HomeMy WebLinkAboutResolution No. 7162vl RESOLUTION NO. 7162 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ':_AMENDING THE JOB SPECIFICATIONS FOR SUPERINTENDENT OF LIGHT AND POWER AND CHANGING THE CLASSIFICATION TITLE TO UTILITY DIRECTOR. THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The job specifications for the classification of Superintendent of Light and Power are hereby amended to read in accordance with EXhibit.:A attached hereto and incorporated herein by reference. SECTION 2. Title of classification is to be changed from Superintendent of Light and Power to Utility Director. SECTION 3. This Resolution shall become effective immediately. SECTION 4. The City Clerk shall certify to the adoption of this Resolution. ADOPTED AND APPROVED this 19th day of July, 1982. CITY OF AZUSA . DATE: UTILITY DIRECTOR JOB SUM.`7ARY Under administrative direction - plans, directs, coordinates, and administers the engineer- ing, construction and maintenance of the Light and Power Department as related to the trans- mission, distribution, and sale of electricity for the city; and assumes and performs related responsibilities and duties as required. Representative Duties Plans, organizes, and directs the City's light and power operations, including engineering, construction and maintenance operations; confers with the City Administrator on departmental policies, programs, and coordination of activities with those of other departments and public agencies; prepares annual budget estimates and supervises the administration of the final budget of the department; supervises the training and evaluation of the departmental person- nel; represents the department at various meetings and events; keeps abreast of developments in the electrical utility field; is responsible for all major engineering plans and specifi- cations and inspects work in progress and on completion; directs the preparation of reports and correspondence and the maintenance of departmental records; consults with customers and determines needs in special cases; carries out public relations and public information programs; approves purchase orders and personnel actions; prepares plans, specifications and reports, Organizational Responsibilities The Utility Director is a one -position class. An employee in this position reports to the City Administrator, and directs the operations of the Light and Power Department. QUALIFICATIONS GUIDE Training and Experience High School graduation or equivalency, supplemented by extensive college level courses in electrical engineering, construction and maintenance; and Eight years of progressively responsible administrative and supervisory experience in the operation of an electrical utility system. Knowledge and Abilities Thorough knowledge of the principles and practices of electrical utility administration, operation, construction, and maintenance; principles and practices of modern business manage- ment, financial planning, personnel administration, community and customer relations; principles of local government organization, supervision and training: Good knowledge of laws related to the operation of a light and power utility in the State of California; the principles and practices of engineering as applied to the development, construction, and maintenance of an electrical utility system; employee motivation and morale, grievance pro- cedures, and employee relations. Practical understanding of, and familiarity with, business accounting, financial statements, profit and loss statements, cash flow projections, capital improvements planning, rate set- ting procedures, and cost accounting. Ability to plan, coordinate, and direct the development and operation of an electrical utility program, supervise and coordinate the work of professional skilled, unskilled, and clerical personnel effectively; analyze business and operating problems and prepare and present written and oral reports; establish and maintain effective relationships with the other City officials, employees, and the public.
