The City Council of the City of Azusa
met in regular session at the above
time and place.
Present at roll call: Councilmen:
McIntire, Carr, Arnold, Chester, Morden,
City Attorney and City Clerk.
The minutes of the last regular meeting
of January 20,1936 were read and approved
as read.
' It was thereupon announced by the Mayor
that at 7:00 o'clock P.M. on this same
day in the regular council chambers in the
presence of all the members of the City
Council the City Clerk, at the direction
of the 6ouncil opened all bids received
by the City of Azusa for the award of the
'proposed Telephone and Telegraph Franchise,
which bid had been filed pursuant to
Published Notice and the Mayor then called
for a report from the City Clerk as to
said bids. Thereupon the City Clerk re-
ported that only one bid had been received
and that this bid was from the Associated
,Telephone'Company, Ltd, and same had been
opened at 7:00 o'clock P.M. as hereinbefore
stated. Said bid was in the amount of
$300.00 and appears in the files.
Thereupon it was resolved by the Council,
on motion by Councilman Chester, seconded
by Councilman Carr that the Telephone and
Telegraph Franchise specified in the
Published Notice, which notice was author-
ized in the meeting of December 16, 19350
be awarded to the Associated Telephone
Company, Ltd., the lowest, best, responsible
and only bidder; that said Telephone Company
be notified to file it's Bond with the City
of'Azusa pursuant to law and to the terms
of said Notice, and that the City Attorney
be instructed to draft a Franchise Ordinance
in accordance with law and pursuant to the
terms of said Notice for presentation to
and consideration by the Council.

Council:
Ayes: Councilmen: McIntire, Carr, Arnold,
Chester, Morden.
Noes: None. Absent: None.
Moved by Councilman Arnold, seconded by
Councilman Chester that the Cooking School
be given permission to use the Auditorium
February 19, 20 and 21.
Carried by the following vote of the
Council:
Ayes: Councilmen: McIntire, Carr, Arnold,
Chester, Morden.
' Noes: None. Absent: None.
Communications from Mr. Smith, Secretary to
Supervisor Legg, Mame B. Beaty, Clerk of the
Board of Supervisors, Wm. J. Fox, Chief
Engineer The Regional Planning Commission
and R. B. Lucky, Past President of the Azusa
Chamber of Commerce, were read and ordered
placed on file. '

Moved by Councilman Carr, seconded by
Councilman McIntire that same be referred
to Mr. Kressly to call to their attention
the proiect now in their files submitted
by the LCity of Azusa.

Council:
Ayes: Councilmen: McIntire, Carr, Arnold,
Chester, Morden.
Noes: None. Absent: None.
' A communication addressed to Mayor Morden,
signed by C. H. Howell, Chief Engineer of the
Los Angeles County Flood Control District,
.relative to the excavation on First Street,
was read.
Moved and carried that same be placed on file.
A request made by Earl Deull and J. B. Faris
to operate a pool hall, was presented.
Moved by Councilman Chester, seconded by
Councilman Carr that same be referred to the
City Council as a Committee of the Whole to
report back at the next regular meeting.
Carried by the following vote of the
Council:
Ayes: Councilmen: McIntire, Carr, Arnold,
Chester, Morden.
Noes: None. Absent: None.
Moved by Councilman Arnold, seconded by
Councilman McIntire that the Mayor and City
Clerk be authorized and instructed to sign
contracts for the purchase of gasoline,
between the City of Azusa and the Standard
' Oil Company, Union Oil Company, and Shell
011 Company.
Carried by the following vote of the
Council:
Ayes: Councilmen: McIntire, Carr, Arnold,
Chester, Morden.
Noes: None. Absent: None.
Councilman Chester offered a Resolution
entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF AZUSA CONSENTING TO AND REQUESTING
THE BOARD OF SUPERVISORS OF LOS ANGELES
COUNTY, CALIFORNIA, TO ENFORCE STATE
STATUES RELATING TO PUBLIC HEALTH AND
VITAL STATISTICS UNDER POLITICAL CODE
SECTION 4225 AS AMENDED, WITHIN THE CITY
OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA.
Moved by Councilman Arnold, seconded by
Councilman McIntire that this Resolution
be adopted as read and numbered Resolution
No. 1481.
Carried by the following vote of the Council:
Ayes: Councilmen: McIntire, Carr, Arnold,
Chester, Morden.
Noes: None. Absent: None.
A communication from the League of Calif-
ornia Municipalities relative to pro-
posed initiative measure sponsored by the
Local Option League, was discussed.
Moved and carried that same be referred to
the City Attorney.
Communication relative

Moved by Councilman Carr, seconded by
Councilman Arnold that, except in the case
of an emergency, all purchases of materials
or equipment for the City of Azusa, must
be discussed and agreed upon by all
members of the City Council and the Pur-
chase Order signed by the Purchasing
Committee before the order is placed.
