -to -Cities Fund can be used for both maintenance and construction and Highway Through Cities Funds can be used for only construction and cannot be relied upon for normal operation and maintenance functions; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Azusa as follows: SECTION 1. That the City Council of the City of Azusa does hereby strongly urge the continuance of the Aid -to -City Program for the operation and maintenance of that portion of the County's Master Plan of Highways that are within the cities of the County of Los Angeles. SECTION 2. That if funding of the Master Plan of the County Highway System is to be reduced that the Highway Through Cities Program be reduced rather than the Aid -to -City Program since the Aid -to -City Program can be used more effectively and efficiently on an annual basis as a part of the normal city budget process. SECTION 3. That a copy of this resolution be sent to the Los Angeles County Board of Supervisors and the Los Angeles Division of the League of California Cities. PASSED, APPROVED and ADOPTED this 5th day of January, 1976.
