HomeMy WebLinkAboutResolution No. 7160RESOLUTION NO. 7160 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING THE JOB SPECIFICATIONS FOR POLICE CAPTAIN THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The job specifications for the classification of Police Captain are hereby amended to read in accordance with Exhibit A attached hereto and incorporated herein by reference. SECTION 2. This Resolution shall become effective immediately. SECTION 3. The City Clerk shall certify to the adoption of this Resolution. ADOPTED AND APPROVED this 19th day of July, 1982. i I IIEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Azusa at a regular meeting hereof held on the 19th day of July, 1982, by the following vote of the Council: AYES: COUNCILMEMBERS": NOES: COUNCILMEMBERS: Decker, Hart, Latta, Moses None ABSENT: COUNCILMEMBERS: None CITY OF AZUSA POLICE CAPTAIN JOB SUMMARY DATE: Under general direction, commands Administrative Services Division or Operations Division; plans, directs, and supervises law enforce- ment, crime prevention, records keeping, and support services within the department; acts for the Chief of Police in his absence or at his direction; performs and assumes other duties and responsibilities as required. Representative Duties 1. As Administrative Services Division Commander - directs and supervises the planning and maintenance of the records bureau functions, including computer operations; directs jail maintenance and prisoner care; directs the storing of evidence and other property held in custody by the department; directs the maintenance and repair of all department equipment including vehicles, office, and communications equipment, and the maintenance of the police facility; directs the procurement and inventory of department supplies; directs and supervises planning and training of personnel within the department; supervises personnel matters and recruitment including personnel investigations and background investigations; acts as liaison between Police and Personnel departments; directs and supervises the legalfunction within the department including the establishment of policies, procedures; and Pitchess Motions; under direction of the Chief of Police, prepares drafts of ordinances and laws regarding public safety; directs the opera- tion of animal regulation personnel; supervises the crime prevention program; assists in budget preparation. 2. As Operations Division Commander - directs and supervises the deployment of personnel and equipment to achieve maximum efficiency in maintaining a city-wide patrol function; assigns personnel to watches; performs a continuing analysis of crime reports and beat assignments; supervises and reviews work of watch commanders and field supervisors; reviews the operation of all patrol shifts; implements improved patrol methods and practices; directs all investigative activities of the division; directs initial case assignments to detectives and periodically reviews progress of cases assigned; personally investigates cases as directed by the Chief of Police; supervises and directs the activities of the crime task force; prepares periodic reports; assesses the training needs of personnel under his command; directs the activities of personnel assigned to municipal code enforcement and police communications; directs assignment and activities of police reserve officers; assists in budget preparation. Organizational Responsibilities Police captain is a two position class. An employee of this EXHIBIT A 1 yJ t POLICE CAPTAIN (cont.) class reports to the Chief of Police and directs the operation of a division; directly supervises police lieutenants, police sergeants, record supervisor, and crime prevention officer; directs the activities of police officers, police dispatchers, police clerks, animal control officers, and police reserve officers. Days and hours of assignment are directed by the Chief of Police. QUALIFICATIONS GUIDE Training and Experience A Bachelor's Degree in police science, public administration, or related field, and three years of broad experience as a police lieu- tenant in a modern law enforcement agency; or Two years experience of college (equivalent to 60 semester units) and five --years' as police lieutenant in.a modern law enforcement agency. Certificates and Licenses Current California 'driver's license P.O:S;.T: Advanced: -Certificate P.O.S.T. Management Cerificate KnowledQes and Abilities Knowledge of modern police administration, organization, and development of personnel and equipment; of obligations, responsi- bilities, functions, and procedures of the Police Department, and the limitations upon its authority; of modern patrol, traffic, and investigative techniques; of modern techniques in police - handling of juveniles and crime prevention programs; of records, communications, identification, and jail procedures and tech- niques; of criminal law, court procedure, rules of evidence, custody of persons, search and seizure, civil rights, and related constitutional, legal, and court decisions affecting police jurisdiction; of police science, personnel administration, training, and modern management practices. Ability to plan, direct, coordinate, and control the various divisions of the Police Department; to think and act quickly in emergencies; to analyze statistics and prepare comprehensive reports; to win the respect and cooperation of police personnel, the general public, and other public safety agencies, primarily through leadership, superior ability, and example.
