A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF AZUSA DENYING THE APPEAL AND
APPROVING A CONDITIONAL USE PERMIT (C-282,
SAN GABRIEL VALLEY BANK)
NOW, THEREFORE, the City Council of the City of
Azusa does resolve as follows:
SECTION 1. The City Council of the City of Azusa
does hereby find and determine that there was filed with the
Planning Commission the application of San Gabriel Valley Bank
(Conditional Use Permit Case No. -C-282) requesting a Conditional
Use Permit permitting use of a temporary office structure for
a period of four years pursuant to Section 15.36.020 of the
Azusa Municiapl Code; that a duly noticed public hearing was
held on said application by the Planning Commission on
October 20, 1982, and that the Planning Commission conditionally
approved the permit; that the matter was appealed to the City
Council by a motion of the Council on November 15, 1982; that
a duly noticed public hearing was held by the City Council on
said appeal on December 6, 1982, at which time oral and written
evidence was received and considered.
SECTION 2. After due notice and public hearing in
consideration of all written and oral evidence presented at
said public hearing, the City Council finds that:
A. The subject property is located at
444 East Foothill Boulevard, Azusa, and is_located
in the C-2 zone (restricted commercial).
B. The public necessity, convenience, welfare
and good zoning practice justify the issuance of
the conditional use permit in that the four-year
period is a reasonable and necessary amount of time
to enable the bank to comply with all federal,
state and local laws regarding development and that
during such interim period the temporary structure
will not adversely affect surrounding properties
in the zone.
SECTION 3. The appeal of Conditional Use Permit C-282
is denied and Conditional Use Permit C-282 is*w-reby approved
subject to the following conditions:
A. Approval of the use of the mobile office
structure is for office purposes only and shall
expire four years from the date of approval of
this conditional use permit.
B. The existing masonry wall shall be main_
tained at all times.
C. All parking and drive area lighting shall
be directed away from the adjacent property and
shall be shielded in such a manner to prevent
spillover onto the adjacent property.

D. All landscaped areas shall be adequately
maintained at all times including but not limited
to proper irrigation, fertilization, weeding,
mowing, pruning and/or replacement as necessary.
E. Any and all mechanical equipment in-
stalled as a result of this conditional use permit
shall be soundproofed in such a manner as not to
be discernible beyond the property line.
F., Any exterior speaker system provided as
part of,the drive=up,window.shall be located and
operated in such a manner as to eliminate disturb-
ances beyond the property lines.
G. All construction shall comply with the
plot plan submitted.
SECTION 4. The City Council does hereby find and
declare that the Conditional Use Permit for the subject
property described herein will not have a substantial adverse
effect upon the environment and that the Negative Declaration
attached hereto as "Exhibit A" has been prepared in accord-
ance with the California Environmental Quality Act of 1970
(CEQA), as amended, and the State CEQA Guidelines and is
hereby approved and adopted by the City Council.
SECTION 5. The City Clerk shallcertify to the
adoption of this Resolution.

Initial Study
A copy of the Initial Study for Public Works projects will be available to the
public in the Azusa Public Works Department. A copy of the initial Study for
Planning Department projects will be in the Planning bepartment and the Public
Library. Comments from the public on the projects may be made, In writing, to
the respective department directors or at the public hearings for the projects.
Project Description: Subject property is located at 444 East Foothill Blvd., and zoned
C-2. Applicant is requesting the use of a mobile office structure for a period of 3 to
5 years. On 7/8/81, the Planning Commission granted the use of a mobile office at this
present site for a period of one year. Applicant has not build the permanent bank structur
and feels that it might take the additional time to complete. Therefore, applicant is
requesting a conditional use permit to allow this mobile office additional time before
the permanent bank structure is built. (Since the old conditional use permit expired,
the applicant needed to re -process a completely new conditional use permit instead of
requesting the needed additional time.)

22. A conditional use permit is required by the Azusa Municipal Code whenever the
use of a mobile office structure requires a longer period of time than 6 months.
In this case, applicant was granted a conditional use permit (C-258) on 7/8/82 for a
period of time of one year. That one year has expired and applicant has not completed
the permanent structure. Therefore, the applicant is requesting a new conditional use
