HomeMy WebLinkAboutResolution No. 7032RESOLUTION N0. 7032 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, REQUESTING THE LOS ANGELES COUNTY BOARD OF SUPERVISORS TO STOP SUBSIDIZING CITIES CONTRACTING FOR COUNTY ANIMAL CARE AND CONTROL SERVICES. WHEREAS, The Los Angeles County Grand Jury Audit Committee has reported that the Los Angeles County Department of Animal Care and Control's contract service programs resulted in a County general fund subsidy to 32 contract cities in excess of $1,500,000 in fiscal 1979-80; and WHEREAS, the Grand Jury reports that said subsidies are continuing and that each and every contract city receives a portion of said subsidy; and WHEREAS, said subsidies constitute a gift of public funds in violation of Article XVI, Section 6 of the California Constitution; and WHEREAS, said subsidies constitute a tax on the citizens of this city for the direct benefit of the citizens of other incorporated cities; and WHEREAS, this City pays for its own animal care and control services and does not benefit from services provided by the County of Los Angeles to said contract cities; NOW, THEREFORE, BE IT RESOLVED THAT: 1. The Mayor notify the Board of Supervisors of the County of Los Angeles of this City's objection to said subsidies. 2. The Mayor instruct the City Attorney to advise this Council of alternative courses of action if the Board of Supervisors fails to terminate said subsidies forthwith. 3. That this City urge all cities in Los Angeles County not contracting for County Animal Care and Control Services to address the issue of contract city subsidies with like resolve.
