RESOLUTION NO. 7348
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF AZUSA AMENDING THE JOB SPECIFI-
CATIONS FOR UTILITY DIRECTOR
THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. The job specifications for the classifica-
tion of Utility Director are hereby amended to read in accordance
with Exhibit A attached hereto and incorporated herein by reference.
SECTION 2. This Resolution shall become effective
immediately.
SECTION 3. The City Clerk shall certify to the
adoption of this Resolution.
ADOPTED AND APPROVED THIS 17th day of October, 1983.

UTILITY DIRECTOR
JOB SUMMARY
Date Adopted:
Under administrative direction -- plans, directs, coordinates, and administers the Light
and Power Department including the Construction and Maintenance Division and the Consumer
Service Division; and assumes and performs related responsibilities and duties as required.
Representative Duties,.
Plans, organizes, and directs the City's light and power operations, including engineering,
construction, maintenance, and consumer service operations; confers with the City Adminis-
trator on departmental policies, programs, and coordination of activities with those of
other departments and public agencies; prepares annual budget estimates and supervises the
administration of the final budget of the department; supervises the training and evalua-
tion of the departmental personnel; represents the department at various meetings and
events; keeps abreast of developments in the electrical utility field; is responsible for
all major engineering plans and specifications and inpsects work in progress and on com-
pletion; directs the preparation of reports and correspondence in the maintenance of
departmental records; consults with customers and determines needs in special cases;
carries out public relations and public information programs; approves purchase orders and
personnel actions; prepares plans, specifications and reports.
Organizational Responsibilities
The Utility Director is a one -position class. An employee in this position reports to the
City Administrator, and directs the operations of the Light and Power Department.
QUALIFICATIONS GUIDE
Training and Experience
High School graduation or equivalency, supplemented by extensive college level courses in
electrical engineering, construction and maintenance; and
Eight years of progressively responsible administrative and supervisory experience in the
operation of an electrical utility system.
Knowledge and Abilities
Thorough knowledge of the principles and practices of electrical utility administration,
operation, construction, and maintenance; principles and practices of modern business
management, financial planning, personnel administration, community and customer relations;
principles of local government organization, supervision and training. Good knowledge of
laws related to the operation of a light and power utility in the State of California; the
principles and practices of engineering as applied to the development, construction, and
maintenance of an electrical utility system; employee motivation and morale, grievance
procedures, and employee relations.
Practical understanding of, and familiarity with business accounting, financial statements,
profit and loss statements, cash flow projections, capital improvements planning, rate
setting procedures, and cost accounting.
Ability to plan, coordinate, and direct the development and operation of an electrical
utility program, supervise and coordinate the work of professional skilled, unskilled, and
clerical personnel effectively; analyze business and operating problems and prepare and
present written and oral reports; establish and maintain effective relationships with the
City officials, employees, and the public.
