A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF AZUSA CERTIFYING THE FINAL ENVIRONMENTAL
IMPACT REPORT FOR THE AZUSA CENTRAL BUSINESS
DISTRICT REDEVELOPMENT PROJECT, AND MAKING
CERTAIN FINDINGS WITH RESPECT TO THE ENVIRON-
MENTAL IMPACTS OF SAID PROJECT
WHEREAS, a Draft Environmental Impact Report for the proposed
Azusa Central Business District Redevelopment Project has heretofore
been prepared and circulated for comment pursuant to the California
Environmental Quality Act of 1970 (CEQA), and State and local regula-
tions and guidelines adopted pursuant thereto; and
WHEREAS, a duly noticed public hearing was held on said Report
by the Redevelopment Agency on June 19, 1978, at which time all per-
sons were given an opportunity to be heard; and
WHEREAS, the Redevelopment Agency, on June 19, 1978, certified
that the Final Environmental Impact Report for the proposed Azusa
Central Business District Redevelopment Project was prepared and
completed in compliance with said Act and State, and local regulations
and guidelines adopted pursuant thereto; and
WHEREAS, the Redevelopment Agency further certified on June 19,
1978, that the information contained in the Final Environmental Impact
Report for said Project had been reviewed and considered by the mem-
bers of the Agency Board; and
. WHEREAS, the Redevelopment Agency, on June 19, 1978, found and
determined that said Project will not have a significant effect or
result in a substantial, or potentially substantial, adverse change
in the environment; and
WHEREAS, a Final Environmental Impact Report for the Project has
been prepared pursuant to said .statutes, regulations and guidelines;
and
WHEREAS, this Council has reviewed and considered the informa-
tion contained in said Final Environmental Impact Report.
NOW, THEREFORE, the City Council of the City of Azusa does here-
by resolve as follows:
SECTION 1. The City Council hereby certifies that the Final
Environmental Impact Report for the proposed Azusa Central Business
District Redevelopment Project has been prepared and completed in
compliance with the California Environmental Quality Act of 1970
(CEQA), and State and local.regulations and guidelines adopted pur-
suant thereto.
SECTION 2. The City Council hereby further certifies that the
information contained in the Final Environmental Impact Report for
said Project has been reviewed and considered by the members of the
City Council.
SECTION 3. The City Council hereby further finds and determines
as follows with respect to the adverse environmental impacts detailed
in the Final Environmental Impact Report:
A. That the adverse environmental impacts
of the Project set forth in the.Environ-
mental Impact Report, including those
raised in comments to the Draft Environ-
mental Impact Report, has been considered
and recognized by the City Council.

B. That none of said adverse impacts will have a
significant effect, or result in a substantial,
or potentially substantial, adverse change in
the environment.
C. That based upon the information contained in
the proposed Redevelopment Plan for the Pro-
ject and in the Final Environmental Impact
Report, including but not limited to the in-
formation contained in Sections IV.0 (pp.
61-65) and XIII. (p. 87) thereof, the City
Council hereby finds and determines that
changes or alterations have been required in,
or incorporated into, the Project which miti-
gate or avoid each of the adverse environmental
impacts identified in Section IV.A (pp. 47-60)
and Section IV.B (pp. 60-61) of said Report.
D. That as to the adverse environmental impacts of
the Project listed in said Section IV.B. of the
Final Environmental Impact Report which cannot
be entirely mitigated or avoided if the Pro-
ject is implemented, the City Council hereby
finds and determines that the specific economic,
social, financial, environmental and other con-
siderations set forth in the Final Environmental
Impact Report, including but not limited to those
considerations set forth in Section II. (pp. 4-11),
III. (pp. 11-46), V. (pp. 65-67), VI. (pp. 67-69),
VIII. (p. 70), and XIII. (p. 87), make infeasible
the mitigation measures and project alternatives
identified in the Final Environmental Impact Re-
port with respect to each such adverse environ-
mental impact which cannot be entirely mitigated
or avoided.
SECTION 4. The City Council finds and determines that said Pro-
ject will not have a significant effect or result in a substantial,
or potentially substantial, adverse change in the environment.
