A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF AZUSA RECOMMENDING AMENDMENT TO THE CALIF-
ORNIA PUBLIC UTILITIES CODE PROHIBITING TERM-
INATIONS IN PUBLIC TRANSPORTATION SERVICE IN
LABOR DISPUTES INVOLVING COLLECTIVE BARGAINING
ACTIVITIES OF PUBLIC TRANSPORTATION EMPLOYEES.
WHEREAS, under current
Transit District (RTD) employees
other public employees; and

WHEREAS, approximately two-thirds of the RTD budget
is currently funded by tax payers; and
WHEREAS, although RTD employees are entitled to fair '
wages and fringe benefits they should be treated no differently
than other public employees in that they should not be able to
utilize a work stoppage resulting in the withholding of a
needed public service, thereby resulting in a bargaining leverage
available to them which is not available to other public
employees; and
WHEREAS, RTD work.stoppages result in considerable
suffering in this community as well -as many others by reason
of citizens inconvenience, loss of jobs, missing necessary
medical treatments, and financial loss to employers; and
WHEREAS, since 1972, there have been eleven RTD work
stoppages and the average time transit service has been suspended
was 40 days each; and
WHEREAS, RTD is proposing amendments to the Public
Utilities Code to prohibit public transit employees from resorting
to work cessations resulting in termination of public transporta-
tion service as one of the collective bargaining tools available
to public transit employees.
Now therefore the City Council of the City of Azusa does
resolve as follows:
SECTION 1. That the City Council supports the Southern
California Rapid Transit District in its recommendation to amend
the Public Utilities Code to prohibit work cessations by public
transit employees as a collective bargaining tool in labor disputes
between such employees and employers.
SECTION 2. That the City Council urges members of the
State Legislature to favorably consider the proposed amendments
recommended by the Southern California Rapid Transit District in
order to place public transportation employees on an equal footing
with other public employees within the State relative to the
availability of collective bargaining tools in labor disputes.
SECTION 3. The City Clerk shall certify to the adoption
of this Resolution.
