HomeMy WebLinkAboutResolution No. 64890 0 RESOLUTION N0. 6489 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ENDORSING THE PRIORITY PLAN FOR EXPENDITURE FOR JURISDICTIONS WITHIN THE COUNTY OF LOS ANGELES FROM THE NEJEDLY-HART STATE, URBAN, AND COASTAL PARK BOND ACT OF 1976. WHEREAS, SB 1321 approved by the Governor of the State of California on June 24th, 1976, created the Nejedly-Hart State, Urban, and Coastal Park Bond Act of 1976; and WHEREAS, the voters of the State of California on November 2nd, 1976, adopted the Nejedly-Hart State, Urban, and Coastal Park Bond Act of 1976 and authorized the issuance of bonds in the amount of $280 million to provide funds to acquire, develop, and restore real property for state and local park, beach, recreational and historical purposes; and WHEREAS, approximately $24.5 million of these funds will be available for use by Los Angeles County and eligible cities and districts within Los Angeles County for the acquisition and develop- ment of high priority projects; and WHEREAS, Section 5096.127 of the Public Resources Code requires that each County of the State submit a priority plan of expenditures to the State Department of Parks and Recreation prior to June 30th, 1978; and WHEREAS, the plan must be approved by at least 50 percent of the cities and districts within the County representing at least 50 percent of the population of the cities and districts, and by the County Board of Supervisors; and WHEREAS, similar provisions were required for State Beach, Park, Historical and Recreational Facilities Bond Act of 1974 and after numerous meetings more than 50 percent of the jurisdictions and representing more than 50 percent of the population agreed that the expenditure plan should provide 25 percent of the available funds to Los Angeles County in recognition of its regional park responsibility as well as its local park responsibility and the remaining 75 percent to be made available to cities and districts on an equal per capita basis except that no jurisdiction would receive less than $10,000; and WHEREAS, all cities and districts within Los Angeles County were invited to send representatives to a December 2nd, 1976 meeting wherein the attached priority plan for expenditures was adopted by an overwhelming majority; NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Azusa hereby approves the priority plan for expenditures for Los Angeles County as adopted at the December 2nd, 1976 meeting. Said plan is attached hereto and made a part hereof.
