HomeMy WebLinkAboutResolution No. 6756RESOLUTION NO. 6756 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA COMMITTING TO THE IMPLEMENTATION AND ENFORCEMENT OF THOSE ELEMENTS OF THE SOUTH COAST AREAWIDE WASTE TREATMENT MANAGEMENT PLAN APPROP- RIATE TO ITS JURISDICTION. WHEREAS, the Federal Water Pollution Control Act (33 U.S.C. 1251, et. seq., as amended) seeks to develop a cooperative Federal State, regional and local government program to prevent and control sources of pollution to ground and surface waters in order to restore and maintain the chemical, physical and biological integrity of the Nation's waters; and WHEREAS, pursuant to Section 208 of the Federal Water Pollution Control Act of 1972, as amended, the Southern California Association of Governments (herein referred to as SCAG) has prepared an Area - wide Waste Treatment Management Plan for the South Coast area with the assistance of the Counties of Los Angeles, Orange, Riverside and San Bernardino, the City of Los Angeles, the Newport -Irvine Waste -Management Planning Agency, the Santa Ana Watershed Project Authority and the Ventura Regional County Sanitation District; and WHEREAS, the Areawide Waste Treatment Management Plan for the South Coast area will be adopted by SCAG on April 5, 1979, and forwar- ded to the State Water Resources Control Board for certification and thereafter will be forwarded to the Federal Environmental Protection Agency in compliance with Section 208 (b) (3) of the Federal Water Pollution Control Act of 1972, as amended; and WHEREAS, the Areawide Waste Treatment Management Plan for the South Coast Area proposes management agencies to be responsible for plan implementation and pursuant to published United States Environ- menatal Protection Agency guidelines (42 Fed. Reg. 44777 (1977)) must indicate each management agency's willingness to proceed to carry out its responsibilities as identified in the Plan; and WHEREAS, the City of Azusa is assigned certain responsibili- ties in the Areawide Waste Treatment Management Plan for the South Coast Area, approved by the SCAG Executive Committee on February 1, 1979; NOW, THEREFORE BE IT RESOLVED that it is the intent of the City Council of the City of Azusa: Section 1: To proceed with implementation of its responsi- bilities as set forth in the 208 Areawide Waste Treatment Management Plan as approved by SCAG said responsibilities specifically described as follows: a. Maintain existing street sweeping programs (Prior to Proposition 13) with consideration given to increasing their effectiveness in reducing waste - loads to receiving waters, to the extent finan- cially feasible. b. Maintain current litter control programs, to the extent financiallyfeasible. -2- c. Maintain current catchbasin and storm drain cleaning programs with consideration given to increasing program effectiveness, to the extent financially feasible. Section 2: To forward copies of this resolution to the Southern California Association of Governments. Adopted and approved this 20th day of February, 1979.
