HomeMy WebLinkAboutResolution No. 73720 RESOLUTION NO. 7372 0 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING THE JOB SPECIFICATIONS FOR CONSUMER SERVICE MANAGER THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The job specifications for the classifica- tion of Consumer Service Manager are hereby amended to read in accordance with Exhibit A attached hereto and incorporated herein by reference. SECTION 2. This Resolution shall become effective immediately. SECTION 3. The City Clerk shall certify to the adoption of this Resolution. ADOPTED AND APPROVED THIS 21st day of November, 1983. I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Azusa at a regular meeting hereof held on the 21st day of November, 1983, by the following vote of Council: AYES: COUNCILMEMBERS: NOES: COUNCILMEMBERS: ABSENT: COUNCILMEMBERS 44--e ,e - CITY CLERK CRUZ, LATTA, MOSES NONE NONE CITY OF AZUSA CONSUMER SERVICE MANAGER JOB SUMMARY 0 Date Adopted: Under general direction -- plans and supervises the customer operations; financial record- keeping and reporting; and the computerized billing, computing, collecting, meter reading and control activities of the electric and water utilities. Plans billing procedures and new work systems in the Consumer Service Division. Acts as general administrative assistant to the Utility Director; and assumes and performs related responsibilities and duties as required. Representative Duties Responsible for all the meter reading, computerized billing, customer records, financial recordkeeping and reporting activities of the Consumer Services Division. Supervises the transfer, computing, and billing processes in the preparation of electric, water, and special billings. Recommends, assists in developing, installs and supervises the control systems between the Consumer Service Division and Finance Department. Recommends the use of accounting and record processing equipment systems and programs. Supervises the pre- paration of, or prepares all financial reports made from the Consumer Service Division, including those to the State Energy Commission, the State Board of Equalization, and the City Council; including annual budget, profit and loss statements, monthly financial state- ments, and cost accounting reports. Supervises the posting of entries to and balances of the cash book and the consumer deposit fund. Signs checks on the revolving consumer deposit fund, in conjunction with the City Treasurer. Confers with superiors in connection with policies and problems of the commerical activities. Gives out information to the public. Supervises training of new personnel. Organizational Responsibilities The Consumer Service Manager is a one -position class reporting directly to the Utility Director, and supervising the functions and activities of the Consumer Service Division, including office and field personnel. QUALIFICATIONS GUIDE Training and Experience A.A. Degree or equivalent. Bachelor's degreeor master's degree is desirable. Five years of increasingly responsible experience in utility office procedures, and utility billings including computerized billing systems; with at least two years in a supervisory position. Practical training and experience in developing electronic data processing or other systems and programs appropriate for automatic billing equipment or computers is highly desirable. Knowledge and Abilities Thorough knowledge of accounting, bookkeeping, financial, customer, and clerical record- keeping procedures, as applied to utility commercial activities; modern office methods, bookkeeping and automatic data processing equipment, systems, and programming; good knowl- edge of the principles of accounting, cost accounting, budgeting, office administration, personnel management, training, and supervision. Ability to plan and maintain an even flow of work under heavy workloads and pressures; plan and direct the work of a large office staff; plan and revise commercial office pro- cedure, including the use of new equipment, systems, and programs; integrate the record- keeping functions of both electric and water utilities; work cooperatively with the Finance Department in developing and systematizing effective billing and other financial recordkeeping programs; cooperate with other city departments; prepare reports and make public presentations as required. Skills Operate various types of bookkeeping, billing, and calculating machines. Familiarity with electronic data processing, programming and procedures. Page 2 of 2
