A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA, CALIFORNIA, REQUESTING THE BOARD OF SUPER-
VISORS OF THE COUNTY OF LOS ANGELES, TO RENDER
SPECIFIED SERVICES TO SAID CITY RELATING TO THE
CONDUCT OF A SPECIAL MUNICIPAL ELECTION TO BE
HELD IN SAID CITY ON TUESDAY, DECEMBER 205 1983.
WHEREAS, a Special Municipal Election is to be held in the
City of Azusa, California, on December 20, 1983; and
WHEREAS, in the course of conduct of said election and in
relation thereto it will be necessary to mail sample ballots polling
place information to the registered voters of the City, and it will
facilitate such mailing if the Registrar of Voters of the County of
Los Angeles will make available to said City the computer record of
the names and addresses of all eligible registered voters in order
that labels may be printed for attaching to self -mailer sample ballot
pamphlets; and
WHEREAS, all necessary expense in performing this service
sla.11 be paid by the City of Azusa;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, DOES HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS
FOLLOWS:
SECTION 1. That pursuant to the provisions of Section 22003
of the Elections Code of the State of California, this City Council
hereby requests the Board of Supervisors of said County to permit the
Registrar of Voters to prepare and furnish to said City for use in
conducting said election the computer record of the names and addresses
of all eligible registered voters in said City in order that the City
may print labels to be attached to self -mailer sample ballot pamphlets;
and will also furnish to the City printed indices of the voters to be
used by the precinct board at the polling place; and will make available
to the City additional election equipment and assistance according to
state law.
SECTION 2. That said City shall reimburse said County for
services performed when the work is completed and upon presentation
to the City of a properly approved bill.
SECTION 3. That the City Clerk is hereby directed to forward
without delay to said Board of Supervisors and to said Registrar of
Voters, each a certified copy of this resolution.

RESOLUTION NO. 7333
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF AZUSA, CALIFORNIA, CALLING AND GIVING
NOTICE OF THE HOLDING OF A SPECIAL MUNICIPAL
ELECTION TO BE HELD IN SAID CITY ON TUESDAY,
DECEMBER 20, 1983, FOR THE ELECTION OF TWO
MEMBERS OF THE CITY COUNCIL OF SAID CITY AS
REQUIRED BY THE PROVISIONS OF THE LAWS OF THE
STATE OF CALIFORNIA RELATING TO GENERAL LAW CITIES.
WHEREAS, vacancies in the office of the City Council
were created by the recall of Councilman Willard R. Decker and
Councilwoman June Hart, on September 13, 1983, and
WHEREAS, the term of office in which the vacancy was
created by said recall election of Willard R. Decker ends April
10, 1984 and the term of office in which the vacancy was created
by said recall election of June Hart ends April 8, 1986;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA
CALIFORNIA, DOES HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER
AS FOLLOWS:
SECTION 1. That pursuant to the requirements of the laws
of the State of California relating to General Law cities within
said State, there shall be, and there is hereby called and ordered
held in the City of Azusa, County of Los Angeles, State of California,
on Tuesday, December 20, 1983, a special municipal election of the
qualified electors of said City for the purpose of the election of
two Members of the City Council of said City for the term of office
in which the vacancy was created by the recall election of Willard
R. Decker, which ends April 10,.1984, and the vacancy created by
the recall election of June Hart, which ends April 8, 1986.
SECTION 2. That the ballots to be used at said election
shall be, both as to form and matter contained therein, such as may
be required by law to be used thereat.
SECTION 3. That the City Clerk of said City is hereby
authorized, instructed and directed to procure and furnish any and
all official ballots; notices, printed matter and all supplies and
equipment that may be necessary in order to properly and lawfully
conduct said election.
SECTION 4. That the polls for said election shall be
open at seven o'clock a.m. of the day of said election and shall
remain open continuously from said time until seven o'clock p.m. of
the same day when said polls shall be closed, except as provided
in Section 14301 of the Elections Code of the State of California.
SECTION 5. That in all particulars not recited in this
resolution, said election shall beheld and conducted as provided
by law for holding municipal elections in said City.
SECTION 6. That notice of the time and place of holding
said election is hereby given and the City Clerk is hereby authorized,
instructed and directed to give such further or additional notice of
said election in time•, form and manner as required by law.
SECTION 7. That the City Clerk shall certify to the
passage of this resolution; shall enter the same in the book of
original resolutions of said City; and shall make a minute of the
passage and adoption thereof in the records of the proceedings
of the City Council of said City, in the minutes of the meeting at
which the same is passed and adopted.

RESOLUTION NO. 7332
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA , CALIFORNIA, RECITING THE FACT OF THE
SPECIAL MUNICIPAL ELECTION HELD IN SAID CITY ON
SEPTEMBER 13, 1983, DECLARING THE RESULT THERE-
OF AND SUCH OTHER MATTERS AS ARE PROVIDED BY
LAW.
WHEREAS, a special municipal election was held and conducted
in the City of Azusa, County of Los Angeles, State of California, on
Tuesday, September 13, 1983, as required by law; and
WHEREAS, notice of said election was duly and regularly
given in time, form and manner as provided by law; that voting pre-
cincts were properly established; that election officers were appointed
and that the votes cast thereat, received and canvassed and the returns
made and declared in time, form and manner as required by the provisions
of the Elections Code of the State of California for the holding of
elections in General Law cities; and
WHEREAS, pursuant to Resolution No. 7318 adopted on August
15, 1983, the City Clerk of said City canvassed the returns of said
election and has certified the results to this City Council, said
results are received, attached and made a part hereof as "Exhibit A".
NOW, THEREFORE, THE CITY COUNCIL OF, THE CITY OF AZUSA,
CALIFORNIA, DOES HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That there were twelve (12) voting precincts
established for the purpose of holding said election consisting of
consolidations of the regular election precincts in said city as estab-
lished for the holding of state and county elections.
SECTION 2. That said special municipal election was held
for the purpose of submitting to the qualified voters of said city the

SECTION 3. That the whole number of votes cast in said
city (except absent voter ballots) was 2,974
That the whole number of absent voter ballots cast in said
city was 279, making a total of 3,253 votes cast in said city.
SECTION 4. That the number of votes given at each precinct
and the number of votes given in the city for and against each question
is as follows: (See Exhibit 'A')
SECTION 5. The City Council does declare and determine that:
As a result of said election, a majority of the qualified
voters voting on said measure relating to the recall of
Eugene F. Moses did not vote in favor thereof, and that
said Eugene F. Moses was not recalled from the office of
Mayor.
As a result of said election, a majority of the qualified
voters voting on said measure relating to the recall of
Bruce Latta did not vote in favor thereof, and that said
Bruce Latta was not recalled from the office of Member of
the City Council.
As a result of said election, a majority of the qualified
voters voting on said measure relating to the recall of
Willard R. Decker did vote in favor thereof, and that
said Willard R. Decker was recalled from the office of
Member of the City Council.
As a result of said election, a majority of the qualified
voters voting on said measure relating to the recall of
June Hart did vote in favor thereof, and that said
June Hart was recalled from the office of Member of the
City Council.
As a result of said election, on the question of filling
the vacancy or vacancies if the recall prevails, a
majority of voters voting on said question voted to fill
the vacancy or vacancies by Special Election.
SECTION 6. The City Clerk shall enter on the records of the
City Council of said City, a statement of the result of said election,
showing:

3 The number of votes given
against each measure,
(4) The number of votes given
each measure.

SECTION 7. That the City Clerk shall certify to the passage

same is passed and adopted.
SECTION 8. That this Resolution shall take effect immediately.

RESOLUTION NO. _D31
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
CONSENTING TO A JOINT PUBLIC HEARING WITH THE
REDEVELOPMENT AGENCY OF THE CITY OF AZUSA TO
CONSIDER FORMAL ADOPTION OF THE PROPOSED
REDEVELOPMENT PLAN AMENDMENT AND CERTIFICATION OF
THE ENVIRONMENTAL IMPACT REPORT FOR AMENDMENT NO.
HI TO THE AZUSA CENTRAL BUSINESS DISTRICT
REDEVELOPMENT PROJECT.
WHEREAS, pursuant to Section 33355 of the California Health and Safety Code, the
City Council of the City of Azusa may consent to hold a Joint Public Hearing with the
Redevelopment Agency of the City of Azusa for the purpose of considering a
Redevelopment Plan; and
WHEREAS, it is the desire of the City Council to hold such a Joint Public Hearing with
the Redevelopment Agency for consideration of the proposed Redevelopment Plan and the
Environmental Impact Report on said Amendment for Amendment No. IH to the Azusa
Central Business District Redevelopment Project on November 21, 1983.
NOW, THEREFORE, the City Council of the City of Azusa does resolve as follows:
SECTION 1. That the City Council hereby consents to a Joint Public Hearing with the
Redevelopment Agency of the City of Azusa to consider the proposed Redevelopment Plan
Amendment and Environmental Impact Report on said Amendment for Amendment No. IH to
the Azusa Central Business District Redevelopment Project.
SECTION 2. That such Joint Public Hearing be held on November 21, 1983 at the hour
of 7:30 p.m. in the Council Chambers of the Azusa City Hall and that the Executive
Director take all appropriate actions and notify those persons required to be notified by law
of such Public Hearings including publication of the legal notices regarding such hearing.
SECTION 3. The City Clerk shall certify to the adoption of this resolution.
