HomeMy WebLinkAboutResolution No. 73490 0 RESOLUTION NO. 73+9 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING THE JOB SPECIFI- CATIONS FOR DIRECTOR OF PUBLIC WORKS THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The job specifications for the classifica- tion of Director of Public Works are hereby amended to read in accordance with Exhibit A attached hereto and incorporated herein by reference. SECTION 2. This Resolution shall become effective immediately. SECTION 3. The City Clerk shall certify to the adoption of this Resolution. ADOPTED AND APPROVED THIS 17th day of October, 1983. I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Azusa at a regular meeting hereof held on the 17th day of October, 1983, by the following vote of Council: AYES: COUNCILMEMBERS: CRUZ, LATTA, MOSES NOES: COUNCILMEMBERS: NONE ABSENT: OUfdCI MEMBERS: NONE NONE 7Y CLERK < 0 0 CITY OF AZUSA (Exhibit A) DIRECTOR OF PUBLIC WORKS JOB SUMMARY Date adopted: Under administrative direction -- plans, organizes, controls, and coordinates all engineering, water utility, building and safety, central garage, and public works functions of the City; advises the City Council, administrative officials, boards and commissions on engineering and public works matters; and assumes and performs related responsibilities and duties as required. Representative Duties Acts as advisor to the City Administrator on engineering, water utility, building, central garage, and public works matters; directs and coordinates all public works operations in the City; advises on major engineering work in progress whether per- formed by City personnel or private contractors; plans long-range projects and gives overall direction to the work of the engineering functions of surveying and mapping, traffic engineering, procurement of right-of-way, inspection of public works projects, the maintenance and construction of water and sewage facilities, the maintenance and construction of streets, sidewalks, and drainage:;structures; assists with the develop- ment and coordination of City planning operations; directs the preparation of, and reviews plans, specifications, estimates, and contracts for major projects of public works, street construction and municipal structures; reviews final subdivision maps and subdivision improvement plans; confers with subdivision contractors and engineers on problems relating to subdivision improvements and public works design, construction, and providing engineering information and advice. Advises other municipal officials on engineering and public works proposals; directs and conducts studies and prepares reports on proposed improvements, repairs, or changes in public works; directs the keeping of accurate records, maps, field notes, and memoranda; directs and performs research in regard to equipment and operations employed in public works; advises on the acceptance of bids and the ordering of supplies and equipment; prepares and coordinates departmental budget estimates; reviews divisional operations schedules with regard to budget balances; prepares reports on the progress or completion of public works or repairs; represents the department at meetings,,conferences and conventions of public works or engineering personnel as requested. Acts as the City Engineer in supervising and signing all civil engineering plans, maps and reports prepared by the Engineering Division. Organizational Responsibilities The Director of Public Works is a one -position class. An employee in this position reports to the City Administrator, and directs the operation of the Public Works Department, which includes these functions: engineering and construction inspection, building inspection and plan checking, building repair and cleaning, street and sewer repair and maintenance, street sweeping, street painting and traffic signs, and equipment/vehicle maintenance and repair, construction and maintenance operations of the water division. City policies emphasize in-house rather than contract services, thereby increasing direct responsibility in the design, construction, and repair aspects of these functions. Engineering services, building maintenance, custodial, and equip- ment/vehicle repair services are provided to all City departments. Page 1 of 2 CITY OF AZUSA DIRECTOR OF PUBLIC WORKS QUALIFICATIONS GUIDE Training and Experience Graduation from college or university with a degree in Civil Engineering; and An extensive background in engineering administration, with not less than seven years of progressively responsible and varied professional civil engineering experience involving the design, construction, maintenance, and operation of a variety of public works, at least three years of which have been at an administrative level involving: (a) supervision of professional and subprofessional engineering personnel; (b) some responsibility for maintenance and operations activities in public works; and (c) demonstrated effectiveness in interprofessional and community relationships. Knowledge and Abilities Thorough knowledge of municipal public works planning, design, and construction; public works management, budgeting, and cost accounting; the principles of management, organiza- tion, staffing, training, and supervision. Good knowledge of civil engineering principles related to water systems, streets and highways, public buildings, and related public works; the technical, legal, and financial requirements involved in the conduct of municipal public works construction; pertinent building codes; health and safety codes; planning acts; and related legislation. Knowledge of the methods of preparing designs, plans, specifications, estimates and reports for proposed municipal streets, storm drains, sewers and other public works. Ability to plan, direct, and coordinate the work of engineering, street, water, building inspection, and building maintenance, and other personnel; prepare comprehensive adminis- trative and engineering reports; counsel with City officials and administrative personnel on engineering and public works functions; make effective public presentations; establish and maintain effective and cooperative relationships within the department; with other municipal officials, and with the public. Licenses Registered Civil Engineer, State of California, Board of Registration for Professional Engineers. California Drivers License. Grade 4 Water Treatment Operator Certificate, State of California, Department of Health. Registered Traffic Engineer, State of California, Board of Registration for Professional Engineers, although not required, is desirable. Page 2 of 2
