HomeMy WebLinkAboutResolution No. 7056D RESOLUTION NO. 7056 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA URGING THE IAS ANGELES COUNTY BOARD OF SUPERVISORS TO TAKE IMMEDIATE ACTION RE- GARDING ITS USING MUNICIPAL PROPERTY TAX IN- COME TO PROVIDE MUNICIPAL TYPE SERVICES TO UNINCORPORATED COMMUNITIES. The City Council of the City of Azusa does hereby resolve as follows: WHEREAS, Los Angeles County currently spends an estimated $50 to $60 million of the money it collects annually in property taxes from all county resi- dents to provide municipal type services exclu- sively within its unincorporated communities; and WHEREAS, the six million residents of cities inside the county not only pay taxes to cover their own municipal services but also pay most of the cost for services which the county provides exclusively to the one million residents of unincorporated areas; and WHEREAS, for more than three decades, this unjustifiable tax burden has been arbitrarily and indiscrimi- nately imposed by the Los Angeles County Board of Supervisors, who refused repeated appeals from the City of Los Angeles and other incor- porated cities in the county to stop this con- fiscatory -practice; and WHEREAS, the Board of Supervisors failed to remedy this situation even after passage in 1953 of the County Service Area Law, enabling legislation which other counties in the state used to reform their taxing systems so as to tax residents of unincorporated areas for municiapl type services to unincorporated areas. On October 20, 1981, a Superior Court judgement was issued in the City's favor. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Azusa, urges in the strongest manner, the Los Angeles County Board of Supervisors to take immediate action to comply with the court decision, end this inequitable system of tax- ation and not allow the matter to drag on through costly court appeals, paid for by county taxpayers. ADOPTED AND APPROVED this 7th day of December, 1981.
