HomeMy WebLinkAboutResolution No. 66630 0 RESOLUTION NO.6663 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA SUPPORTING AND ENDORSING PROPOSITION A, IN JUNE 6, 1978, BALLOT. The City Council of the City of Azusa does hereby resolve as follows: WHEREAS, the prevailing wage clause was included in the Los Angeles Charter in 1913 to guarantee County employees an equal wage because they had no union or bargaining rights, and WHEREAS, this sixty-five year old clause is no longer needed because County employees now have the guaranteed right to organize collectively for wages and benefits; furthermore, there is j.ob security through Civil Service. This excessive security for County employees is not available to job holders in private industry, and WHEREAS, each year a government conducted survey estab- lishes wages to be paid County employees based upon employees doing the same job in other industries. The survey does not include a survey of fringe benefits. This establishes the mandatory wage floor to start all union negotiations,:and WHEREAS, this uniform charter clause prevents the County from bargaining freely on wages and fringe benefits. Therefore, the union has complete flexibility to bargain above the prevailing wage floor. NOW, THEREFORE, LET IT BE RESOLVED, that the City Council of the City of Azusa, recognizes that this unequal and over- generous protection of County employees, which includes Civil Service, collective bargaining and prevailing wage has created an economic disaster for the tax payer. There- fore, the City Council of the City of Azusa endorses and supports Proposition A, and urges all voters within the City of Azusa to vote YES on Proposition A, thereby relieving the tax payers of an onerous and unfair,burder.
