M. 11 The City Council of the City of Azusa met in regular session at the above time and place. Present at roll call: Councilmen: Roll call. Strohmeier, McIntire, Arnold, Chester, Carr, City Kttorney and City Clerk. The minutes of the last regular meeting Minutes approved. of November 2nd were read and approved as read. An application for work in the office of Application and the Collector of =sight and Water, made communication order - by Audrey Wellman, also a letter from ed placed on file. Hiram F. Cleaver, commending the Azusa Police Department$, were read and order- ed placed on file. Dr. Cook refused the $3.00 warrant issued him in payment of a sobriety test. Stating his price for such a test is $5.00. Moved by Councilman Chester, seconded by Authorization of Councilman McIntire that the $3.00 payment to Dr. Cock warrant issued to r. Cook be cancelled of $5.00 for sob - and a warrant for 05.00 issued to Dr. riety test. Cook in payment of statement rendered. They come without the bottle at the top and should you wish us to procure one they iould be approximately 2.25 each, not know- ing whether you would be getting bottled water we are quoting without the bottle. CALVERT ELECTRIC SHOP We respectfully submit the following bid on Frigidaire Water Coolers for use in the City Clerk's and '.Vater Department offices. Two (2) #P-1 pressure type water coolers � $95.00 ea. installed ..........$190.00 The above water coolers have a cooling capacity of 11 gallons of water per hour from 80 degrees down to 50 degrees - the ideal temperature for drinking. HARRY LINDSAY I wish to herewith file the following bid to supply the City of Azusa City Clerk's Office with one electric water cooler. I can supply a Kelvinator type W1 water cooler in either the bottle type or city water type for $99.50 laid down at the city hall. The above price does not include running water or electric conduit lines for a distance greater than five feet. JNO. F. Councilman McIntire offered an Ordinance entitled: AN ORDINANCE OF THE CITY OF AZUSA PROHIBITING THE ERECTION OF MORE THAN ONE DWELLING ON A PLOT OF GROUND WITH FRONTAGE. OF NOT MORE THAN 50 FEET OR DEPTH OF NOT MORE THAN 150 FEET; PROHIBITING THE ERECTION OF MORE THAN ONE DWELLING ON A PLOT OF GROUND WITH FRONTAGE OF MORE THAN 50 FEET OR DEPTH OF MORE THAN 150 FEET EXCEPT ON PERMIT OF CITY COUNCIL RECOMMEND- ED BY BUILDING INSPECTOR AND CITY PLANNING COMMISSION; PROHIBITING THE ERECTION OF A DWELLING WHEN THERE IS ALREADY A DYVTLLING STANDING ON THE SAME PLOT OF GROUND WITH EX- EPTIONS AS TO LOTS BOUNDED BY TWO OR MORE STREETS, AND COURTS, UPON PERMIT GRANTED BY CITY COUNCIL RECOMT;TENDED BY BUILDING INSPECT- OR AND CITY PLANNING CO18TISSION; DEFINING TERMS AND FIXING PENALTIES. to be placed upon its first reading. This Ordinance was then read for the first time. Councilman Chester offered a Resolution entitled: A RESOLUTION OF THE CITY COUVCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, DIRECTING THE BUILDING INSPECTOR IS ISSUE NO MORE PERMITS FOR DWELLING UNLESS APPROVED BY THE CITY COUNCIL. Moved by Councilman Arnold, seconded by Councilman Chester that this Resolution be adopted as read and numbered Resolution No. ' 1510. Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, McIntire, Arnold, Chester, Carr. Noes: None. Absent: None. Moved and carried that the Street Super- intendent be authorized to sell the old Dodge automobile. Jack Pierce, Superintendent of Light and Water, requested permission to purchase material to decorate the deodor tree for the holiday season. Moved and carried that he be authorized and instructed to purchase material and trim the tree. Moved by Councilman Arnold, seconded by Councilman Chester that the Mayor and City Clerk be instructed and authorized to sign a contract between the City of Azusa and the Ellis Neon Company. Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, McIntire, Arnold, Chester, Carr. Noes: None. Absent: None. James Rogers, Jr., Chief of the Fire Department, requested a new set of brakes for the Seagrave Truck. Moved by Councilman Chester, seconded by Councilman Arnold that this matter be referred to the Purchasing Committee with Power to act. ORDINANCE read for first time. RESOLUTION NO. 151C ADOPTED Street Superinten- dent authorized to sell Dodge. Jack Pierce in- structed to trim tree. Mayor and City Clerk authorized to sign contract between the City of Azusa and Ellis Neon Company. Brakes for Fire Truck referred to the Purchasing Committee. 16 r; N 17 MINUTES OF THE CITY COUNCIL MEETING. NOVEMBER 16, 1936. 7:30 P.M. Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, McIntire, Arnold, Chester, Carr. Noes: None. Absent: None. City Attorney Miller stated that the re- commendations left with him by the Board of Dire Underwriters were: The Chief should be removable only for cause. That appointments to Fire Department be on a merit basis. The City must adopt an Ordinance governing the storage of inflamable liquids, also an Electrical Code where inspections and Etc. be of a high degree of efficiency in order to cut down fire hazards. Mr. Rogers added that the City would be required to purchase a 500 gallon com- ' bination triple pumper, 1000 feet of 2" hose and a 24 foot ladder. Chief of Police Bierbower appeared before the Council stating that a dance had been given last Sunday night in order to raise money to assist the Coordinating Council to help the Mexican boys. No action taken. Moved by Councilman Chester, seconded by Councilman Strohmeier that the following requisitions be allowed: 1611-1612-1613- 1614-1615-1616-1617-1618 Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, McIntire, Arnold, Chester, Carr. Noes: None. Absent: None. Fumigating Orange Grove referred to Coum ilman Chester. Recommendations made by Fire Underwriters. Chief of Police reported on dance. Requisitions Moved by Councilman Arnold, seconded by Councilman Chester that the following bills be allowed and warrants ordered drawn upon the Treasury for the same. Kressly Engineering $ 81.38 Councilman Chester reported that the City Orange Grove was in need of spraying or fumigating. It was agreed that this matter be referred to Councilman Chester with power to act. H. V. Owens appeared before the Council stating that the Board of Fire Underwiters had checked the town and made recommendations necessary to change the rating of Azusa from a 7th to a 6th class City. He suggested that when the recommendations were complied with that either he or Mr. Colton be notified.
